Starr County Youth Fair High School Fine Arts Show Official Rules Revised: March 23, 2017 Adopted: April 25, 2017 I.

PARTICIPANTS a. Participation in the art show is open to all high schools in Starr County that accept the conditions of these rules. b. During the hours the Fine Arts Show is open to the public, the Fair Association shall provide security for that time period. c. Students of participating Starr County high schools, who are in 9th, 10th, 11th, or 12th grade and eligible for competition under Texas Art Education Association and University Interscholastic League rules, may submit entries.

II.

ENTRIES a. There shall be no more than 200 entries in the show. b. Each participating Starr County high school shall be allotted 25 entries per teacher, which can be distributed among the teachers on the campus. However, five shall be the minimum allotment of entries per school. c. Each high school shall, by a method of its own choosing, select its entries. d. An artwork may not be entered which has been entered in a previous Starr County Youth Fair High School Fine Arts Show or any other competition from previous years. e. Artwork must be original work done entirely by the student. i. No use of an overhead projector, opaque projector, or any reproduction device for direct copy work is allowed. Grid work reproduction is acceptable. ii. No single visual reference shall account for more than 1/3 of the entry’s surface area unless it is a photograph taken by the entrant or a peer under the entrant’s direction. (A visual reference is a photo or picture of subjects used in a student’s artwork.) Cropping and manipulation of images from visual references is allowed. iii. All visual reference materials used, originals or copies, may be attached to the back of each entry for the protection of the student. However, internet references must be attached to the back. iv. Artwork from direct observation is encouraged, for example, still life done in the art classroom. v. Student artwork, which reproduces the content and composition of another artist, is considered plagiarized and is not allowed, and can be removed by the art chairman. Changing media, color, texture, or size does not create a truly original work if the other artist’s content and composition remain. vi. All student entries must be the result of projects monitored by a teacher to assure entries are the student’s own work. 1

f. If appropriate for the media, all work must be matted and, except for entries designed to stand, such as a sculpture and heavy mosaics, entries must be suitable for hanging by binder clips. No framed entries will be allowed. g. There is a limitation on the size of entries to approximately 24x36 inches. h. Each entry shall have an official entry tag securely attached to the bottom right corner of the artwork, and with the student and school names hidden. i. No artwork shall be on exhibit within the showroom, which is not an official entry in the show. NO other artwork may be displayed inside or outside the showroom. III.

ART DEPARTMENT FACULTY RESPONSIBILITIES a. By Wednesday, of the week PRIOR to the week of the Fair, submit a registration list of all potential entrants to the Fair Registrar and the Art Chairman by email. The list should include (1) school name, (2) teacher’s name, and (3) student names with each one’s date of birth and (4) the number of entries for each student. No entries will be allowed for a student who is not on this list. Entrant may not be added after the official list is emailed to the Art Chairman. b. Being on the list and having submitted an entry will permit a student a 3-day access pass to the Fair Grounds. Lost access passes will not be replaced. c. Before 1:00 p.m., Wednesday before the show week each participating school shall notify the Show Chair of its number of entries in each class: Novice, Intermediate, and Advanced. d. On Tuesday, of the show week, after 4:00 p.m. and before 8:00 p.m. in the following order: (1) submit a corrected registrar’s list, which indicates deleted registrations, (2) submit payment of a $10.00 fee for each entry, (3) submit entries, with entry tags, and, (4) participate in hanging the school’s entries. Students are not permitted to assist in the hanging of the school art entries. e. After 8 PM Tuesday of show week, no additional entries will be accepted. f. Teachers, of students with entries, will receive free, 3-day access to the Fair Grounds. g. It is requested that all art teachers participate in the monitoring and managing of the High School Fine Arts Exhibit during the days of the Starr County Youth Fair. h. On Wednesday of show week, beginning at 2:00 p.m., have a school faculty representative present during judging. It is preferred that all art teachers of students with art entries be present. i. Saturday evening, from 8:00 to 9:00 p.m., remove all entries. Entries may not be removed early. Any entries not removed by Saturday evening will be given to the Fair Association for storage in the office but the Association assumes no responsibility for their safety.

IV.

CLASSES a. Entries will be placed and judged based on the amount of art instruction of the entrants: i. Novice Class: students who are in their first year of high school art courses. GREEN ii. Intermediate Class: students who are in their second year of high school art courses. SALMON iii. Advanced: students who are in their third or fourth year of high school art courses. GRAY iv. Students who are not taking an art course, but meet all the other requirements in these rules, may have entries in the class corresponding to the student’s years in art courses. v. A student who has multiple years of art courses may not enter an artwork completed in an earlier year. Student entries must be initiated and completed during the current school year.

