Claude Student Council Handbook We, the students of Claude High School, desiring to provide better communication between the administrators and the students; to improve student-faculty relations; to provide for the representation of student interest in the affairs of the school; to establish necessary leadership; to set high standards of citizenship; to educate ourselves for future participation in a democratic society; to institute and coordinate school-wide activities; to strive always for the improvement of school spirit, pride, and morale; and to create a positive youth representation in our community, do hereby ordain this constitution dedicating our efforts to student government and continuing improvement of Claude High School.
ARTICLE I Name and Purpose Section A. Section B.
THIS ORGANIZATION SHALL BE KNOWN AS THE CLAUDE HIGH SCHOOL STUDENT COUNCIL THE PURPOSE OF THIS ORGANIZATION SHALL BE: 1. to bring about closer cooperation between the faculty and the student body as representatives of the student body; 2. to cooperate with the administration in all problems concerning the school and the student body; 3. to promote in each individual of Claude High School a desire for good citizenship based on democratic processes; 4. to create and maintain school interest, school spirit, and school loyalty; 5. to provide a forum for student expression; and 6. to provide a positive representation of our youth in the community. ARTICLE II Membership

MEMBERS. The Claude High School Student Council shall consist of: 1. the student body officers to be known as the Executive Board; 2. the elected class representatives; and, 3. walk on members. QUALIFICATIONS FOR ACTIVE MEMBERSHIP: 1. The member must be a student at Claude High School . 2. All members must have and maintain an average of 70 or above and must be passing all subjects at the end of each grading period in order to participate. A member who is failing at the end of a grading period may be prohibited from participation until the three-week progress report period, at the discretion of the sponsor and administration. Active membership will be reinstated if the member is passing at that time. Failure of two consecutive grading periods will result in

dismissal from the council for the remainder of the school year as outlined in Article VI. 3. The member must not be guilty of any major disciplinary infraction as reviewed by the principal or assistant principal. Major disciplinary action may include but is not limited to: ISS time, suspension, AEP. Major disciplinary action may result in dismissal of the member as outlined in Article VI. 4. The member must not be involved in any activity on or off campus that constitutes a direct contradiction to the values of the CHS Student Council. These values include but are not limited to: honesty, integrity, loyalty, morality, and lawfulness. If the member is proven guilty of such contradiction, dismissal may occur as outlined in Article VI. 5. To maintain active membership, the member must actively participate in student council in order to maintain active membership along with attendance of general session and specially called meetings. Proof of active membership can be documented with points earned, meetings attended, etc. Dismissal may occur if these requirements are not met as outlined in Article VI. METHOD OF SELECTING MEMBERS: 1. The student body officers will be selected according to the process outlined in Article IV. 2. STUDENT BODY OFFICERS: (ALSO TO BE KNOWN AS THE EXECUTIVE BOARD) 1. Student Body President 2. Student Body Vice-president 3. Student Body Secretary 4. Student Body Treasurer 5. Student Body Historian 6. Student Body Projects Manager CLASS Representatives: 4. Representative (2 from each class) QUALIFICATIONS OF THE OFFICERS: 1. Must have been an active member of Student Council during the same school year they are seeking election, 2. All officers must maintain an average of 70. To be able to declare candidacy for office, the student must have maintained this same average throughout the school year that candidacy is sought. 3. Student cannot have had any major discipline infractions. (ISS, DAEP, Etc.)

DUTIES AND POWERS OF OFFICERS: 1. The student body president shall: a. preside over all meetings of the student council, the student body, and the executive board; b. call special meetings with permission of the advisor; c. report student council activities monthly to the principal; d. be aware of all committee proceedings; e. be responsible for carrying out the purposes of the student council; and, f. be the official representative of the student body. 2. The student body vice-president shall: a. serve as the presiding officer in the absence of the president; b. serve as student body president if the office is vacated; c. be aware of all committee proceedings; 3. The student body secretary shall: a. keep the minutes of all student council meetings; c. record attendance at student council meetings and executive board meetings; d. be aware of the order of business; e. send, receive, and answer all correspondence at the direction of the student council and advisor; h. preside in the absence of the president and vice-president. 4. The student body treasurer shall: a. keep a record of all moneys held, acquired, and disbursed by the student council, and make a report of this record at each student council meeting; b. count all moneys in the presence of the advisor and submit deposit(s) to the high school secretary; c. issue receipts as required; 5. The student body historian shall: a. serves as a recorder of projects and activities; b. take photographs at student council activities; c. work cooperatively with the local newspaper, yearbook staff, and school social media postings to document and promote council activities. 6. The student body projects manager shall: a. serve as an overseer of all projects. b. assist in the completion of projects. c. keep student body informed of activities and projects. d. promote school spirit. 7. Class officers and representatives shall: a. report student council actions to their respective classes; b. organize participation in pep rallies and conduct meetings as necessary; d. attempt to express the desires and opinions of the students they represent.
All offices and members will be expected to aid in the overall success of the council and it’s projects. Each member, but especially officers may have other duties as assigned, and be expected to execute those duties for the betterment of the Student Council, including, but not limited to: 1. Attend meetings 2. Help with projects 3. Participate in activities 4. Show school spirit 5. student concerns 6. Bring ideas and solutions to the table 7. Encourage participation and involvement 8. Be a positive example and leader

THE STUDENT BODY OFFICERS LISTED IN ARTICLE III, SECTION A SHALL BE SELECTED ACCORDING TO THE FOLLOWING PROCEDURES: 1. the member must meet all qualifications as outlined in Article III, Section C; 2. the member will express his desire for student body office candidacy to the student council advisor; 4. all prospective student body officer candidates must have been active members of the student council the school year in which he announces his candidacy; 5. after the member offers his candidacy, the candidate will submit an application for office. 6. the selection process will also include a student council member secret ballot vote. THE CANDIDATES FOR CLASS REPRESENTATIVE LISTED IN ARTICLE III, SECTION B SHALL BE SELECTED ACCORDING TO THE FOLLOWING PROCEDURES: 1. the candidate must meet all qualifications as outlined in Article III, Section C; 2. the candidate will express his desire for class office candidacy to the student council advisor by completing an application for position. 3. class officers shall be elected by secret ballot through respective classes. A candidate must receive a plurality of votes to win. ARTICLE V Committees and Their Functions

A member may be dismissed from the student council if he has missed 5 general meetings during the school year without good cause. Good cause will be determined by the student council advisor and the executive board. A member may be dismissed from the student council if he fails one or more classes for two consecutive grading periods (as outlined in Article II). A member may be dismissed from the student council if he receives major disciplinary action (as outlined in Article II). A member may be dismissed from the student council if he is involved in any activity on or off campus that constitutes a direct contradiction to the values of the CHS student council (as outlined in Article II). A member may be dismissed from the student council if he fails to earn required service points (as outlined in Article II). A member may be forced to resign from the student council if threefourths (3/4) of the members of the council feel that a member is not carrying out his duties. The advisor will be the final decision-maker over any dismissal case. Article VII Vacancies

If the student body president is removed for any reason, the student body vice-president automatically takes his place, and another vice-president is appointed by the executive board with the approval of the student council membership and advisor. If any other student body office is vacated, an election will be held within the student council. If a member is dismissed or resigns within a school year for any reason, that person shall not be eligible to run for office or to work onto the student council for one year. ARTICLE VIII Amendments to the by-laws

Amendments shall be proposed only by the executive board. To vote on any amendment, a quorum of the executive board must be present. A
quorum shall be two-thirds (2/3) of the membership of the executive board. Amendments must pass by majority vote. ARTICLE IX Membership Voting Section A.
