Umpire Handbook
Fargo - Moorhead - West Fargo Babe Ruth Baseball Umpire Information 2017 ALL UMPIRES need to be in full uniform (shirt, hat, pants, and shoes). Shirts and hats with the Babe Ruth logo are available at Sportland (106 5th St S Moorhead). Each umpire is asked to wear a Babe Ruth Umpire shirt, a Babe Ruth Umpire hat and to carry an umpire kit. A dark blue polo or blue or black hat is also ok. The kit includes a ball bag, clicker, and brush and is also available at Sportlands. All umpires must have shirts tucked in and no sandals are allowed.
Fargo Parks On Call Phone Number: 476-4088 All umpires are expected to be in full uniform and arrive at the game site at least 15 minutes prior to game time. Collect the umpire gear from the equipment shed or box located at the fields and place it at the backstop. Do a quick walk around the bases to check that they are properly staked and look around the infield to make sure it is in a safe, playable condition. Prior to game time, have a coach's meeting. Review ground rules, discuss the time frame of the game with the coaches before the game begins and exchange line-up information. It is your responsibility to see that the rules for batting orders at each age level are followed. Be sure to have your card signed before the game. Print your name and Game # clearly. Each umpire will receive a book of Babe Ruth Baseball rules and regulations and official playing rules. Carry a copy of the age appropriate rules AND your rulebook to all games. Familiarize yourself with the rulebook. Highlight or mark areas in the rulebook that pertain to situations that come up frequently. Be courteous and professional. Remember: NO fraternizing with either dugout before, during, or after the game. Umpires are responsible for starting the game on time and to HUSTLE the game along. The first pitch must take place at the scheduled game start time. All infield must take place before the scheduled game start time. Be sure to record the exact time the game is started. This will eliminate time limit controversies. It is up to the umpire to manage this time. Count pitches - 4 between innings and 6 if a new pitcher enters the game. (See rule 8.03 for more detail.) If there are questions concerning the rules, controversies need to be resolved amongst the umpires and/or coaches. Move to a neutral location away from both players and spectators. After the game, hang your gear in the equipment shed, away from the chalkers or place it in the equipment box.

Checks will be issued every other Monday starting on June 1st. If you see lightning, stop the game and ask everyone to proceed to their dugouts or cars. You may suspend the game if you feel it may clear quickly or you may call the game if poor weather conditions continue. It is the intent of the Babe Ruth Baseball League to have a fun, safe and non-confrontational environment for umpires, players, coaches, parents, and spectators. Fargo, Moorhead and West Fargo have adopted a ‘NO TOLERANCE’ policy for all games played within the tri-city. Any coach, player, parent, umpire or fan displaying unsportsman-like conduct, abusing equipment or facilities, using profane language, taunting other teams or players will be issued a warning. If the situation continues, a second warning will be issued and the offender will be asked to leave the game. A third (3rd) offense will result in the player being removed from the Babe Ruth program. If an individual refuses to leave after a warning has been issued, the umpire may choose to declare a forfeit. UMPIRING TIPS A good umpire doe not engage in conversation with players, coaches and fans. A good umpire keeps his uniform in good condition and always stays active and alert on the field. A good umpire keeps the game moving through hustle. It is a proven fact that the game will move fast if the umpire shows hustle. A good umpire keeps his eye on the ball. It is more important to know where a fly ball fell or a thrown ball finished up rather than whether or not a runner missed the base. A good umpire does not call the plays too quickly or turn away too fast when a fielder is throwing to complete a double play. A good umpire does not come running with his arms up or down. A good umpire calls his plays in a still position and waits until a play is complete before making a call. A good umpire knows that every game is important. You never know who is watching you work the game. A good umpire has respect for the players. Every game is important to the players. Be courteous, impartial, and firm and you will be ready for the big game! Have a great 2017 season! PROCEDURES FOR QUESTIONS AND/OR CONCERNS 1. Take the concern directly to the party – coach, parent, official, player, etc. This meeting should be in private and should not turn into a confrontation between the coach and player or parent. If the problem cannot be resolved….. 2. Take the concern to the Umpire Coordinator. If they are not able to simply answer a question you may have, they will be responsible for bringing the concern to the attention of the Board of Directors Disciplinary Committee for their review.

