Top Award for Project Finance

Project Finance Magazine, a prestigious, world-wide publication, named the SH130 Segments 5 and 6 project as the North American Transport Deal of the Year for 2008. Company leaders made the trip to New York to receive the award and accolades for excellence in finance.

Each year, Project Finance evaluates the financial package for every major transportation project in this part of the world. They look at numerous criteria to include how the financing is structured and the overall benefit to the project owners and pick one winner for this honor. Building Community Project officials, contractors and stakeholders recently gathered for a pre-construction meeting in Lockhart to discuss the startup of the SH130 project between Austin and Seguin. A major road construction project like this has thousands of tasks to coordinate, and communication is key to effectively managing all the working parts. The main topics for the meeting included: • Safety – Goals, expectations, requirements and managing local traffic safety • Environmental – Regulations and compliance procedures • Quality Assurance/Quality Control – Materials testing, product acceptance, reporting • Scope of Work – Startup work, traffic control and advance warning In addition to these essential elements of the project, the team also talked about coordination with local utilities that will need to adjust their service lines to make way for the road. There are 32 different utility owners involved in the project. They will be working with SH130 contractors to move a variety of water, sewer, electric, gas and communications lines so construction of the highway can be completed. Coordinating the utility construction in advance of the road building is always a major initiative for completing the overall project on time. “There were lots of professionals in the room so we’re very confident about our ability to construct a high-quality highway for Texas,” said Gary Doty, project construction manager. “The critical aspect of making the work go smoothly is communicating to ensure that everyone knows the overall project schedule and how their work is programmed within that objective. About the Project The SH 130 Concession Company, LLC was formed by Cintra and Zachry American Infrastructure. We are working in collaboration with the Texas Department of Transportation to finance, develop, design, construct, operate and maintain segments 5 & 6 of SH130. The project will take three years to construct and provide four new main lanes (two northbound and two southbound) between Lockhart and Seguin. Segments 5 and 6 will be managed electronically, meaning there will be no toll plazas or booths. The new highway addition will run between SH 45 and US 183 just south of Austin and IH 10 in Seguin.
