PLANNING AND ZONING COMMISSION MEETING

August 15, 2016 MINUTES

CALL THE MEETING TO ORDER

The meeting was called to order at 6: 00 p. m. with Ann Miller, Chairman presiding. Board members present: Brenda Richardson, Elaine Kemp, Steven Cannon, Connor Brown, Tom Mannering, Alana Seaman, and Ann Miller. City of Ingleside staff present: Building Official John Davis and Administrative Assistant Cassandra Duvall. I I. III.

Pledge of Allegiance

Consideration and action of the Minutes of the Planning and Zoning Meeting of July 18, 2016.

The minutes were approved as printed by all members. IV.

OTHER BUSINESS

A) Public Hearing concerning an application filed by Glenn Guillory, to rezone Lots 38- 41 Block 12, R. J. Williams Subdivision, otherwise known as 2646 Avenue C. Mr. Guillory is requesting to be allowed to change the zoning from its present classification of R- 1 ( Single Family Residential) to C- 2 ( General Commercial)

Chairman Ann Miller opened the Public Hearing at 6: 02 p. m.

Speaking For: Glenn Guillory 2305 Capri Drive spoke in favor of the rezone. Mr. Guillory stated he wanted to rezone the property because it' s an operating storage facility and developed as C- 2 he wants it to continue to be that way for future permits that would be required for upkeep. Speaking Against: Paulette Storms 2534 5th Street spoke against the rezone. Mrs. Storms

stated her main concern is traffic and safety of her home for C- 2 zoning. Speaking Against: Kathy Bagnall 2566 5TH Street spoke against the rezone. Mrs. Bagnall stated her main concern on the rezoning is she wants residential development in the neighborhood not commercial property.

Speaking Against: Skip Bagnall 2566 5th Street spoke against the rezone. Mr. Bagnall stated his main concern on the rezoning is future development, weight restrictions of Ave C and drainage issues.

There was 1 letter and 1 walk- in against the rezone request.

Chairman Ann Miller closed the Public Hearing at 6: 17 p. m. B) Consideration and possible action on ( A) above.

Board member Steven Cannon moved to recommend the approval of the request for a rezone

to City Council, which was seconded by Board member Tom Mannering. After a lengthy discussion, the

motion was approved

5 to 2.

C) Public Hearing concerning an application for a Special Permit filed by Robert Schwebel, to be allowed to reside in an recreational vehicle ( RV), during renovations to his home located at AN ALLEY LYING BETWEEN LTS 7 AND S 1/ 2 OF 8 BLK 2 HARRIS SUBDIVISION AND LTS 11- 15 BLK 7 HOUGHTON SUBDIVISION NW15 LT 21- LT 22 BLK 2 INGMERCANTILE SUBDIVISION, also known as 2638 Humble Street.

Chairman Ann Miller opened the Public Hearing at 6: 36 p. m. Speaking For: Steven Cannon 2638 Humble Street spoke in favor of the Special Permit. Mr.

Cannon stated he would be doing some remodeling to his home and would like to stay on site during the renovations.

Speaking Against: There was no one speaking against. There were no letters and no calls received for the request.

Chairman Ann Miller closed the Public Hearing at 6: 37 p. m. D) Consideration and possible action on ( C) above.

Board member Brenda Richardson moved to recommend the approval of the request for a

special permit to City Council, which was seconded by Board member Elaine Kemp. After a short discussion, the motion was approved 6 yes and 1 abstain. V.

There were no comments from the public. VI.

There were no reports from the Planning & Zoning Members. VII.

There were no reports from the staff.

DISCUSSION ON AGENDA FOR NEXT MEETING

Administrative Assistant Cassandra Duvall informed the Planning and Zoning Commission that we plan to have an item on the agenda for September 19, 2016 for the non- conventional

housing map. IX.