2017 FWF League BABE RUTH BASEBALL Local playing rules – 7 & 8 year olds Game Time Limit First games will be at 5:30 to 7:00, with no new inning starting after 6:45. Second game will be at 7:15 to 8:45 with no new inning starting after 8:30. Games will last 6 innings or end after completion of final inning as dictated above. NO LIGHTS. There is no 10 run rule, only time limit rule ends a game. Tie games will remain a tie for league standings. Exception: In the case of tie games, extra innings will be allowed until time limit restrictions are reached. Batting Order/Defense Local playing rules are primary; Babe Ruth Rookie rules are secondary. Local rules include: All players will be in the batting order. The 5 pitch limit or the fair ball rules DO NOT APPLY. 9 players on defense – no extra fielders. st nd rd Outfielders MUST BE 20 feet behind the bases adjacent to 1 , 2 and 3 base. ½ inning will be 3 outs or no new batter after 7 runs have been scored within that ½ inning, whichever happens first. Playing time All coaches will be required to use the player rotation forms provided to each team. Instructions for their use will be explained at the coach’s meetings. These forms must be kept with your scorebooks and be available for review by any Board member or League Commissioner. st nd Players who do not start in the field for the 1 game will start in the field for the 2 game. Coaches will inform the umpire and opposing coach before the start of a game if a player will not be playing. Pitching All teams will use the pitching machines provided for both practices and games. Home team will provide pitching machine for league games. The pitching machine should be placed so that the back leg rest on the top of the pitching rubber. This will give a solid base to the back while allowing the front pegs to be pushed into more stable ground. All machines will be set at the standard pitching speed recommended.(Power Lever 8, Micro Adjust 2, Release Block 5) The offensive team coach will pitch. No walks (even if hit by pitch), but players can be called out or strike out swinging. Hitting, fielding and running are the primary objectives of the game! The Bat • Only bats with a 2 ¼” barrel are legal. Baseball bat only. Stealing/Advancement No stealing. No advancing on wild pitches, passed balls or throws from the catcher to the pitcher after a pitch. st rd Batters CANNOT advance to 1 base on a dropped 3 strike. Coaches pitching: If a pitcher leaves a batter with a 4-1 count, he will continue with a 0-1 count, and will pitch until the batter strikes out, or makes contact with the ball. When the coach is pitching, the batter cannot be walked or get hit by pitch. Catching 3 consecutive innings per night maximum per player The Bat Only bats with a 2 ¼” barrel are legal. No other penalty will be assessed. However, if in the judgement of the umpire, a particular runner is a chronic offender of this rule, he/she will be ruled out for “DELAY OF GAME”. These are judgment calls by the umpire and cannot be appealed. nd rd Runners can advance to 2 and 3 base on wild pitches and passed balls. rd rd At the time of the pitch, a 3 base runner can only advance to home on a hit ball, bases loaded walk or any play at 3 base. rd Runners CANNOT advance home on an overthrow on a steal to 3 . st rd Batters CANNOT advance to 1 base on a dropped 3 strike. If one game is scheduled on the diamond, no game time limit is in effect. No game will go past 6 innings. (Will be recorded as a tie). Second game will be at 7:15 pm and shall have no new inning starting 1 hour and 30 minutes after the game’s start time. Regulation games will be 6 innings 10 run rule is in effect after 3 ½ innings Tie games will remain a tie for league standings. Batting Order National Rookie League rules apply except: All players will be in the batting order Substitution Free substitution is allowed (except pitchers, who must pitch consecutive innings), but all players will play at least 3 complete defensive innings (9 outs) except in the case of games that are shortened due to time, weather or the ten run rule. Playing time All coaches will be required to use the player rotation forms provided to each team. Instructions for their use will be explained at the coach’s meetings. These forms must be kept with your scorebooks and be available for review by any Board member or League Commissioner. st nd Players who do not start in the field for the 1 game will start in the field for the 2 game. 2017 FWF League BABE RUTH BASEBALL Local playing rules – 13-15 year olds Game Time Limit First games will be at 5:30 with no new inning starting after 7:30. Game two will begin at 8:00 with no new inning beginning after 9:45. If there is no second game scheduled, the game will last 7 innings. Regulation game length is 7 innings. 10 run rule is in effect after 4 ½ innings Tie games will remain a tie for league standings There will be no time limit on a single game, i.e. a solo game with no game before or after. Game will end after 7 innings if a winner is not determined. Playing Time National Babe Ruth rules apply except: All players will play at least 3 complete offensive and defensive innings (18 outs), except in the case of games shortened due to time, weather or the 10 run rule. Re-Entry rules apply – NO free substitution (See rule book for re-entry explanation) A coach may reduce playing time for injuries, unexcused absences, or unacceptable behavior (e.g., throwing the bat or helmet, improper communication such as taunting or profane language, unsportsmanlike conduct). Coaches will inform the umpire and opposing coach before the start of a game if a player will not be playing. Pitching Pitch count is a max of 70 pitches in a night for the first 4 weeks. Beginning on week 5, the max pitch count will be 95 pitches in a night. A pitcher may only pitch in ONE game a night if he/she throws OVER 15 pitches in game one. th 13 year old league – balks will NOT be enforced until after June 16 . The Bat Only bats with a barrel size of 2 5/8” are legal in this league. Extra Player Rule Extra player is a league option and can be used by the coach at his/her choice. Teams are allowed to bat 10 players or ALL players if they so desire. In the case of only 10 players and the extra player is used, should an injury occur, the game will be allowed to continue with 9 players. There will be NO automatic out for the injured player in the order. Team
Games may be played with 8 players. (NO automatic out) – in the event that an injury or disqualification occurs, and the team falls to 7 players, a forfeit will result. Babe Ruth Baseball Extra Player Rule

Must the extra player hit in the 10 position in the batting order? a. NO, the extra player is treated just as any other starter and may hit in any position in the batting order. Can the extra player ever play a defensive position? a. YES, just like two starters in defensive positions can change during the game, so can the extra player. Consider the extra player as a defensive position. Do both teams have to use the extra player if the league adopts to use it? a. NO, this is a choice of each coach. However, if a team starts the game with the extra player, they must finish the game with the extra player and therefore must have 10 players in their lineup at the end EXCEPTION: See Extra Player rule above, bullet point 3. Can the extra player leave the game and then re-enter? a. YES, keep in mind the extra player is considered a starter and any starter may re-enter the game one time. Keep in mind, the extra player must stay in the same rotation in the batting order he started in, just as the catcher or any other player. When he enters the game to play a position, he stays in the same rotation in the batting order.
