From: Tina Butteris – Director of Finance Date: October 4, 2016 Re: PSN (Payment Service Network) ______________________________________________________________________________ PSN currently provides service to the prior Windsor Sanitary District #1 and now includes service to the prior Morrisonville Sanitary District. Customers of the district may go online and make a payment on their utility billing. This is at no fee to the utility but at a fee to the customer (Checking and savings payments are $1 and credit card payments are 2.75% unless the payment is below $100 then an additional fee of $.50 is applied.) When a customer makes a payment through PSN it is deposited into Windsor’s account. Windsor then receives a report, via download, into our software system. Upon receipt the payment process is finalized providing efficiency in the overall process. I respectfully request the Board to consider the addition of the following customer services that are available through PSN: 1. Online Bills: Customers today expect the convenience of viewing bills online as proven by a decline of three billion mailed bills in just four years, and the pace is quickening! a. eBills can be delivered for as little as a ½¢ to about 10¢ each based on volume. b. Reduced paper, printing, postage and equipment upkeep costs. c. Customers set up an account and can automatically view their bills. d. Customers go to one portal to view eBills and make payments. e. PSN creates the PDF eBills. f. 24 months of archived bills available. g. Email notifications for sent for: “Ready to View”, “Coming Due”, and “Past Due” as applicable. h. Reduce calls to staff as more information is available electronically. i. Bill delivery is quicker, helping speed cash flow. j. Monthly fee of $49.95 ($599.40 annually) – recouped through mailed savings.

2. Utility Payments Online: Provides customers options for utility payments. PSN can accept VISA, MasterCard, Discover, American Express, electronic checks and electronic savings withdrawals. a. Frees up staff time (no processing of mail, receipts, individual data entry, and remote deposit and cash deposits). b. If payment of fees is paid by customer: i. $1.00 for online and mobile app ii. $0.75 for IVR automated phone iii. $1.50 for Live PSN operator c. Discounted fee rate if paid by the Village: i. $0.50 for online and mobile app ii. $0.75 for IVR automated phone iii. $1.50 for Live PSN operator d. To encourage the use of utility payments online, and thereby streamlining our internal process, I recommend the Water and Sewer Utility pay the fee as shown above. e. Credit card payment fee of 2.75% (+$.50 if under $100) will continue to be paid by the utility customer. 3. Tax Payments Online: Provides customers options for making payment on their taxes via VISA, MasterCard, Discover, American Express, electronic checks and electronic savings withdrawals. a. Credit card payment fee of 2.75% (+$.50 if under $100) will continue to be paid by the utility customer. 4. Credit Card/Debit Card Payments in Office: We want the ability to accept a credit or debit card on the spot. a. PSN covers shipping and integration costs. b. Unit prints receipts. c. Accommodates up to 10 different accounts (Dog License, Building Permit, Liquor License, Taxes, Operator License, Park Rental…). d. Payments made through the credit card terminals flow into the PSN system so that you can view them in real time—just like an online payment. e. EMV chip scanning meets the latest PCI requirements, moving liability issues from you to the credit card companies. f. Credit Card Swipe Terminal – one time cost per terminal of $219. g. Fee of $4.95 per month terminal maintenance fee. 2

In addition to the costs above, PSN charges an annual PCI Security Compliance Fee of $89. This includes the required PCI certification, compliance with credit card security requirements and auditing.
