Statutes of the Stockholm University Press Publishing Committee Background In accordance with the Vice-Chancellor’s decision in December 2012, the University has coordinated its publishing through the University Library, where Stockholm University Press (SUP) has been created. A Publishing Committee, which acts as board and executive body of Stockholm University Press, was established in autumn 2014. The Publishing Committee makes the final decisions concerning the publication of submitted manuscripts and the creation of new journals. In addition, the Publishing Committee has an advisory function on matters relating to SUP’s operations. The purpose of Stockholm University Press is to provide opportunities for national and international researchers to publish peer-reviewed monographs, anthologies, and journal articles through Open Access. This enables Stockholm University to meet an increasing need that has been brought to the fore by the Swedish Research Council’s draft of national guidelines on OA publishing. SUP meets the national and international requirements for accessibility by using Creative Commons licenses (mainly CC-BY). The goal of Stockholm University Press is to increase the dissemination, accessibility and use of research findings, as well as to provide free access to publicly-financed research. Stockholm University Press supports publications that undergo an independent scholarly review process (so-called “peer review”). These types of publications and the level of the review process have been chosen on the basis of established international standards for evaluating academic texts. Stockholm University Press aims to support Open Access publishing (CC-BY) of research that meets the national and international requirements for accessibility. Other types of publications and publishing needs are supported by the library through a separate publishing service for formats such as doctoral theses, occasional papers, conference proceedings, and festschrifts. Publishing at Stockholm University Press is done at cost for the published authors; thus, the publishing operation is self-funding.

Responsibilities
1. The Publishing Committee is Stockholm University Press’s executive body and is responsible for: -
making decisions concerning publication based on independent reviews of book proposals and reviews by the editorial boards;

deciding on applications to establish editorial boards for publishing books and starting journals;

providing the Vice-Chancellor with suggestions regarding the development of Stockholm University Press.

The work of Stockholm University Press is based on the rules of procedure adopted by the Publishing Committee.
The Publishing Committee’s composition, quorum, and mandate period
2. The Vice-Chancellor appoints six members of the Publishing Committee at the recommendation of the Library Director and the academic area boards. The committee should include the following: -
A chair from Stockholm University Press.

A vice chair from Stockholm University Press.

Representatives from the academic areas. A broad representation from both academic areas is desired. Four members are nominated by the academic area boards and should include at least one member from each academic area.

One member (this can be one of the representatives from the academic areas) whose focus is to ensure compliance with Stockholm University’s ethical guidelines for researchers.

The Publishing Committee may, if necessary, invite people with attendance and speaking rights.

Members are appointed for a three-year term, which may be extended.
3. Quorum and frequency of meetings. -
The Publishing Committee should meet at least four times a year.

The Publishing Committee will constitute a quorum when at least four members are present, at least two of which must be representatives from the University’s academic areas.

In the event of a tie, the chair has the deciding vote.
