ADOPTION OF THE AGENDA Moved by Krause, seconded by Cao that the Assembly adopt the agenda, as circulated. Amendment Moved by Oliver, seconded by Yazdankia to move Special Orders of the Day #3 – Close Nominations for (5) five SRA members to the Executive Board to be Special Orders of the Day #6.
Yazdankia stated that they shouldn’t make MSU members stay later than needed.

The Speaker stated that people have come to him and expressed that they aren’t comfortable with certain things people are saying. The Speaker asked that members be respectful when speaking, to be clear and concise, and to not engage in personal attacks. The Speaker reminded the Assembly that when making a point, they are allowed to interrupt if it is directly relevant to what the person is saying. The Speaker asked that they also wait until the Speaker acknowledges them before proceeding to give their point. The Speaker added that everyone should be speaking through the Chair and not directly at a person, and that debate should be on the motion and not the person who brought it forward. The Speaker asked members at the back to please sign the observer’s list being circulated, and that there are extra commissioner packages at the back, and copies of the agenda up front. The Speaker asked everyone to make sure the room is clean before leaving.

Saull explained that the Assembly are also the Full Members of the corporation and deals with corporate affairs of the MSU. He explained that they will be moving into these meetings to look at the budget.

Ratify the results from the Vice-President and Speaker Elections
Moved by Saull, seconded by Gillis that the Assembly ratify Giuliana Guarna as Vice-President (Administration) 2015/16, Spencer Nestico-Semianiw as Vice-President (Education) 2015/16, Daniel D’Angela as Vice-President (Finance) 2015/16, and Inna Berditchevskaia as Speaker 2015/16.
Saull stated that he couldn’t be more confident in the incoming Vice-Presidents and Speaker. Gillis stated that he wasn’t comfortable ratifying this without knowing the vote counts.

Moved by Saull, seconded by Khanano that the SRA close nominations for the following Standing Committee Commissioners: Bylaws & Procedures, External Affairs, Finance, Operations, Services, and University Affairs.
Saull stated that they should be closed. Khanano agreed. The Speaker reminded the Assembly that all of the nominations will be closed after this vote and if anyone wished to be nominated, and their name wasn’t in the nomination binder to please be nominated now.

Saull stated that he would be voting this down as there are six commissioner elections to get through, and that he would like to stick to the parameters they have. Krause stated that he would be voting this down as well as if the exhaust the Speaker’s List for this election they would have to make sure they do the same for each election going forward. He added that there was an operating policy for this reason and they should follow it. Mirza stated that she would like the list to be exhausted as everyone keeps talking about accessibility, and while the meetings may be too long they should do this.

Wojciechowska stated that she understood that if they did this they will have to do this for the other commissioner elections, but this was important. Tambakis didn’t think this was fair to base it on merits of precedence. He felt that they should be more careful when selectively deciding on who gets questions or who doesn’t. Nadarajah asked that they be mindful of the other orders of business.

The Speaker stated that in the interest of time he was suggesting two minutes for questions and no statements. Gillis asked if they could have a ten minute discussion as a whole. The Speaker stated that they couldn’t do that as it’s not within the bylaws or operating policies and that he would be more comfortable giving the time to the candidates. Mirza asked if they could do the questions. The Speaker asked if the Assembly was okay with this. Nestico-Semianiw stated that it may skew the vote.

Yazdankia stated that there are a lot of people who have exams and have been here since 10 am and that he would like for them to be able to go home and study. Mirza stated that she told people to show up for 7pm for elections. Mallon explained that the reason for the hour break is because there is a full time staff member who has been recording since 10 am as well. Mirza stated that while this was true they should be aware that they are selectively accommodating people and the Assembly should accommodate the others.

He added that he wasn’t saying that they should do this for every meeting. Mallon explained that he didn’t have an issue with the pizza but that they don’t have access to the corporate cards. He asked if anyone was willing to put around $300-400 on their card. Mirza asked if the recess would start now or when the food arrived. The Speaker clarified that the recess would be right after the motion passed.

Gillis asked if the time allotted for questions could be time for written statements read for the candidates who aren’t here. The Speaker stated that he will be reading the statements from candidates who have submitted one. He added that he will follow the timeline set out and if he does not finish the statement in time he will read through the paragraph and try to answer any questions with that. Wojciechowska asked if this could be amended for the candidates not here who didn’t submit pre-made answers to the questions. The Speaker stated that he will read the statements as fast as he can and will choose the answers listed in the statement based on the questions asked. Mutoigo stated that she would like to keep opening statements at two minutes as MSU members have been preparing for that time allotment.

Gillis stated that this would be more beneficial than additional statements. McDougall stated there is potential that if they just vote now with the other candidates not on the ballot there may not be another tie. Krause hoped that they could just vote right now.

Moved by Krause that the Assembly adjourn after MSU Member elections and striking Ad-Hoc Committees.
The Speaker stated that they can’t skip through items on the agenda; it would have to be amended. The Speaker suggested postponing items that the Assembly does not want to discuss right now to another meeting. Krause withdrew the motion.
Moved by Krause, seconded by Nestico-Semianiw that the Assembly postpone Special Orders of the Day #6, Delegation from the Floor, and Business Arising from the Minutes until 15C.
Krause stated that this makes sense to do this. Gillis asked if they were including the Business items in this. Jama asked the Speaker if the new motions could be moved to next week. The Speaker responded that they could.
Friendly Amendment The amendment was friendly with both the mover and seconder. Moved by Krause, seconded by Nestico-Semianiw that the Assembly postpone Special Orders of the Day #6, and items from Delegation from the Floor, Business Arising from the Minutes, and Business to 15C.
Gillis asked if they adjourned wouldn’t it just go to Unfinished Business. D’Angela asked if they postponed the business items, could they still be able to fill the ad-hoc seats at the next meeting. J. Brodka responded that it would be possible to open and close seats at the next meeting if the ad-hoc committee was approved. He explained that they should be expressing to students who may be interested in this that there would be a chance that the seats will be opened and closed. Gillis asked the Speaker what would be left on the agenda if they kept discussing this.

The Speaker responded that they have the Services Committee elections for MSU members next. Gillis stated that they should just adjourn after the Standing Committees are filled. He urged the Assembly to vote this down as it was messier, procedurally.
