3.0 Suitability for Service The Newport Airport 12,000 gallon I JET A tank was inspected and tested in accordance with all applicable requirements of STI SP001 September 2011 5th Edition. This tank is considered to be in a noncompliant state since there are corrosion related holes present within the outer shell that require mechanical repairs.
Per STI SP001 the tank is classified as a Category 1 and should be inspected monthly and annually by the owners inspector as required by Section 6.0 of STI SP001. Formal External Inspections shall be performed as required by the owner’s SPCC plan and established schedule.

4.0 Summarized Recommendations Based on the inspection completed this tank is a Category 1 in accordance with STI SP001, 5th Edition. The following section summarizes the recommendations which are based on the findings in the preceding checklists.
Foundation: 1) The tank saddle supports have localized areas of heavy coating degradation and scale accumulation. The customer should properly clean and recoat the affected locations to prevent further deterioration. Shell & Heads: 1) There were 4 areas where thru hole corrosion was discovered on the top of the secondary shell while scraping scale. These areas ranged from 4” x 6” to 10” x 10” in size and were near appurtenance G, I, L & O. It should be mentioned that the hole sizes were 2” in diameter and less. These holes should be enclosed as soon as possible to inhibit rainwater intrusion into the annular space. A temporary soft patch consisting of fiberglass or epoxy materials will suffice as a temporary fix until permanent mechanical repairs; such as filet welded patch plates, can be installed as required by STI SP-001 10.2.4. Note: The tank will remain in a non-compliant state until permanent repairs are completed. 2) There were scattered areas of localized coating failure and blistering present in various sizes with heavy scale buildup. Manual scraping revealed corrosion measuring 0.02” to 0.04” deep at these locations. Since holes have been discovered in similar areas on the top of the tank, it is strongly advised to prep and recoat these locations at the next opportunity.
Nozzles, Manways & Connections
1) The manway flanges and covers pertaining to appurtenance L, exhibited areas of moderate to heavy coating failure and scale
accumulation on all surfaces that included the gasket region, necks and around bolting. The customer should highly consider separating these components, cleaning and re-inspecting for a better evaluation. Pending results, these components should be recoated.
2) The coupling threads, plugs and adjacent components had light to moderate coating failure with oxidation occurring. The customer should prep and recoat these components at the next convenience.
3) Fill appurtenance N had heavy coating failure and scale accumulation between the flanges. The customer should highly consider separating these components, cleaning and re-inspecting for a better evaluation. Pending results, these components should be recoated.
Miscellaneous 1) The leak detection and more particularly the fill piping had areas of heavy coating failure with scale and minor corrosion forming. The customer should prep and recoat these components at the next convenience. 2) The fixed ladder located on the north head has heavy coating failure and scale build up present at the attachment points and around the bolting. The customer should prep and recoat these components at the next convenience.

Inspection Guidance: For equipment not included in this standard, follow the manufacturer recommended inspection/testing schedules and procedures. Non-conforming items important to tank or containment integrity require evaluation by an engineer experienced in AST design, a certified inspector, or a tank manufacturer who will determine the corrective action. The fixed ladder on the north end is securely attached to the head. There was coating failure and scale accumulation present on the shell attachment bars and around the bolts. SPCC plan is currently being devised by 3rd party to be implemented in near future.

Non-conforming items important to tank or containment integrity require evaluation by an engineer experienced in AST design, a certified inspector, or a tank manufacturer who will determine the corrective action.
