An Indiana ATSSA Chapter meeting was held at INDOT TMC on June 11, 2014. The meeting convened at 9:00 am, President Rick Smith presiding and Thomas Safford Secretary.

Call to Order: Rick Smith called meeting to order, discussed need to make sure we strive for real accomplishments during ATSSA meetings. Quorum called by Thomas Safford. Self-Introductions: Members each stood and introduced themselves. President Remarks: Rick discussed great turnout at Purdue Road School. Approval of Minutes: Motion was made by Rick Smith, and seconded to approve the minutes of the March 13, 2013 meeting. Motion Carried.
Officers' Reports: Treasurer – Current Balance $6,143.61 One expense last month -- $10.00 for “business entity” Rick mentioned using our money for possible golf outing or other event for ATSSA Work Zone Awareness Week – Rick spoke about need to keep work zone awareness week at the top of all of our minds Discussed need to disconnect from digital communication while driving We have grown this in Indiana to 6 arrays throughout the state, detailed the components of arrays We had great exposure on the interstate this year, more than in previous years Thanked everyone for their participation this year Rick showed presentation to group with pictures from Indiana work zone awareness week Rick discussed personal experience with safety, grinding siding at home and took safety glasses off. He got a piece of siding in his eye and showed it to his daughter as a “teaching moment” Rick asked for input for next year’s awareness week National ATSSA: Lee Stuart
Lee Stuart thanked Rick for his service during work zone awareness week Lee asked chapter to look into hosting National work zone awareness week Lee discussed ATSSA Mid-Year meeting in August – called it “meat and potatoes” Lee invited everyone to participate in Mid-Year meetings, very important to ATSSA and out industry All information can be found on ATSSA website Lee discussed ATSSA training available, specifically mentioned sign installation ATSSA went to D.C. recently to explain what TMA’s are used for to help with understanding National Committee for MUTCD meeting shortly to discuss changes to federal guidelines for traffic control devices Discussed talk to push out new MUTCD to 2018, instead of 2016 Discussed new Highway Bill – elections coming up has brought resistance to getting a bill passed 2
Most likely will be an extension for 6 months to a year with funds coming out of the general fund Asked everyone to reach out to their congressmen to stress importance of Highway Bill Lee suggested inviting local congressmen to ATSSA chapter meetings to give feedback
INDOT Update – Mike Holowaty – Manager INDOT Traffic Safety
Trying to build a “safety culture” at INDOT Mike’s office focused on public safety, manages FHWA safety program Mike’s office manages rail safety also – strategic highway safety program Discussed why traffic safety is important Citizens deserve safe roads 1 out of 37 people die in road crashes - statistically Discussed – “Towards Zero Deaths” for Indiana – showed graph Showed chart of “What does Safety data tell us?” Local city roads have many more crashes than interstates Every two weeks, his office looks at YTD crashes and where they are happening As of June 4th – economic losses are 1.6 billion in Indiana due to crashes Driver error – 96% of crash causes – roadway environment contributes 25% of the time Discussed Indiana Strategic Highway Safety Plan – emphasis areas Lane Departures, Intersections, Roadway Restrictions, Vulnerable Users, Human Factors Doug Nagel discussed work zones queues and fatalities, where does money for this flow? Doug Nagel discussed whether road workers injured should be included in statistics for crashes INDOT to Change design standards using – “practical design” standards – improve safety INDOT will conduct road safety audits HSIP funds the Indiana highway safety plan – 1/3 of dollars go to local agencies Discussed ways to improve traffic safety – Safety Edge, Signs, Signals, Bike Safety, Rumble Strips Group discussed water collecting in grooves of rumble striping, how does it affect reflectivity? Discussed Guardrail Upgrades – End Treatments, New Rail in new Places
ICA Update – Paul Berebitsky discussed
Paul mentioned that he might be retiring next year – chapter thanked him for his service Work zone safety is key focus for ICA/INDOT cooperative meeting ICA looking for ideas for increased roadway safety to be implemented quickly Traffic standards subcommittee meeting topics INDOT trying to acquire mobile reflectometer unit, had trouble with first one Discussed adhesion problems with durable markings, looking at specs Paul discussed some of the problems with durable markings – snowplows, etc... Doug Nagel mentioned that INDOT is committed to using fog sealant Group discussed overall value of fog sealant, is there data to support? Paul said ICA discussed possibility of changing drum sheeting to diamond grade ICA looking at delineator posts using material other than HDPE INDOT testing cell phone technology to improve work zone safety and flow New INDOT memorandum regarding work site speed limit assemblies Marking standards for roundabouts were discussed at ICA 3
Minor changes to Indiana MUTCD Dropped prohibition against use of portable traffic signals – new standards set ICA/INDOT considering whether Traffic Control Device Reports need to be done every day? Industry needs to be careful about excavating and looking for gas line warnings, etc… Law requires everyone with underground utilities be members of 811
Traffic Incident Management – In Time Initiative Sargent Don Gregory/ Don Melville presented Non funded group of agencies and associations meets bimonthly Group discusses best practices for work zone queues Sargent discussed legislative actions (Hold Harmless, etc…) Open Roads Philosophy – First Responders ensure personal safety first First Responders work together to make Indiana safer In-Time Represented – Police, DOT, Environmental Management, Fire, EMS, Coroners, Trucking Law Enforcement is – Lead Agency Stressed there is – No Funding – for this program T.I.M. – must have a champion Actions – Hold Harmless Law, Move it Law, Code updates, Push Bumpers, Fatality Form, Damage tags, Responder Lighting, Weather Best Practice Crashes Classified by expected duration (Minor, Intermediate, Major) Showed TIM Course Outline – showed course components Trying to establish National TIM Responder Training Discussed reducing LODDs – (Line of Duty Deaths) – showed statistics Discussed “D” drivers – drunk, drugged, drowsy, dumb Sargent showed Timeline slide – for events after a crash Discussed concept of – Unified Command Discussed Linear/Block positions for responder vehicles Discussed First Responders Initial “size up” of crash scene

Queue detection and Warning Systems Showed picture of Solar Portable queue sensor Don’t need infrastructure of fixed ITS systems Discussed advantages of portable smart work zone management systems Provides data for DOT to be able to decipher traffic patterns Will be used by INDOT for upcoming projects
