March 21, 2016 61st Annual Arson Conference Omni Hotel Austin, Texas Meeting called to order at 1701 hours by President Jim Terry. Invocation was given by Parker County Fire Marshal Kurt Harris. Special Guests: Past Presidents Gerald Brown, Don Jansen, Jody Henry, Steve Dossett, Kurt Harris There were 35 members in attendance. Roll call was conducted by Secretary/Treasurer Dan Mayes. Board members present were: President Jim Terry, 1st Vice-Present Laurie Christensen, 2nd Vice-President John Paul Erskine, Secretary/Treasurer Dan Mayes, Asst. Secretary/Treasurer Tammy Burch. Directors Present were Jim Miles, Brad Westberry, Deroy Bennett, Mark Flathouse and Ron Pray. Directors Christina Neely-Lopez, Tim Dedear, Omar Garza and Ariana Hargrove were not present. A quorum of the Executive Board was present and Secretary/Treasurer Dan Mayes advised an official meeting could be conducted. President Terry stated that a copy of the minutes from our October 2015 meeting will be posted on the Texas Fire Marshals’ Association website. A motion was made to approve the October 2015 meeting minutes and seconded. Motion approved. President Terry called the following Committee Reports:

There are no nominations at this time but they are anticipated. *3.

Code and Technical-Mike Montgomery

Email received by Tim Dedear. Subject: Committee Report Code and Technical Chair – Open Committee members: David Kerr, Tim Dedear, Randy Crim, and Chad Weldon NFPA 72 is starting to ramp up on the new 2019 cycle. Public Input deadline is June 29, 2016. NCTCOG in the DFW area has completed the regional amendments to the 2015 IFC for cities to adopt. Amendments can be viewed at nctcog.org. This concludes the Code and Technical Committee Report.

Conference-Laurie Christensen

Report given by Rachel Moreno. The registration on the new website should be up and running next month. We have re-upped the contract with Crowne Plaza for another two years. The vendor day for the conference has been changed from Wednesday to Sunday. We have a new mail system called mail chimp that can track if emails have been received and opened. Will have guidebook available again. *5.

Constitution and ByLaws- Jim Terry

No report at this time, but are considering a membership drive with different types of membership levels. Hopefully will have a structure decided upon and present at the October conference. *6.

County Fire Marshals-Ron Pray

No report at this time. *7.

Excellence Award-Mike Montgomery

Congrats to the agencies who have received this award. The process has been made electronic. *8.

Legislative-James Singleton

No report at this time. *9.

Logo Items-Jimmie Miles

We are working on stocking up the store with new items. Will have Arctic mugs with logos, fishing style shirts, camo hats, etc. If you have any suggestions, shoot Jimmie an email or [email protected] which is received by all board members. *10.

Membership-Laurie Christensen

Email received by Tim Dedear. Committee Report for Membership/Outreach/Development Committee felt that between the website and appearances at all regional training sessions, we are probably reaching our main target audience. At the North Texas Fire Marshal’s Conference in Richardson this past January, TFMA sponsored the conference and Dan Mayes made himself available for information about the group. The committee discussed how we can reach out to all Fire Marshals in the State to join the organization that are currently not members. Committee is interested if there is a contact list available of all the Fire Marshal’s Offices in the State that we can send information about TFMA to and the benefits of joining. PIO/Sgt. at Arms-Rachel Moreno

Texas Fire Marshal’s Association Public Information Officer / Sergeant at Arms

2016 March Report Public Information / Sergeant at Arms The TFMA PIO/Sgt@Arms is a standing position, the occupant having been selected by the sitting President from the general membership of the Fire Marshal’s Association. The PIO (Public Information Officer) is the communications coordinator for the Association. The primary responsibility of the PIO is to provide information to the media and public as may be needed from time to time by the Association. Additionally, the PIO promulgates Resolutions, Letters of Appreciation, Letters of Support and Position Letters on various subjects as may be requested by the President of the Association or the Board of Directors. The Sergeant at Arms’ primary responsibility is to enforce order during the twice annual meetings at the direction of the chair and to insure that a signed roster of participants is created and presented to the Secretary of the Association. Rachel Moreno is the current PIO/Sgt@Arms. Others assisting are: John Paul Erskine.

Fireworks-Mike Montgomery

Multiple groups working on revision of fireworks rules to be submitted to the State Fire Marshal’s Office. Hope to have report available for October conference. *15.

Professional Trades-Laurie Christensen

NFA is working on the details of the Professional Symposium and should release the schedule soon. Our ICC and NFPA memberships are up to date. All is going well. *16.

No report other than that they will have a presenter in their allotted time at the October conference.

OLD BUSINESS-

None

NEW BUSINESS1-NFPA Conference-The president Jim Terry cannot attend so a motion was made to send a representative (airfare and lodging) and was seconded. Motion carried. 2- There will be a Professional Development Symposium at the National Fire Academy in June 2016. Last year we sent four members. Motion was made to approve travel for up to 4 members to attend if those spots are available for the symposium. The board will decide on who will attend based on availability. It was seconded and the motion carried. 3-We rented a storage unit this past October to keep and store all of our equipment, store items, etc. No other new business was brought before the Association.
