There was a brief discussion amongst the WWAB members, Steve Klatt and the audience regarding the standard language for the opening announcement at the WWAB meetings. I. II.

Public Comment - There was no public comment. Adopt Minutes from April Meeting Ed Jochum made a motion to approve the April 21, 2016 WWAB minutes. Jim Kelly seconded the motion. All in favor. The motion passed. Old Business
A. Maintenance Report - Rob Stepp + Jim Aney - parks Jim provided updates on the following: -
Waterways Ron R. has been assisting on helping to make the boat more efficient.

B. Projects to Follow up & Follow through - Steve Klatt 8 mile island permit for no wake buoys has been submitted. Hoping for installation

Waiting to get the permit for Garfield Bay Dock Extension No wake signs have been received and installation will begin soon Navigational lights; repair Gamblin Lake facility; portable restroom Bottle Bay; pump out anticipated to be back into operation soon Memorial Field pilings Permit - POBT (haven't received yet)
C. Wake & Surf Boats - 200-feet No Wake & shoreline issues
Jim Kelly provided an update regarding last month's discussion with Mr. Taylor at Gypsy Bay in regards to obtaining/applying to IDL to install a no wake buoy. He provided some information that he received from Valley County, and suggested to invite Jim Brady from IDL to a future WWAB meeting to provide a brief to the WWAB.
Keith Sheckler spoke regarding potentially licensing boat operators. He also spoke about the inspection of boats that contain mussels that are in the bladders of boats. There was a brief discussion amongst the WWAB, Steve Klatt and Chairman Kelly regarding potential boater's licenses, boat operator's safety course.
Steve Klatt shared a promotion from IDPR regarding a safety program before Memorial Day. There was a brief discussion amongst the WWAB, Audience, Conmiissioner Kelly and Steve Klatt in regards to the usage of these newer high powered boats that sustain a 5 foot surf wake; property damage, safety. D. Noise Ordinance - How & what can be enforced?
Steve Klatt commented that a noise ordinance for need to be compatible with the County's noise ordinance and it has to be enforceable. We need to come up with a game plan that is supporting by both Sheriff's Office and Marine Patrol. There was a brief discussion amongst the WWAB, Commissioner Kelly, and Steve Klatt regarding amplified noise; boats, vehicles, etc. E. Priest Lake Study Steve Klatt provided an update of a recent site visit to the thoroughfare channel with a Potomologist who was hired by the Lakes Commission to study the charmel. F. Possible Springtime Projects 1. Garfield Bay Dock Extension Previously discussed. 2. Pend Oreille Bay Trail Mooring Buoys Hope to be placed just after Memorial Day Previously discussed.

Budget Re-Caps-Year to Date Review - Steve Klatt A. Look towards next year's budget Steve commented on how he plans on preparing FY2017 budget; enhancements. He will provide more information next month. New Business
A. Replace the Dolphin for the Sunnyside Light Previously discussed. B. Navigation Light for Granite Creek Point - Priest Lake Steve commented about the danger for the Granite Creek Point; approximately one to two boats get stuck annually. He would like to propose entering into discussion for Marine Patrol Deputies and can this item agenized for future meetings. There was a brief discussion amongst the WWAB, Commissioner Kelly and Steve Klatt regarding this item.

Miscellaneous Business A. schedules
EdJochum commented on the recent amendment Ordinance to the BCRC Waterways. Schedule B is an outline of the County Facilities. This needs to be approved on an annual basis.
Jim Kelly made a motion to recommend that Steve Klatt take this Schedule B before the BOCC for their approval. Keith Sheckler seconded the motion. B. Albeni Falls Dam Update - Betsy Hull Betsy provided updates on the following: -

C. Future Meeting Notice - Priest Lake - July or August? Steve suggested that the WWAB have the July meeting on the same day in July as the Water Resources Board meeting, to invite public comment re: thoroughfare, and possible field trip following the meeting for the WWAB to visit the thoroughfare. The WWAB members agreed that this works for everyone. Doug offered to find out the contact information for the Inn at Coolin.

Featured Facility Review - a regular discussion idea A. Bonner Park West
The County has hired a camp host for Garfield Bay, and the contract for caretaker for BPW. There was a brief discussion amongst Steve Klatt and Jim Kelly regarding scheduling a meeting at BPW with Byron, Jim Kelly and Steve Klatt. There was a brief discussion amongst the WWAB, Bob Lizotte and Steve Klatt in regards to the Hope Boat ramp, and recreational area.
Jim Thorpe advised that Todd Sudick has provided interest to come back to the Waterways Advisory Board. VIII.
