Project Overview The purpose of this memorandum is to document the current conditions of Plainfield’s downtown parking facilities based on data collection efforts conducted in July and August of 2016. These efforts include an inventory of off-street and on-street parking locations, and the utilization of these facilities. The study area focused on the Village’s downtown area and surrounding neighborhoods as shown on the Public & Private Locations exhibit. Parking Inventory Field observations were conducted in July 2016 to determine the parking supply within the study area. The inventory includes public and private off- and on-street parking spaces. Residential parking is excluded from this study. Public parking comprised nearly 60% of the 1,009 available spaces. Table 1 – Downtown Parking Inventory

The regulations for all on-street parking were also recorded. Much of the on-street parking along, or within a block of Lockport street had 3-hour or 4-hour parking restrictions. Excluding Commercial Street, which had no parking posted for school days from 8:00 A.M. to 4:00 P.M, most of the residential area south of Lockport street was unmarked. The full parking inventory and on-street regulations are depicted on the Parking Inventory exhibit. Parking Utilization A parking utilization rate of 85-percent is most desirable in a downtown or area of high demand. This helps minimize the perception that parking is unavailable or congestion from drivers spending extra time searching for a parking spot. To determine the parking utilization in the study area, hourly occupancy counts were conducted from 9AM – 9PM on the following days: 

Sunday – Thursday (August 7, 2016 – August 11, 2016) 3

Considering the study area as a whole, the downtown parking supply is underutilized. In an effort to account for any additional parking not included in the study, Village staff reviewed the parking requirements for private establishments within the study area that are planned, expected, or opened shortly after occupancy counts were conducted 4. There will be an additional demand of 86121 public parking spaces for these facilities based on the land use, available space, and Village requirements. While these land uses could have an effect on public parking currently in high demand within the vicinity of Lockport Street, the public parking within the study area can adequately accommodate the additional parking demand.

Weekday (Mon-Thurs) Parking Utilization 

The demand for all on-street and off-street parking within the study limits peak at 52% and 53%, respectively, at 7PM.



The parking demand for all private parking remains low throughout the day, never reaching 40%.



Parking south of Ottawa Street, along James Street, at the Des Plaines public parking lot, and at the library parking lot show significant availability throughout the day.



On-street parking shows high demand within the vicinity of the Des Plaines Street and Lockport Street intersection.



During times of high demand, vehicles are found to park outside of designated parking spaces on both sides of Des Plaines Street, south of Lockport Street.

Friday Parking Utilization 

Overall, on-street parking demand within the study area ranges between 32% to 47% during mid-day and then reaches a peak of 68% at 8PM.



On-street parking along and within the vicinity of Lockport Street, from James Street to Illinois Street, has increasing utilization throughout the day. Several locations reach 90% to 100+% in the afternoon and evening.



Numerous motorcycles are seen to park in a single parking space along Lockport Street during peak hours.



Most of the private parking is underutilized throughout the day until demand along Lockport Street peaks in the evening.



Although public and private lots see an increase in utilization, and on-street parking along Lockport Street exceeds optimum utilization, the Plainfield Public Library parking lot never exceeds 30% during the evening hours (peaks at 45% at 3pm).



The private lot for the Heritage Professional Center, located off of Lockport Street and Chicago Street, has a peak utilization of 21% at 12PM, then declining to less than 2% after 5PM.

Saturday Parking Utilization 

While the public parking for Saturday maintains utilization rates similar to those on Friday, Saturday tends to have more spaces occupied up to 7PM – most notably in the evening.



Public and private off-street parking resemble the utilization seen on Fridays, with both the Plainfield Public Library lot and Heritage Professional Center lot being underutilized.

Special Event Parking Utilization (Cruise Nights) 

Parking was observed during Cruise Night to document the parking demand during an event held in the downtown area. Cruise Nights take place from June through August, from 5PM to 9PM. Lockport Street is closed from Main Street to Illinois Street for vintage cars to park and people to walk freely along the street.



Most public parking within two blocks of Lockport Street exceeded the optimal utilization rate of 85% during the Cruise Nights event. Visitors were observed parking outside of marked on-street parking spaces within 1-2 blocks of Lockport Street and in the grass at the Des Plaines Street public parking lot.



Visitors were also observed parking in the Electric Park parking lot on the west side of the DuPage River, which appeared to be full.



Several private parking lots along Lockport Street weren’t highly utilized as the street was blocked off to through traffic.
