Avoiding Peak Energy Demand Power is expected to be provided for a sustained period at a significantly higher-than-average supply level. During extreme temperatures, even more energy is required. When demand is high, additional power plants are brought online to meet demand – adding to carbon emissions When residents reduce demand at peak times, they can save money because additional power is not needed. The Environment also wins.

Week of 4/17/17: Customers received the “What is the ESC” letter



Week of 5/07/17: Customer will receive the “Intro to Smart Meters” letter: o

Wellington Contractor will perform the installs

Postcards detailing customers installation information will be mailed 1-2 weeks prior to install. The Wellington van will be on the postcard



A verbal contact will be made with any Life Support customers



Door hangers will be used to notify customers of an exchanged meter, or to request scheduling information if necessary (an indoor or fenced meter)

Note: Local Law Enforcement will be notified that Wellington will be working in the area

Customer Data Security

Smart meters, the communications network, and software that store energy use information, use advanced security measures to prevent unauthorized access to customer data.

No customer identifying information (name, address, phone number, etc.) is stored in the smart meter or transmitted across the network.

Protecting smart grids and critical infrastructure are urgent concerns for NYSEG and AVANGRID

How does NYSEG protect the Smart Grid ? • • •



Security mechanisms provide multiple layers of protection, and are continually evaluated and updated to minimize current and future risks of intrusion Security measures are tested and reviewed regularly to guard against unauthorized access to our systems Smart meters and associated systems utilize the latest industry standards regarding encryption technology, and use this technology to authenticate and encrypt all two-way communications, providing the data confidentiality, integrity and authenticity critical for system security NYSEG follows our Corporate Enterprise Security Architecture and three general classifications of controls: o Managerial - Management of risk and management of information system security o Operational – Security controls executed by people o Technical – Security controls implemented and executed by information systems through mechanisms contained in the hardware, software and firmware of the system

Smart Meter Health Impacts

Will a smart meter affect my health ? •



• • •

The smart metering system communicates electricity use information by sending low power radio signals similar to a wireless internet router. The radio signals are intermittent and will transmit for an average of less than three minutes each day. Numerous studies have shown that smart meters using low power radio signals pose no health risk. While smart meters emit a low level of radio frequency energy, exposure from smart meters is fraction of the level that comes from other commonly used household devices including cell phones, cordless phones and microwave ovens. The ESC smart meters have been approved by the Underwriters Laboratory (UL certified) The low power radio equipment in NYSEG’s smart metering system is certified by the U.S. Federal Communications Commission (FCC) Please visit the Cornell Cooperative Extension - Tompkins website for information related to the ESC and smart meters. www.ccetompkins.org/esc

Smart Meter Testing

The ESC Smart Meter (Itron Riva Centron) is compliant with ANSI and UL standards, witnessed tested, and will be approved by the PSC for use in homes in Ithaca and Tompkins County.

Multiple standards define the tests to assure safety and accuracy • • •

American National Standards Institute (ANSI) has provided the fundamental code for electric meter safety and accuracy testing Underwriters Laboratories (UL) has layered on the ANSI suite of tests, its version of safety-focused meter tests The New York State Department of Public Service (PSC) determines meter testing requirements, witnesses meter testing in certified laboratories and approves the use of ALL revenue meters

Smart Meter Testing 1.

NY State utilities may not use any type of revenue meter without New York State Department of Public Service (PSC) approval

2.

All revenue meters must be subjected to a battery of tests

3.

Smart meters are subjected to the same series of tests as conventional (i.e. non AMI) meters

4.

These tests are defined in American National Standards Institute (ANSI) C12.1 and ANSI C12.20 standards

5.

Approval requires meter manufacturers to work closely with PSC Staff, and NYSEG to sponsor the approval and an independent test lab approved by the PSC

6.

The manufacturer completes all these tests in-house, then the same series of tests are completed by one of the certified independent test labs and the test results are published and made public for review

7.

The last stage before NYPSC approval is granted is the sponsoring utility must perform a subset of the ANSI C12.1 and ANSI 12.20 tests and these tests must be witnessed by NY PSC Staff. The NYPSC considers these witness test the most critical ones in the ANSI standards listing

8.

To gain NYPSC approval, another requirement for “smart meters” is they must also be approved by the Federal Communications Commission (FCC)

9.

Itron OpenWay Riva CENTRON meter alerts

The Itron OpenWay Riva Centron Meter has many events that are recorded and reported to the Advanced Metering Infrastructure (AMI) System To monitor the temperature of the meter, a threshold value is set as part of the meter’s configuration. When the threshold is exceeded, the meter will automatically log an event (with date and time stamp) and send a subsequent alarm. Other event recording and reporting include but not limited to: • Voltage monitoring (low, high, average low, average) • Reverse energy • Current/Voltage anomalies • Interval recorder • Power outage and restoration detection and reporting • Tamper alarm • Battery alarm • Security authentication failure www.nyseg.com
