The current Hockey Canada/Manitoba rules (where applicable), will govern all games, with the exception of a number of rules specific to the WWHL/WSHL Leagues and/or Tournaments. The addition, deletion, and modification of WWHL/WSHL rules will be made at the conclusion of each season and introduced at the beginning of the next season. League Managers assume no responsibility for any claims arising through the operation of the League. No allowances will be made for ignorance of the rules. The League will have the right to change or adjust the rules in this book for the betterment of the league without prior notice to Teams. The League will have the final decision in all circumstances or instances not covered in this rule book. The League’s decision will be final.

Game Format 1.Playing times for all WWHL/WSHL games shall be as follows: 2. Warm Up-3 Minutes 3. Regular Season: 3-12 minute stop time periods. Standard NHL shootout format in the case of a tied WWHL/WSHL game. If the score remains tied after regulation time, a best of three (3) vs. three (3) shootout will commence. The away team will shoot first. If the score is still tied after the three (3) vs. three (3) shootout, there will be a sudden death shootout, with each team having an equal number of turns, to determine the winner. The goalie must remain in his or her crease until the skater taking the shot has touched the puck. If the goalie does not and if the shot fails the official(s) will have the same skater re-take the shot. The puck must be kept in motion towards the opponent's end of the ice. No goal can be scored on a rebound (unless the puck bounces off the goal post, then off the goalie, and then into the net). No skater may shoot more than once unless every other skater on their team has already shot. Players ejected from the game, serving penalties or misconducts at the end of game play, and goaltenders are not eligible to participate as shootout. Playoffs: will include a 5 minute stop time OT period, If there is no winner at the conclusion of the OT period then the standard NHL shootout format will apply. 4. Summer/winter league there will be ice floods following every game. 5. Penalties in overtime (playoffs) will be posted the same as regular timed penalties. Ie: 2 min penalty is still posted as a 2 min. Penalty. 6. Shootout - 3 players per team . 7. Rest periods shall be held to a 3 minute maximum. This may be adjusted at the referee's discretion. 8. One thirty (30) second time out per team per game will be allowed.

WSHL/WWHL Rules As Hockey Manitoba Rules, except: a) Three minor penalties, or two stick infractions, in one game will result in game ejection. No further suspension will be added. A double-minor counts as one minor penalty. b) If a player contacts a puck with a high stick, the play will immediately be blown dead, and a face off will take place in the defending zone. c) Any major penalty (with the exception of an accidental high stick) will result in a Game Misconduct and automatic suspension for one game.

d) Any player receiving a Game Misconduct will be suspended for the next game and additional games may be added to the suspension, pending review by administration. Players may not play for other league teams while serving a suspension. A Game Ejection simply removes the player for the balance of the game -no further suspension is added. e) Suspensions will be posted on the WWHL/WSHL. website (www.aaahockey.com) e) If a player is assessed a suspension at the end of the season, it will be carried over to the following season (Summer to Summer, Winter to Winter seasons). f) Schedule of Suspensions 3 Minor Penalties - Thrown out from that game 2 Stick Infractions - Thrown out from that game ( spear, slash, cross check, hi stick and butt end ) Match / Gross / Kicking / Attempt to injure a player / Racial comments 1ST - 3 GAMES 2ND - 5 GAMES 3RD - Suspended for the rest of the season with no refund Major in the last 6 minutes of play The player will receive a 5 minute major and as well a game and a one game suspension. Verbal Abuse: This rule applies to all on and off ice officials. 1 ST OFFENCE - 1 GAME 2 ND OFFENCE - 3 GAMES 3 RD OFFENCE - 5 GAMES 4 TH OFFICE - SUSPENDED FOR THE REST OF THE SEASON WITHOUT REFUND Physical Abuse of On and Off ice officials: 1 ST OFFENCE - 10 GAMES ( with no protest ) 2 ND OFFENCE - Suspended from the WWHL & WSHL for life g) Schedule of Penalty Minutes: Minor penalties: 2 minutes Major penalties: 5 minutes Game Misconduct: 10 minutes Match penalties: 5 minutes + Game Misconduct Gross misconduct 10 minutes + Game Misconduct h) Any player receiving a season suspension may be allowed to return the following season, by a majority vote of the WWHL/WSHL executive. The team must apply to the league executive to have the player reinstated, and the vote will take place before the start of the following season. i) Any players abusing officials in any way will immediately be assessed a Game Ejection. If the abuse continues the player will be assessed a Game Misconduct and the corresponding suspension. All match penalties involving

