WASHINGTON - Construction of new homes fell 4.7 percent in September, the biggest decline in six months, reflecting weakness in both singlefamily activity and apartment building. The September result left construction at a seasonally adjusted annual rate of 1.13 million units, the Commerce Department reported Wednesday. It was the sharpest decline since a 7.7 percent fall in March. Homebuilding has been sliding this year, but economists remain optimistic that the low level of unemployment will soon spark a rebound in sales and construction. Even though construction activity has fallen in recent months, home building is 6.1 percent higher than a year ago. Single-family building contracted 4.6 percent in September, while apartment construction was down 5.1 percent. Construction activity in August declined a revised 0.2 percent, a slightly smaller drop than initially reported. Damage from Hurricanes Harvey and Irma did not have a major effect on the August figures. Application for building permits, a sign of future activity, dropped 4.5 percent in September to an annual rate of 1.22 million units.
Even with the decline in construction and permits, analysts found reasons for optimism. Ian Shepherdson, chief economist at Pantheon Macroeconomics, noted that permits for single-family construction rose 2.4 percent even though the overall permit number was held back by a 16.1 percent plunge for apartment building. “We’re expecting new-home sales to strengthen markedly,” he said in a research note, spurred by potential buyers rushing to close deals before mortgage rates move higher. A survey released Tuesday showed that homebuilders are feeling more optimistic than they have in months about the future. Homebuilders are feeling more optimistic than they have in months, looking past a recent slowdown in sales of new homes and the risk of rising labor and materials costs following hurricanes Harvey and Irma. The National Association of Home Builders/Wells Fargo builder sentiment index released Tuesday rose four points to 68 this month. That’s the highest reading since May. Readings above 50 indicate more builders see sales conditions as good rather than poor. The index has remained above 60 since September 2016. According to the latest survey by FactSet, the index easily exceeded expectations for a reading of 64 among industry analysts. Readings gauging builders’ view of single-family home sales now and over the next six months rose from September. A measure of traffic by prospective buyers also rose. The deadly hurricanes that swept into Texas, Louisiana and Florida

raised concerns among builders that that their new-home projects could be delayed and face rising construction and materials costs as the focus turned to rebuilding properties that were flooded or damaged by the fierce winds and rainstorms. Homebuilders were grappling with a shortage of skilled construction labor before the hurricanes hit. Those concerns remain, but builders appear to be drawing encouragement from the thin supply of homes on the market, which has helped lift sales of new homes ahead of last year’s pace. “It is encouraging to see builder confidence return to the high 60s levels we saw in the spring and summer,” said Robert Dietz, the NAHB’s chief economist. “With a tight inventory of existing homes and promising growth in household formation, we can expect the new home market continue to strengthen at a modest rate in the months ahead.” A shortage of homes for sale coupled with rising prices has turned affordability into a challenge for many would-be buyers. Mortgage rates fall after 2 weeks of gains ASSOCIATED PRESS
WASHINGTON - Long-term mortgage rates slipped this week, reversing two straight weekly increases. Mortgage buyer Freddie Mac says the average rate on 30-year, fixed-rate mortgages fell to 3.88 percent from 3.91 percent last week. A year ago, the benchmark rate stood at 3.52 percent. The rate on 15-year, fixed-rate mortgages, popular with homeowners who are refinancing, dipped to 3.19 percent from 3.21 percent last week. A year ago, the 15-year rate was 2.79 percent. Long-term home loan rates tend to track the yield on 10-year U.S. Treasury notes, which fell this week. The average rate on five-year adjustable-rate home loans rose to
3.17 percent this week from 3.16 percent last week and 2.85 percent a year ago. The Federal Reserve, citing an improved outlook for the U.S. economy, has raised short-term interest rates twice this year and is expected to raise them again at its December meeting. To calculate average mortgage rates, Freddie Mac surveys lenders across the country between Monday and Wednesday each week. The average doesn’t include extra fees, known as points, which most borrowers must pay to get the lowest rates. One point equals 1 percent of the loan amount. The average fee for a 30-year mortgage was unchanged from last week at 0.5 point. The fee on 15-year loans also remained at 0.5 point.
