By signing this form, the participant and/or parent or guardian agrees that they have read this waiver, understand the terms set forth herein and knowingly and voluntarily agree to the terms of this waiver. I RISK BODILY INJURY, INCLUDING PARALYSIS, DISMEMBERMENT OR DEATH. While the particular rules of the sport, equipment, personal training and discipline may reduce this risk. The risk of injury does exist, as does the risk of damage to or loss of property. 2. I knowingly and freely assume all risks both known and unknown, even if arising from negligence of the above mentioned parties. 3. I willingly agree to comply with the stated and customary terms and conditions for participants, if however I observe any unusual or unnecessary hazard during my presence or participation, I will bring these incidents to the immediate attention of the nearest Howell PAL Staff/Chaperone. 4. For myself, and on behalf of my heirs, those assigned as a personal representative and my next of kin, I hereby: Release, Indemnify and hold harmless and agree not to sue, file a claim for relief or otherwise take legal action against the Howell PAL, their officers, volunteers, staff, or sponsors. Further I and/or my parent/guardian Releases from liability of any of the aforementioned from any liability from any and all injury and loss arising from my participation, whether caused by negligence or otherwise, except that which is the result of gross negligence or wanton misconduct. This indemnification shall include the payment of the Howell PAL’s reasonable attorney’s fees in defense of any claim filed by you. 5. I grant the Howell PAL, its representatives and employees the right to take photographs of my child in connection with the above identified subject. I authorize Howell PAL, its assigns and transferees to copyright, use and publish the same in print and/or electronically. I agree that Howell PAL may use such photographs of my child with or without their name for any lawful purpose, including for example such purposes as publicity, illustration, advertising, and web content. I have read this Howell Police Athletic League Participation Waiver and fully understand its terms. By signing this Waiver I acknowledge that I have done so both freely and voluntarily. Box 713, 115 Kent Road ● P: 732-919-2825 F: 732-919-1212 ● www.howellpal.org 2018 Youth Basketball League Rules Time o Each game will consist of 4 quarters, 10 minutes each o There is no shot clock o The clock will only stop on time outs, injuries, foul outs, foul shots, and during the FINAL 2 MINUTES OF THE GAME o On foul shots, the clock will stop until the player receives the ball on the FIRST shot Time Outs o Each team will be able to use three time outs per game, but one of them must be used in the first half, or it is lost (USE IT OR LOSE IT)  Teams will have 2 full time outs (40 seconds) and 1 20 second time out  If the team does not use one of their timeouts in the first half, they will lose their 20 second time out and will have 2 full time outs to use in the 2nd half Teams o If a team does not have enough players (3 or 4), they may use no more than 2 “guest players” who are registered with the league and within the same division  The commissioner must be notified and approve any “guest players” Substitutions/Playing Time o At the 5 minute mark of each quarter, coaches may make their substitutions o Unless there is an injury, ejection, or foul out, COACHES CAN NOT SUBSTITUTE until the 5 minute mark of each quarter o Every player must play at least 1 of the five minute periods per quarter  For example, if player A sits the first 5 minute of the game, he/she MUST play the second five minutes of that quarter  If a coach is caught not following the playing time rules, he/she will be put on probation and will be forced to record and report every period of playing time and submit it to the commissioner after every game. o Coaches are encouraged to keep each player’s playing time as even as possible when their team has less than 10 players  Instead of letting the best player play the entire game when there are players missing, give them 1 or 2 extra periods and spread the other periods to other players. o If a team has 10 players, every player must play exactly 4 sessions. o If a team has 9 players, no player may play less than 4, or more than 6 periods. o If a team has 8 players, no player may play less than 4, or more than 6 periods. o If a team has 7 players, no player may play less than 4, or more than 7 periods. o If a team has 6 players, no player may play less than 5, or more than 7 periods. o If a team has 5 players, every player will play all 8 periods. Fouls o A player fouls out of the game on their SIXTH (6th) foul of the game, not their fifth o On the 10th team foul, the opposing team will shoot “one and one”. There is no 2 shot bonus at any point  Technical fouls count as a personal and team foul o Players may enter the key on a foul shot once the ball is released (High School rules) Overtime o If a winner is not determined at the end of regulation, there will be a 2 minute overtime.  Teams will be able to use any remaining time outs left from regulation plus given one additional time out.  Personal and second half team fouls will roll over into overtime periods.

If a winner is not determined at the end of the overtime period, the game will go into sudden death.  The first team to score a point will be the winner. o The clock will not stop during overtime except for time outs, foul outs, injured players, and the time between a foul being called and the player receiving the ball on the first shot.  In order to save time from running off, if a coach calls timeout as a player is fouled on the shot, the clock will not start until the ball is live again. Technical Fouls o All technical fouls will be reviewed by the commissioner o Players/Coaches  On the first offense, the penalty will depend on the severity of the misconduct of the player/coach  On the second offense, the player/coach will be suspended for one game  On the third offense, the player/coach will be suspended for the season  If player is ejected they will be suspended for two games Backcourt Press o High School  Teams may backcourt press the entire game  If a team is winning by 20 or more points, teams are not allowed to press in the backcourt o Middle School  Teams may backcourt press during the final 2 minutes of the game  Teams may press during the entire overtime period o 4th/5th Grade  Teams may backcourt press during the final 1 minute of the game  Teams may press during the entire overtime period Mercy Rule o 4th/5th Grade  If a team is leading by 15, the leading team must play defense inside of the 3 point line. The leading team may go back to playing normal defense if and when the lead drops to 10 points or below o 6th/7th/8th Grade  If a team is leading by 15, the leading team must play defense inside of the 3 point line. The leading team may go back to playing normal defense if and when the lead drops to 15 points or below o High School  If a team is leading by 20, the leading team must play defense inside of the 3 point line. The leading team may go back to playing normal defense if and when the lead drops to 20 points or below