V.

JUDGING AND AWARDS a. Criteria for judging entries shall be: i. Content, that is, the meaning or message of the entry, the artist’s personal statement or interpretation. Titles must be indicated on the appropriate tags. ii. Composition, that is, the appropriate selection of elements and application of principles. iii. Technique, that is, the selection and effective use of media, the artist’s technical skill. iv. Originality, that is, the art was created directly and personally by the artist and is not a copy or imitation of another artist’s content and composition. b. After posting is complete, the Art Chairman shall individually number each entry. c. Within each of the classes, the judges shall award each entry a blue ribbon for commendable quality, a red ribbon for good quality, a white ribbon for satisfactory quality by secretly and independently scoring each entry a one, two or three. d. By secret ballots, from among the blue ribbon winners in each class, the judges shall select a class champion and reserve class champion as follows: i. From all blue ribbon winners in the class, each judge shall select three candidates. ii. A ballot, rank-ordering 1 through 4 and all other 5, of the 9 candidates selected, shall determine the winners. However, at the discretion of the Show Chair and without revealing their rankings, an additional ballot of the highest-ranking entries may be cast to achieve greater consensus.

e. By secret ballots, from among the class champions and reserve champions, the judges shall select a show grand champion and a show reserve grand champion as follows: i. Each judge shall rank order the three class champions and the entry with the best total ranking shall become show grand champion. ii. Each judge shall then rank order the remaining 2 class champions, and the reserve class champion from the show grand champion’s class, and the entry with the best total ranking shall be show reserve grand champion. f. If in balloting, a tie occurs, the judges shall confer to break the tie. g. Each judge shall also, independently, from among all the other entries in the entire show, select 5 honorable mention winners, for a total of 15 in the show, which have not received class or grand champion award. The judges may select 3 entries, which represent the Fair’s theme, and 3 entries, which represent some sort of recycling. h. The decision of the judges regarding awards is final and may not be appealed. It is unethical to attempt to influence their judgment of any entry. i. Ribbons shall be awarded for Show Grand Champion, Show Reserve Grand Champion, Class Champions, Reserve Class Champions, and Honorable Mention winners. j. k. The originality of all cash award-winning entries must be verified. l. Cash award winning entrants may retain their art entries. m. Organizations and individuals may offer additional cash awards paid by them, based upon criteria of their choosing, for selection by them or, if they choose, by the official show judges. Such awards will be made only if artwork meeting the criteria, and of suitable quality, has been entered. n. The existence and conditions for any such additional awards shall be communicated to participating schools as early as possible. o. After the show is judged, the Show Chair shall provide, to the Fair Awards Chair and the Fair Treasurer, the names and schools of the grand champion, reserve grand champion, class champions, and class reserve champions. p. Ribbons for major awards may be mounted next to the winning entries immediately following the judging. Other ribbons may be requested from the Fair Registrar by Art Department Chairs and/or Art Teachers. q. Cash awards will be distributed, by the Show Chair, to Art Department Chairs or the Art Teachers who will transmit the awards to the winning students. 4

VI.

DEVIATIONS FROM THESE RULES a. Any deviations from these rules, necessitated by unavoidable conditions, must be communicated, as early as possible, to the Show Chair for resolution.

VII.

ADMINISTRATION a. The Starr County Youth Fair Association shall appoint a Chair and Assistant Chair(s) to administer the High School Fine Arts Show. b. The Show Chair shall, at his or her discretion, hire three judges, living outside Starr County. c. To provide security for the exhibits, the Show Chair shall make arrangements with the Fair Association. d. Any allegation of ethical violations, by student entrants, shall be referred, for settlement, to the Chair or to an Assistant Chair. A violation of the High School Fine Arts Show rules may disqualify a student from receiving any financial award. e. If disputes over interpretation of rules, violation of rules, or placement of entries arise, the decision of the Chair or an Assistant Chair shall prevail. f. Any appeals of decisions by the Chair or an Assistant Chair must be directed to the Board of the Starr County Fair Association. g. Proposed changes in these rules for future Art Shows may be submitted to the Board of the Starr County Fair Association at any time; however, any changes must be approved no later than four months before the next Show date.
