DESCRIPTION: Othello is hiring a full-time Building Inspector. The Building Inspector will perform plan reviews and inspections on residential, multi-family, commercial, and industrial buildings in the process of construction, alteration, or repair for compliance with applicable codes and ordinances, including building, mechanical, plumbing, energy, and fire codes. The City of Othello’s Vision is to be the most welcoming small town in the State of Washington where families and businesses grow and prosper. Othello is a growing city of 8,175 anticipating additional residential, commercial, and industrial development in the coming years. Agriculture comprises the backbone of the economy, in the form of several large processing facilities. Othello is also a regional center, as the largest city between Moses Lake and the Tri-Cities going north-south, and Yakima and Pullman going east-west. Growth in the city and surrounding Adams County has exceeded the capacity of the existing inspection and plan review services, leading to the creation of this position. The Building Inspector is part of the Building and Planning Department, supervised by the Community Development Director. ESSENTIAL DUTIES AND RESPONSIBILITIES: 

Performs inspections on residential, multi-family, commercial and industrial buildings in the process of construction, alteration, or repair for compliance with applicable codes, regulations, and ordinances.



Assures compliance with codes through inspections, correction notices, and enforcement actions; re-inspects as needed to assure compliance.



Reviews construction plans and specifications on commercial, industrial, multi-family, and residential projects; determines standards/code compliance and identifies critical details for field investigations; attends pre-application and pre-construction meetings.



Assists general public and design professionals in the requirements, interpretation or explanation of the codes.



Coordinates efforts with other departments to ensure appropriate action and uniformity of interpretation, application and enforcement of regulations, standards, and codes.



Conducts other inspections including final inspection on structures for occupancy approval, fire damage inspection, and expired permit inspection. Prepares related records and reports.



Maintains all corresponding paperwork.



Drives a personal or City vehicle to inspect sites and attend meetings.

KNOWLEDGE, SKILLS AND ABILITIES: 

Working knowledge of applicable codes, standards, ordinances, rules, and regulations, including International Building, Residential, Mechanical, and Fire Code, Uniform Plumbing Code, Accessibility codes, and Washington State Energy Code



Terminology, principles, practices, methods, and techniques of inspection and implementation of codes, ordinances, standards, and regulations



Legal processes involved in the enforcement of applicable codes, standards, and ordinances



Tools and equipment used in area of assignment



Good customer service skills, including presenting a positive image to the public using tact, courtesy, and good judgement



Understanding of City organization and operations



Using a personal computer and related software applications



Moving around on work sites and under adverse field conditions



Performing inspection field tests



Reading and interpreting blueprints, specifications, maps, plats, and charts



Ability to establish and maintain effective interpersonal relationships at all organizational levels and with the public and community



Ability to communicate clearly and professionally with a variety of people in varied work situations, including in person, by phone, and in writing

WORK ENVIRONMENT Work is performed both in an office and in the field. Must drive to construction sites, walk on uneven terrain, and work in all types of weather conditions. Must be able to access structures by crawling in confined spaces, standing, climbing, or stooping for prolonged periods as necessary to conduct inspections. Work occasionally requires being in high places and around machinery and equipment used in building construction. Work requires hearing to monitor and hear safety warnings on a building site, visual acuity to read and interpret engineered drawings and blueprints and to use a computer. This employee must have the ability to work in a fast-paced environment and be able to handle multiple tasks at one time. Must have the ability to establish and maintain effective working relationships with City staff, citizens, and other agencies and organizations. Attendance at night meetings is occasionally required.

EDUCATION, EXPERIENCE AND OTHER REQUIREMENTS: Minimum Education and Experience: High School Diploma and 5 years’ experience in building construction or inspection, with a thorough knowledge of residential and commercial mechanical, plumbing, and building codes and inspection processes Licensing and Certification requirements: Valid Washington Driver's License or ability to acquire; ICC certification as a Residential and Commercial Building Inspector or Plans Examiner or equivalent
