DRWC EXECUTIVE COMMITTEE MEETING SEPTEMBER 7, 2017 MINUTES

A meeting of the DRWC Executive Committee was held on Thursday, September 7, 2017 at 8:00 a.m. at DRWC located at 121 North Columbus Boulevard pursuant to notice duly given under the by-laws of the Pennsylvania Sunshine Act. Attending: Alan Hoffmann, Anne Fadullon, Marilyn Jordan Taylor, Jay Goldstein (telephonically), Ellen Yin (telephonically) Also attending: Joe Forkin, Jodie Milkman, Karen Thompson, Lizzie Woods, Shelvia Williams, Angela Sabatine, Lavelle Young, Rinku Modi, Gin DiBiase The minutes of the July 6, 2017 Executive Committee meeting were approved as submitted. Rinku Modi informed the committee that the audit was presently being conducted and that a draft will be presented at the October board of directors meeting. Joe Forkin updated the committee that there are continued efforts to make the improvements to the noise and littering problem that was brought to DRWC’s attention by the neighboring communities adding that DRWC is working closely with the residents of Society Hill to alleviate these problems. Karen Thompson reported on the northern trail saying that Anderson Construction won the bid for the project and that work is due to begin in the fall and expected to last for 9 months. Lizzie Woods reported on the southern trail that runs from Washington Avenue south to Pier 70 stating that the construction documents have been completed and that plans were presented to the Art Commission and approved. She added that this project is expected to go to bid in the fall. Karen Thompson reported that the demolition of the scissor ramps has begun and is on schedule to be completed by Thanksgiving. She added that work will begin with plans for an interim planting/landscaping design. Lizzie Woods reported on the Race Street Connector Phase II project. She said that the northern sidewalk is open and that planters are being placed and that there is a delay with delivery of the light poles and the decorative fencing. She added that this project is expected to be complete by the end of September. Lizzie Woods reported on the Waterfront Arts Program informing the committee that the site surveys are completed and now work is to begin on a strategy and planning for an early October public forum. Ms. Woods added that DRWC is working with a design team to refine the scope of the Pier 9 project. She stated that Phase I of the project is to get the pier stabilized. She said that in July, a public outreach was held inside the pier and was extremely well-attended. She added that another is scheduled for October.

Ms. Woods reported on the social impact collaborative stating the nearly 600 visitors to the Penn’s Landing site were surveyed and that additional surveys will be done in the coming month and that a final report is due for the October board meeting. Jodie Milkman reported that the 2017 season of Summerfest wrapped up and said that attendance was significantly up from the 2016 season due to the added attractions of the midway. In response to a question from Alan Hoffmann, Ms. Milkman stated that the DRWC-owned parking lots have seen turnover during Summerfest operating hours. Ms. Milkman stated that Spruce Street Harbor Park will remain open for another month and that Fall Fest is a week-long event expected to draw more visitors to the waterfront. Jodie then updated the committee that the William R. Miller Urban Youth Activities Fund in partnership with Philadelphia Parks & Rec saw 990 campers from 20 different locations. Jodie also added that plans are underway for the transition from Summerfest to Winterfest and the 24th season of the Blue Cross RiverRink at Penn’s Landing due to open on Friday, November 24th. The committee then went into executive session. Upon resuming open session, the meeting was open to public comment. There being no public comment, the meeting was adjourned.