physical abuse of officials will result in the immediate suspension of the player or team official and will be dealt with by the WWHL/WSHL Administration. The discipline committee will deal with all protests and player suspensions. j) A Delay of Game Penalty will be assessed against a player who intentionally shoots the puck over the glass inside his team's defensive zone. This will be at the referee's discretion and is NOT automatically assessed. k) If a goaltender is struck in the mask with a puck, there is no automatic whistle. It will be left to the referee's discretion as to whether or not play should be stopped. l) Teams using an ineligible player during the regular season will forfeit that game. m) Teams using an ineligible or suspended player during playoffs will forfeit that game. n) A Double Minor Penalty shall be assessed to any player who contacts a opponent in the head, face or neck with his stick or any part of the player's body or equipment. o) A Double minor and a Game Ejection penalty shall be assessed to any player who checks an opponent in the head in any manner. p) Body Checking: If a player intentionally body checks an opponent he will receive a 2 minute minor penalty and a game ejection. If the penalty is in the last 5 minutes of the game the player will receive a 2 minute minor Penalty and a Game Misconduct. If an injury occurs on the play then at the referee's discretion the player will receive a Major or Match penalty and Game Misconduct.

Goaltender Rules At the discretion of the referees - if a goaltender is assessed a game misconduct or a game ejection or any other penalty that would normally cause a player to be disallowed from completing a game he/she will be allowed to continue play for the duration of the game. Any game misconduct issued will be served in the offending goaltender's next regularly scheduled league game. Until such a suspension is served in full, the goaltender may not participate in any other league games. If during the remainder of the game, the goaltender is assessed a second misconduct/ejection or penalty that would cause him/her to be disallowed from completing a game, he/she will be asked to leave the game immediately and any suspensions will be added to the penalties previously assessed. If a goaltender through ejection/suspension is not able to complete a game, the team has the following options. a. Borrow a goaltender from one of the teams waiting to play the next scheduled game. If time permits, the team may have up to two minutes to make arrangements, otherwise play will continue with 6 skaters (barring any penalties) while a team representative makes arrangements to borrow a goaltender from another team. In all cases replacement goaltenders are not entitled to a warm up. b. Dress a player in full goaltender equipment. No time will be permitted. c. The team may also choose to continue the game with 6 skaters instead of 5 players and a goaltender, during which time a player may change into goal equipment. Injured or Missing Goaltenders - If a Division 3 team is missing their goaltender they must call goalies within their own division first. If they can still not locate a goaltender then they can call a goaltender from another division. ONLY WWHL GOALTENDERS are allowed to play in league and playoff games. If a goaltender is missing the game is an automatic default loss for that team. But in the case a goaltender is hurt during a game, the game can continue with 6 skaters. Divisions are rostered WWHL players. NO OUTSIDE PLAYERS ARE ALLOWED. If your goaltender doesn't show up, the game is an automatic default. In the case of the other team having two goaltenders you can ask to borrow one. However that team has the right not to let you use one of their goaltenders. In the case of a default the game will finish 1 - 0.

Team Rosters A team may register up to 20 players (including goaltenders). Each player must be assigned a number that will be registered as his for the entire season including playoffs. All players must be registered on the sign in roster form at the start of each season. All rosters will be frozen on December 1 st. No roster moves permitted after this date (Winter League), and after the 5th game (Summer League). Each registered player in the league must play at least 5 regular season games in the WWHL season to qualify for winter playoffs and 5 regular season games in the WSHL season to qualify for summer playoffs. Team rosters, including player jersey numbers, must be submitted by the first game of the season. Any amendments to rosters, including player number jersey changes, may be done so by contacting the league office at [email protected]. Adjustments to stats will not be made for those players who change jersey numbers. Team Captains are responsible for notifying the league office of any roster changes, or any incorrect jersey numbers.

Ineligible Players Any player who is not registered with the league is deemed ineligible. Any player who is suspended is deemed ineligible until the full term of the suspension is served. Any player not wearing his own league-approved jersey may be deemed ineligible. Any team who knowingly plays an ineligible player will automatically forfeit that game, plus a review will be held if a fine/suspension will be given to that team. Using non-registered or suspended players during playoffs will result in will forfeit that game. To file a protest will cost $150.00. If you win the protest the money will be refunded, if not you will lose the protest application fee. The only protest heard will be for the use of non-rostered players, otherwise the referee's decision is final. Protests must be filed in writing by no later than 12 hours after the scheduled game. .

Conduct Any players, coaches, captains, teams, etc. will be held accountable for their actions to referees, administration and other players. This pertains to actions on or off the ice, on any premises used by the WWHL/WSHL. Any objectionable conduct may result in suspension by the Administration. No refunds will be issued to players or teams for any reason. Alcohol and drug use will not be permitted at any facility used by the WWHL/WSHL.

