Project Narrative Project Title: Trees Grow in Ewing Township, addressing the devastation of the microburst and Hurricane Sandy in 2012, and Ewing’s 27.4% average tree canopy cover. CSIP Practice: Tree Planting-CSIP Practice #11 Proposal Summary: In 2012 Ewing Township suffered unprecedented damage to the tree canopy in its public parks as a result of the late July microburst and the late October Hurricane Sandy. Our current tree canopy coverage is 27.4%, far below the state average of 40%. That’s because we’re very developed, with little open space remaining. With the approval of our Community Forestry Management Plan in 2012, and the availability of CSIP Grant money in 2013, we need to rebuild our tree canopy, so are applying for a grant to help start the process. Trees to be replanted will be concentrated in those Ewing parks which suffered the most damage: Banchoff Park and Moody Park.

Project Goals and Objectives: Ewing Township must begin to replace the trees lost during 2012 with non-invasive or native trees. By developing contract documents with the CSIP specifications, and performing careful inspections of the trees in the nursery (to select the most vigorous and disease-free), we will achieve our replacement goal. That alone is not enough: Once delivered we will carefully plant them and train the Department of Public Works (DPW) crews in their proper maintenance, so that healthier lifespans are more likely. This tree planting goal is in line with our CFMP five year tree planting goal of 200 trees (p.13). It will fulfill 35% of our five year goal. Our Township tree canopy cover will begin to grow again!

Payment

After the project is approved it will take 60 days to solicit three prices and award a contract. Once that’s done, a pre-work meeting will be scheduled within ten days. Work, once begun, should be completed within 10 days. Within five days of completion that work will be inspected by a NJ CTE. Once approved by the NJ CTE, payment by Ewing Township will be processed within 45 days. Ewing Township is anticipating planting these trees in Spring, 2014. Project method: The scope of work includes the selection of acceptable trees that meet the state specifications in the nursery, the inspection of these trees upon arrival at the site and inspection of the trees for proper planting according to the planting detail. An outside contractor will perform the planting, which will be inspected by the NJ CTE, Bill Brash, CTE#375. The Township contract writing and awarding will be conducted by the Township Administrator, Mr. James McManimon, and the Township CMFO, Ms. Joanna Brewster. They will provide contract documents using the planting specifications provided by the NJ Community Forestry Program. Payment to the contractor will be made only after inspection and approval by an NJ CTE. Trees will be inspected, crossing branches or broken branches

will be pruned and the trees will be “set-up” for years of maintenance free growth. A two year maintenance plan will be started by Ewing Township through the DPW. The DPW crew will water and maintain the trees for the 2-year establishment period using an existing dump truck, water tank and the purchase of Gator Bags to ease the process. We anticipate that weekly maintenance will take two men three hours per week (each man 1 ½ hrs per week), 25 weeks a year, to complete the watering and maintenance. The project will replace trees that were lost from Ewing Township’s hardest hit parks, Banchoff Park and Moody Park, from the devastation suffered from the late July microburst and the late October visit of Hurricane Sandy. Our tree canopy, at a low of 27.4%, will begin to right itself if we are able to secure a CSIP grant for an initial tree planting program. As our CFMP pointed out, Ewing Township is in the beginning stages of a sustained effort to improve our tree cover. We also expect to make a more concerted effort to identify hazardous trees on public land in 2013, but a key part of our CFMP is to have a consistent tree planting program. It is our hope that the award of a CSIP grant for tree planting will give us an immediate boost for that goal. Evaluation plan: The project manager (NJ CTE) has been responsible for selecting, inspecting, designing and overseeing two NNL tree planting projects, each in excess of four thousand trees. The trees will be excellent, individually selected and vigorous trees, planted correctly by the contractor or they will not be paid. The trees will be cared for by the Ewing Township DPW (with a NJSTF core-trained supervisor). The care and maintenance of these trees will be met for the full 2 years of the establishment period. The DPW crew also maintains the park grounds in Ewing Township on a weekly basis. 7
