FAMU At our April 2015 meeting, BHECM approved the following regarding re-launching FAMU Wesley:  Build student interest during the next year and allow students to co-develop the mission, vision and goals for the new ministry.  Form an advisory council who would help guide the re-development of FAMU Wesley, serve as part of the search team, and be a pool from which a governance board will be formed in a yetto-be-determined structure.  Authorization to hire part-time staff persons (1-2) to oversee this re-development work leading towards firing a full time director for Fall 2016. Dr. Latricia Scriven was hired as the interim campus minister (part-time) for 2015-2016 academic year. She began her work on July 1, 2015. She has begun meeting weekly with students and is building a student community on-campus. In order to get the ministry established and functional, Latricia incorporated the ministry with the State of Florida, obtained an EIN, and opened an account at the FAMU Credit Union. A temporary financial system is being established. A proposal authorizing the next steps at FAMU is on the agenda for BHECM’s consideration.

FAU In 2008-2009 when a vision for starting new campus ministries was being developed by BHECM, we identified a list of universities where we wanted to establish these ministries: Florida International University and Miami-Dade College, Florida Gulf Coast University, and Florida Atlantic University and Nova Southeastern. We launched FIU-MDC Wesley in 2009 and Gulf Coast Wesley in 2012. BHECM is working with First-Boca Raton to establish a ministry to Florida Atlantic University to begin in 2016. In subsequent years, BHECM hopes to see the ministry have a regional focus that reaches multiple campuses in the area, including Nova Southeastern University in Davie, whose president is United Methodist and member at FUMC-Fort Lauderdale. A proposal authorizing the launch of Atlantic Coast Wesley is on the agenda for BHECM’s consideration. That authorization includes a campus minister search contingent on the approval of the governing Covenant by both BHECM and FUMC-Boca Raton.

FSU Wesley Building As of August 31, the pre-construction phase is well underway with site plans, structural designs, architectural drawings, engineering drawings (HVAC, Plumbing, etc.) in process. 90% drawings are expected in early October as necessary to prepare the Guaranteed Maximum Price. Budget: With $2.5 million from the Florida Conference, FSU Wesley will still need to raise $250,000 or more to complete the project, including kitchen equipment and furnishings. A modification of ceiling height in one room caused a slight budget increase and delay in the pre-construction phase. Requirements from the city related to sidewalks and landscaping will add additional costs. Schedule: 90% drawings are due to be completed in early October with the Guaranteed Maximum Price scheduled to be delivered on Nov 6. Building Permits are targeted for January 20, 2015 with the project completion scheduled for December 30, 2016. Mike Toluba will provide additional information during the BHECM Meeting including, but not limited to:  Farewell to the Chapel of the Upper Room weekend (Sept 26-27)  Plans for worship and other programming during demolition/construction  Plans for a Ground-Breaking Ceremony (if any)  Ways BHECM can continue to support FSU Wesley during this season of their ministry

UM Wesley and FIU/MDC Wesley BHECM made two important decisions last spring regarding UM Wesley and FIU-MDC Wesley. First, we called for a unified Board to oversee our ministries at UM, FIU and MDC. Second, we called for the new campus ministers for UM Wesley and FIU-MDC Wesley to be appointed as a team, with one serving as Executive Director/Pastor and the other as Associate Director/Pastor. As announced at our April meeting, we are pleased to welcome the Reverend Peter Matthews as Executive Director/Pastor and The Reverend Gary Marcelin as the Associate Director/Pastor. Peter and Gary both began their appointments on July 1, 2015. They are in the process of unifying both the ministries and the Boards of UM Wesley and FIU-MDC Wesley. Below are the highlights:  A joint student leadership retreat which involved seminars, panel discussions, a service project, and expectation setting. They will begin joint fellowship and service actives in October.  Peter and Gary have provided support and participation in worship services at both UM and FIU. They partner for administrative/staff meetings on both campuses. Now that there is a programming rhythm re-established at UM, Peter has scheduled 2 days a week on the FIU campus for small group and student leadership coaching.  Both existing Boards gathered for a retreat in August and had their initial meeting in September. At the September board meeting, they voted to both combine the accounts of UM Wesley and FIU-MDC Wesley and reviewed a draft of the joint bylaws. Six potential new board members will be presented at a joint board meeting in November, with the official launch of “United Wesley” in January. The respective ministries are now being marketed together with a new logo.

Parsonages In April, BHECM approved a loan to purchase parsonages in Jacksonville for Campus to City Wesley and in Miami for FIU-MDC Wesley (now a part of United Wesley Foundation of Miami).  Jacksonville: Closed in August. $177,893 plus $58,000 included for renovation costs = $235,893.  Miami: Closed in August. $348,405 plus paint, washer/dryer and microwave.  Loan repayment included as line item in 2016 BHECM budget on approx. $585,000 as of 9/3. Looking ahead: We need to ensure we have housing secured for all our ministries. A housing allowance may be granted for up to one-year in special circumstances, but parsonages should be provided as necessary. We do not have parsonages for the following:  Gulf Coast Wesley: clergy appointed in need of housing in 2016  Stetson Wesley: lay person serving but consideration needs to be given for equitable comp.  FAMU Wesley: housing needs have not yet been determined but should anticipate needing to provide a parsonage as early as 2016.  FAU Wesley – the proposed launch will have a parsonage provided by FUMC-Boca Raton Question for BHECM: How shall we address the additional housing needs of our campus ministers? Property Maintenance In April, BHECM approved a loan of up to $560,000 to complete all immediate maintenance and repair needs identified in the Property Condition Assessment reports.  Deferred Maintenance Loan approved, pending Conference Trustee action on specific amount. Adequate funds have been made available to us until the loan money is available.  Loan repayment included in 2016 BHECM Budget.  Work has begun at all sites with projects either completed, in process, or scheduled before the end of 2015. Two Supplemental Proposals are on the agenda for BHECM’s consideration.

Reserve Maintenance Fund: BHECM voted to establish a Maintenance Reserve Fund (MRF) to finance the replacement of the principle building components (e.g. roofing, HVAC, kitchens, bathrooms, windows, flooring, etc.) for each of the campus ministry properties. Each campus ministry will have an established annual reserve amount sufficient to cover these principle building components for each property. The fund will be established by 12/31/2015, once agreements reached with each ministry with property and/or any alternative plans are approved by the Property Committee. Fundraising Training On December 3-4 in Lakeland, a fundraising training workshop will be provided by the Office of Missional Engagement and the Board of Higher Education & Campus Ministry for campus ministers and mission pastors in the Florida Conference. This two day workshop will focus on how to develop a plan for annual fundraising needs. Student Leadership Event Our annual Student Leader Retreat will take place February 19-21, 2016, at Warren Willis Camp. Each campus ministry is invited to bring 5 student leaders for a weekend of training, sharing and connecting. Campus Minister Covenant At our campus minister’s retreat at the end of May, we put together a covenant to guide our collective work and community throughout this next year.
