Typhoon Haiyan P. Castillo, A. Ching, R. Bayeta

RECOMMENDATION AND IMPLEMENTATION PLAN In times of calamity, it is important to be prepared and informed about the things that we should do, by having a plan beforehand. The plan aims to help mitigate the damages done by the hazard to the community. One of the most important thing to do is to be more prepared by improving ties with the government and the people. Having a good interaction with each other can make the process better because of unity and cooperation. The second one is improving the community itself, including its systems and infrastructures. The third one is cooperating with organization who gives aid to the victims like the non-government organizations and other groups. In dealing with disasters, we should know what is the hazard, its damages to the community and how it is formed. We should focus on preventing the damages of the hazard rather than focusing on facing or dealing with it. And finally we should know how to live in the aftermath of the hazard. The following are the steps in our recommendation plan. 

Educating the people to be ‘disaster-literate’. Informing people about the hazard and its possible damages would be a great help to explain to them the things they need to do in times of calamity. Having drills and exercises will be more efficient for the preparation and prevention of the hazard.



Local government should prepare by themselves and guide the people. We should face the disaster as one community. Local government should lead the way in supporting their people by uniting with government agencies like Bureau of Fire Protection (BFP), Philippine National Police (PNP), and the non-government organization.



Building disaster proof buildings and drainage systems in the community. According to studies, concrete buildings are the disaster-proof buildings that should be made to lessen the damage costs of the effects of the hazard. These buildings should be made from high quality materials that protects people from danger. Concrete buildings are the ones that can stand floods and high humidity and winddriven rain. We need to also build drainage systems to reduce the impacts and causes of floods and it can remove pollutants from factories and other urbanize infrastructures.



Proper waste management. Managing our garbage will be a great help in our community because if not handled properly, it will pollute the environment and it can affect humans, plants and animals. We need to treasure the nature by taking care of it by doing simple things like reducing waste, reusing and recycling things. Planting trees will also be a great help to reduce the pollution and floods. These things can create a big step towards the change that we want.

The media should be more actively involved in informing news. The main role of media in the times of disaster is communication. They are the one who is responsible in informing the people with the news regarding the hazard and the current situation of the victims of the hazard. One of its important role is to reach out the news all over the countries especially in informing the most remote areas about the early warning issued by the government. The contribution of the media in disaster management can lead to the development of the community, which makes the people more educated and aware of the situation around them.

In preparing and dealing with the hazard, we need different equipment and tools to be used by different rescue teams and disaster support agencies. These equipments like lifeboats, and evacuation centers will be a huge help in aiding the victims of the hazard especially to those in the remote areas. These tools and equipments are provided by the government and the following. Philippine National Police The police department is the always one to reach every site of the disasters. They provide lifeboats and evacuation centers to the victims and security maintain law and orders at the location of disaster. Philippine Red Cross Although the Red Cross is not a government agency, it is an important part of the response when a hazard strikes. The Red Cross provides shelter, food, health and mental health support to help families and entire communities get back on their feet. The Red Cross also provides ambulance rescue services for the victims. Bureau of Fire Protection of the Philippines The fire department’s role is to suppress and prevent the outbreak of destructive fires, enforce relevant laws, and provide or help provide emergency medical and rescue services. They also provide drills and exercise to educate the people about the different kinds of hazards and its causes especially when it is connected with fire. Armed Force of the Philippines The AFP are always alert to help when there’s a natural disaster. They are responsible for maintaining security in disaster areas and provides assistance in the reconstruction of bridges, roads and transportation facilities for rapid movement of relief goods and personnel and for the evacuation of victims of the hazard. They also provide air crafts for aerial search and rescue Operations for the victims and also for transporting relief supplies and personnel via air and sea lines. Non-Government Organizations They are the organizations who volunteer to help the people in times of calamity. They provide food, water, shelter, and donations for the victims. They also volunteer to rescue victims by cooperating to the Army and the Navy.

In every disaster, the government is the always one who leads all of its local branches to help all of their people. All the parts of the action plan will be distributed to the respective agencies of the government and will be implemented all over the country. The government and its people should remember two things when implementing this action plan. First, the government should prioritize the people above the others. The second one is no politics should be involved— the people in the government should not take advantage of helping the people for the sake of politics. They should give all the donation coming from the people directly to the victims. The action of the people of the government reflects the government and its system itself. All of these things should be done even before the time of the hazard. Being prepared in advance is half the battle won. The casualties that we took should become a lesson to all of us that’s why we need to do something about it. If we are prepared, all the damages dealt by the hazard can be prevented and mitigated. The cost of these action plan would be hundreds of millions of pesos because of the costs of lifeboats, aircrafts, ambulances, and other rescue vehicles that should be available in all local places in the country. We should always remember that these things are essential to prepare for a disaster and its damages. The cost of not being prepared is even more higher than we think of. That’s why we should think that it would not hurt to spend a lot of money if it is for the safety of the people of the Philippines. The only problem that can be encountered in our implementation plan is the lack of cooperation of the people. People tend to think that they are not involve and affected in the disaster that’s why it’s the government’s responsibility to inform and draw them in. The solution to this problem is good leadership. This implementation plan will become a big step to change. And if want change to happen, we should be the change that we want to see in this world.