. All players participating in the WWHL/WSHL must adhere to the following expectations: a) Respect the WWHL/WSHL, its designates, and its participants, the arenas and their staff members, and any persons observing game play. b) Refrain from the use of foul, aggressive, racist comments. c) Abstain from body contact and rough play. D)Obey and follow all rules as listed in the official rule book of the WWHL/WSHL.. A player who fails to adhere to the expectations as listed above may be suspended from play until further notice

League Jerseys Registered full-time players must wear a league issued jersey. For players per-designated as spares only; during the regular season these players will be permitted to use a uniquely numbered jersey of the same color. Jerseys without numbers are not permitted. For the purpose of communicating with the on-ice Officials, each Team is strongly encouraged to assign one Captain and up to two (2) Alternate Captains.

Helmet and pants color can differ, but jerseys must conform to team colors. Matching socks are not mandatory, but are strongly recommended.

Game Forfeit (Default) Each team must have a minimum of six (6) players in order to play a league game, one of which must be a goalie in full goaltender equipment. If a team shows up with less than six, (6) eligible players, the other team will be awarded the 1-0 win. The game sheet will be filled out as standard, with the winning team awarded 1 goal. Ice time can then be used as a practice by both teams. In the case of coincidental penalties when one team has the minimum of six (6) players, that team will simply play shorthanded as long as a minimum of three (3) players and a goaltender are on the ice.

Equipment All players must be fully equipped, all equipment must be CSA approved. (Including shoulder and elbow pads) All helmets must be CSA approved and cannot be painted. Goaltenders may use either regular helmets or the new form fitting helmets, but still must be CSA approved. Cages on helmets (regular players and goaltenders) must be CSA approved. All players must wear a face shield (minimum half shield).

15-SECOND FACE-OFF RULE After each stoppage in play, the 15-second face-off rule will be used. The Referee will use the following procedure: ten (10) seconds following any stoppage in play, the Referee administering the face-off will blow his/her whistle to indicate that in five (5) seconds the puck will be dropped. Teams should line up at the face-off location accordingly.

Division size The WWHL/WSHL attempts to place teams where they are best suited, and therefore division sizes may vary. The number of divisions will depend on how many teams register and what their ability levels are. The WWHL/WSHL reserves the right to place any team in any division and may reject or cancel any team's entry at any time when it is considered to be in the best interest of the league. Team Placement/Divisional Moves The WSHL/WSHL will partition the winter schedules into three sections. After the first 8 games have been played, team placements will be evaluated, and teams may move up or down depending on their performance to date. After another 8 games have been played, there will be another evaluation where teams may again be moved, followed by the remaining games in the winter schedule. Point adjustments will be made to the teams moving into new divisions.

Zamboni: No players allowed on the ice until the Zamboni has left the ice surface

Arena Rules Locker rooms should have garbage picked up when finished. It is the team’s responsibility to make sure the room is clean and has no damage. Arenas may charge the team for lost locker room keys, plumbing and broken fixtures. It is the team’s responsibility to ensure the property is not lost or damaged. Locker room assignments should be posted on the board near the rinks.

All teams are responsible for the arenas that they are assigned to and if the facility requests that they be suspended or expelled then the League is not responsible for defending the team/player that has violated this policy. Teams are required to adhere to the following and posted arena rules. Teams breaching these rules will be immediately expelled from the League with no exceptions. NO Outside food, beverages, skateboards, scooter or pets. Any damage to property will be paid for by the individual(s) responsible, prior to participation in any further League games. Non-compliance constitutes automatic indefinite suspension from the League and possible legal action. If the individual(s) responsible for the damage cannot be identified, the Team will be removed from the League until the damages are paid in full.

Smoking and Drinking Please remember that either SMOKING or ALCOHOL consumption is NOT allowed on arena property. This includes not only inside the facilities but also the surrounding area such as the parking lot. As per Rules and Regulations, ANY player of a team who is found violating this rule may result in expulsion from the League.

Personal Property The League accepts no responsibility for lost or stolen personal property. We strongly suggest that no valuables be taken into the Arena. Locks are not provided for dressing room doors so it is the Team’s responsibility to lock their dressing room before going on the ice.

Notices: All Team Representatives are responsible for checking email or voice mail when contacted by the league with updates. If you, as a team rep, do not check often we highly recommend appointing an alternate rep to ensure items are not be missed. We also recommend checking your team information and site weekly for standings and League news. Team Representatives are encouraged to check in with the League Office before each scheduled game and communicate all concerns to the League Manager.

