Tentative 2012-13 budget proposals for Florida's five water management districts SOUTH FLORIDA The South Florida Water Management District proposes further reducing spending in FY 201213 to $568.1 million after cutting spending from $798 million in FY 2010-11 to $579 million this year. Property tax revenue as proposed would be nearly level with the $45.1 million collected last year but is still way down from the $66.6 million collected in FY 2010-11. Salaries and benefits will be further reduced from $146.2 million last year to nearly $141.2 million. After cutting nearly 300 jobs last year, the district will eliminate 24 positions and will continue cutting contract positions. Fixed capital outlay increases from $77.9 million to $107.2 million, but is still well below the $360.5 million in fiscal 2010-11. Despite the ongoing reduction, the Save Our Everglades Trust Fund receives an $18 million boost this year, up to $62.5 million from $44.7 million last year. Dedicated revenue for Florida Forever remains zero after it received $14.1 million in FY 2010-11. Carryover decreased from $90.9 million in FY 2011-12 to $63.5 million in FY 2012-13. The districtwide tax rate of 17.8 cents per $1,000 of assessed property value is proposed to be reduced to 17.5 cents. Additional tax rates are levied for various basins. Ad valorem tax revenue is decreasing from $103.4 million to $100.5 million while carryover from nondedicated revenue is increasing from $41.8 million to $49.2 million. Spending is being increased to help pay for local requests for water projects, according to an agency news release. The proposed 2012-13 tax rate of 39.2 cents per $1,000 of assessed property value is the same as the current fiscal year. Salaries and benefits were cut from $54.8 million last year to nearly $50 million proposed in 2012-13. The number of jobs is being reduced from 679 to 609. There were 736 jobs in FY 201011 and all but eight of 114 contract and OPS positions have been eliminated. Carryover revenue is increasing from $41.8 million last year to $49.2 million proposed for FY 2012-13. Funding for several environmental trust funds is being eliminated. Dedicated revenue to the Ecosystem Management Trust Fund is being eliminated after it received $3.6 million in FY 2010-11. Funding for the Water Management Lands Trust Fund was $9.4 million in FY 2010-11 but it was eliminated last year and it remains gone in the proposed FY 2012-13 budget. JOHNS RIVER The St. Johns River Water Management District spending decreased from $157.6 million in 2010-11 to $128.5 million in 2011-12 and is proposed for $120.8 million in 2012-13. Property tax revenue decreased from $108.6 million in 2010-11 to $85.3 million in 2011-12 and $80 million in 2012-13. The district is holding steady on its tax rate of 33.1 cents per $1,000 of assessed property value.

Salaries and benefits were cut from $65.4 million in 2010-11 to $51.2 million in 2011-12 and to $50.9 million proposed in 2012-13. The district cut its number of fulltime jobs from 718 in 201011 to 591 in both 2011-12 and 2012-13. Florida Forever dedicated revenue was cut from $9.8 million in 2010-11 to $34,519 in 2011-12 to zero proposed in 2012-13. The Ecosystem Management Trust Fund dedicated revenue would be increased to $4.1 million in 2012-13 after being cut from $10 million in 2010-11 to $2.9 million in 2011-12. This year's budget represented a big jump from $26.7 million in 2010-11. Carryover revenue would drop from $9 million in FY 2011-12 to $5.5 million in FY 2012-13. Property tax revenues went from nearly $3,8 million in FY 2010-11 to $3.3 million in 2011-12 to $3.2 proposed for 2012-13. The property tax rate will remain the same at 4 cents per $1,000 of assessed property value. The district cut Department of Transportation mitigation dedicated revenue from $5.5 million to $633,366. The Water Management Lands Trust Fund/P2000 dedicated revenue was cut from $7 million to nearly $3.3 million. Florida Forever dedicated revenue was cut from nearly $1.4 million to $747,100. Salary and benefits remained almost the same but there were sharp cuts this year in contracted services, operating expenses and fixed capital outlay. SUWANNEE RIVER The Suwannee River Water Management District proposes reducing its spending from $47.4 million last year, including $26.4 million in carryover, to $15.1 million proposed in fiscal year 2012-13. The district would reduce its ad valorem tax revenue from $5.4 million last year to $5.2 million in FY 2012-13. The district kept its tax rate unchanged from last year at 41.4 cents per $1,000 of assessed property value.
