CITY GOVERNMENT The City of San José is a full service Charter City and operates under a Council-Manager form of government. Ten full-time Council Members are elected by District on a non-partisan basis and serve overlapping four-year terms with a two-term limit. The Mayor is also a member of the City Council but is independently elected at-large and serves up to two four-year terms. The Mayor and City Council are responsible for the policy and budget leadership of the City. There are six Charter Officers appointed by the City Council – the City Manager, City

The San José Fire Department (SJFD) is a full-service metropolitan fire department that provides service to and protects a population of over 1 million residents within the 206 (178 incorporated) square miles of the nation’s tenth largest city. The protection area includes residential, commercial, high-rise, industrial, the San Jose International Airport and wildland interface areas. Led by Fire Chief Darryl Von Raesfeld, the Department is organized across six Bureaus: Field Operations; EMS, Training & Special Operations; Office of Emergency Services; Fire Prevention; Administrative Services; and Support Services. The Command/ Executive Staff consists of one Assistant Fire Chief, three Deputy Chiefs and three civilian Deputy Directors. The Fire Department 2009-2010 operating budget is $154 million. The SJFD is staffed with 744 sworn personnel, 41 nonsworn fire communications Dispatchers and 67 civilian personnel for a total of 852 employees. The SJFD responds from 34 fire stations organized across five battalions. There are 33 engine companies, 10 truck companies, one Urban Search and Rescue Unit (USAR), a Hazardous Incident Response Team (HIT) and 34 other specialized apparatus including the Aircraft Rescue & Firefighting unit located at the Airport. The Department also has five STAR cars (Supplemental Transport Ambulance Resource) to supplement AMR ambulance service. The Department normally responds to more than 70,000 calls for service annually of which roughly 80 percent are emergency medical service related. Employees of the SJFD are represented by the International Association of Fire Fighters (IAFF) – Local 230, the Municipal Employees Federation (MEF) and Operating Engineers (OE 3). Sworn, uniformed employees through the rank of Battalion Chief and civilian employees through the Administrative Officer classification are part of the city’s Civil Service System.

Much more can be learned about city government and the Fire Department by visiting San José’s website at www.sanjoseca.gov A D M I N I S T R AT I V E S E R V I C E S – DEPUTY DIRECTOR Reporting to the Fire Chief, the Deputy Director of Administrative Services is responsible for the Department’s Budget (operating and capital), Fiscal Management, Contracts and Grants, Human Resources, and Professional Standards activities. Given the responsibilities of this Bureau, the Deputy Director works closely with the City Manager’s Budget Office, Human Resources and Employee Relations Departments in order to deliver critical internal services for the Fire Department. The Administrative Services Bureau is supported by 11 staff.

At least six years of increasingly responsible relevant experience and any combination of education and training equivalent to a Bachelor’s degree are required. A minimum of two years of comparable management experience is also necessary to succeed in this role.

SUPPORT SERVICES – DEPUTY DIRECTOR As a member of the Chief’s executive team, the Deputy Director of Support Services oversees the Department’s Apparatus Program, Infrastructure and Supplies, Communications, Operational Analysis and Deployment, and Information Technology Systems. Supported by a mix of 52 sworn and civilian staff, this position is accountable for the physical resources and infrastructure that support the various operations of the entire department including its numerous facilities. IDEAL CANDIDATE The ideal candidate will possess a strong familiarity with the operations of a full service fire department. Experience with procuring and managing capital equipment and public facilities will be considered favorably. In depth knowledge of fire service IT applications and communications systems will be expected. Strategic planning experience will be especially helpful in ensuring a smooth transition into the position.

The candidate selected will be a superior manager of people who is comfortable interacting with technical and professional staff. He/ she must demonstrate outstanding communications skills and have a proven history of providing reliable strategic analyses that facilitates informed and sound decision making. A minimum of six years of increasingly responsible relevant experience and any combination of education and training equivalent to a Bachelor’s degree are required.

C O M P E N S AT I O N The salary range for both Deputy Director positions is $108,247 to $168,617. Salaries are supplemented by a generous benefits package that includes: Retirement – Employer contributes 23.56% and the employee contributes 8.93% of annual base salary to the City of San José Retirement Plan (full reciprocity with CalPERS agencies – 2.5% @ 55 formula). Health Insurance – City pays 90% of lowest cost health insurance premium for family coverage. Dental Insurance – City pays 100% of lowest cost dental insurance plan for family coverage. If another plan is selected, employer pays 95% and employee pays 5% of plan cost.