Referee Responsibilities Referees should be aware of all WWHL/WSHL special rules which they will enforce in conjunction with the current Hockey Canada and Hockey Manitoba rules and regulations. All reports of misconduct by referees shall be fully investigated by the Discipline Committee and such officials may be assured that every necessary action will be taken. Referees will insist on proper dress by the players of all teams in order that they may be identifiable during play. When available, there shall be two Referees and one Timekeeper for all WWHL/WSHL games. All referees, Off Ice Officials and League personnel must be treated with courtesy at all times by all players and officials of all clubs. Any infraction of this rule will be reported to the Discipline Manager who may assess such suspensions as the infraction warrants. A referee shall have full authority and the final decision in all matters under dispute. His decision shall be final on all questions of fact and not subject to appeal.

When the two Referee system is used they shall have equal authority. If the Referees are not of the same opinion on any certain play, the Referee who was closest to the play shall have the final decision The Referees shall be in full control of players on and off the ice. Referees should be aware that the WWHL/WSHL insists that the game be kept under control at all times, and any player or Team Official who violates the rules shall be penalized accordingly. The Referee shall see that the teams are called to the ice at the appointed time for the commencement of each game, and at the start of each regulation period. The Referee shall remain on the ice at the conclusion of the game, until the players have proceeded to their dressing rooms. The Referee shall check the equipment worn by any player when requested to do so by the on ice captain. The Referee shall assess such penalties as are prescribed by the rules for infractions thereof and they shall stop play for any other infractions of the rules. (e.g. icing the puck, off sides, etc.) The Referee shall give the final decision in the matter of disputed goals, after having consulted with the other Referee. Before starting the game, the Referee shall see that the appointed officials are in their respective places. The Referee shall announce to the Timekeeper the duration of the penalties and the rule infractions involved, and also to whom the goals and assist are to be credited. The Referee shall, when possible, see that players of the opposing teams are separated on the penalty bench to prevent feuding. Should a Referee be forced to leave the ice or receive an injury which would affect his duties, and no other official is able to continue, the game shall be stopped and re-scheduled with no teams being awarded the win. Referees shall wear dark blue or black trousers and a black and white vertical striped sweater. Referees should be neat in appearance at all times. Referees are required to complete the WWHL/WSHL Incident Report on all Gross, Match penalties, any major incidents or injury situations immediately following the game and forward it to the League. . The Referees shall be thoroughly disinterested parties.

Timekeeper Responsibilities Timekeepers shall ensure that all game sheets are properly completed. Timekeepers shall ensure that rosters are completed before the games commence. Team captains to assist completing the roster sheets prior to the start of each game. Timekeepers shall identify any uniform and equipment that does not comply with league standards to the referees (illegal masks, no shoulder pads, visors, etc.). At end of each game, timekeepers must note on the online scoring app the player who scored the OT shootout

winner. Timekeepers must successfully close each game, including referee sign off at the conclusion of each game. The Timekeeper shall be in charge of the operation of the arena clock and enter the game times and penalty minutes as set by the Rules & Regulations The Timekeeper shall keep the time served by each penalized player during the game, and upon request, inform the penalized player as to the unfinished time of his penalty. If a player leaves the penalty bench before his time has expired, the Timekeeper shall note the time and signal that to the Referee, who will stop play as soon as possible. The Timekeeper shall enter on the “Official Game Report” a correct record of the goals scored, by whom they were scored, and to whom assists, if any, are to be credited. He shall also keep a correct record of all penalties assessed, stating the numbers of the penalized players, the duration of each penalty, the infraction, and the time when the penalties were assessed. Prior to the start of the game, the Timekeeper shall obtain from the Team Official the complete roster. The Timekeeper shall advise the Referee when the same player has received three (3) penalties, 2 stick infractions or his second Misconduct penalty in the same game. In the event of any dispute regarding time, the matter shall be referred to the Referee in charge, and his decision shall be final.

Coaches Each WWHL team will be allowed ONE person on their bench at the most. That person CAN NOT be suspended by the league at the time to sit on the bench. The game officials (on or off ice) can stop the game if more than one person is on the bench or near the bench area

Days of Play/Schedule The league will operate 7 days/nights per week and will attempt to balance the schedule for everyone. An equal ratio of early, middle and late games will be assigned.

Rescheduling Games There will be no games rescheduled as a result of team requests. If there are any dates that a team will be unavailable due to tournaments, work functions, etc. we ask that the league be notified before the schedule is published so that this can be taken into consideration when the schedule is built.

Insurance All insurance claims for physio must go through West Fit Physiotherapy. All other claims for dental, etc must be filed through the league office for any additional coverage that you may require. Dental Claims will be handled through Chancellor Dental Group on 18th Street.( Dr Pappas )

Liability WWHL/WSHL and /or its agents, directors or employees assume no responsibility for players, coaches, managers, stick boys, officials, and/or spectators injuries or other liability incurred before, during, or after any E.R.H.L sanctioned game or activity.
