Wm. Bart Turner A regular meeting of the Marion School Board was held at 6:00 p.m. on Thursday, February 19, 2015, at the District Administration Office, with A. Jan Thomas, Jr., Jeffrey Richardson, Steve A. Sutton, Darrylee Arms, Brian Proffitt, and Daryel Jackson in attendance. Also in attendance were Don Johnston, Superintendent; Jeff Altemus, Deputy Superintendent; Dr. Robin Catt, Director of Elementary Education; Hugh Inman, Director of Secondary Education; Susan Shurley, Director of Special Education; Elmer West, MJHS Principal; and Peggy Cozart, Secretary to Superintendent. A. Jan Thomas, Jr. called the meeting to order. The minutes of the regular board meeting on January 15, 2015 were approved with a motion from Brian Proffitt, second from Jeffrey Richardson, and passed with a 5 - 0 vote. The board reviewed the finance and enrollment reports. Michael McBryde, Stephens, Inc., reviewed potential interest savings by refunding the July 1, 2010 bond issue. Steve A. Sutton made a motion to approve a resolution to refund outstanding bonds in order to produce debt service savings. The motion was seconded by Brian Proffitt and passed with a 6 - 0 vote. The school spotlight was Marion Junior High School. Mr. West told about a To Kill a Mockingbird project which challenged the students to write. Mr. Johnston recommended approval of the following bonus recommendation: All personnel shall receive a 2.5 percent bonus. The bonus will be funded with district funds.

These bonuses are for employees contracted as of February 19, 2015. Employees hired after the beginning of the school year will receive a prorated amount based upon their contract amount or estimated earnings. Employees who have been on leave for the entire year are not eligible for the bonus. The classified staff will receive their bonus prior to spring break. In accordance with the law, the licensed staff has to vote on the bonus. If a majority of the licensed staff approves the bonus, the licensed staff will receive their bonus prior to spring break. If the bonus is not approve by a majority of the licensed staff, the licensed staff will not receive a bonus. The motion to approved the bonus recommendation with a motion from Darrylee Arms, second from Steve A. Sutton and a 6 - 0 vote. Mr. Johnston reviewed the proposed 2015-16 school calendar which has one week off for Thanksgiving and was approved by the faculty and staff. Daryel Jackson made a motion to approve the calendar. Darrylee Arms seconded the motion which passed with a 6 - 0 vote. Mr. Johnston recommended that substitute pay revised as follows: Change daily date from $58 to $62. Change "retroactively after 10 consecutive days in same position" from $62 to $65. Darrylee Arms made a motion to approve substitute pay recommendation. The motion was seconded by Brian Proffitt and passed with a 6 - 0 vote. Mr. Johnston gave a report on the pros and cons of school cameras. Steve A. Sutton made a motion that Marion School District does not purchase cameras at this time. Darrylee Arms seconded the motion, which passed with a 4 - 2 vote. Sutton, second from Brian Proffitt and a 6 - 0 vote. Student Expulsion Hearings 1. Le Montana Ceaser, 9th grade Alternative School student: No one was present for Mr. Ceaser and the board members silently read the expulsion documentation without discussion. Mr. Johnston recommended that Le Montana Ceaser be expelled with loss of credit for the remainder of the 2014-15 school year. When he returns to school next year, he will be reenrolled in MSD Alternative School. Daryel Jackson made a motion to uphold the superintendent's recommendation. The motion was seconded by Brian Proffitt and passed with a 6 - 0 vote. 2. Malik Macklin, 9th grade Alternative School student: No one was present for Mr. Macklin and the board members silently read the expulsion documentation without discussion. Mr. Johnston recommended that Malik Macklin be permanently expelled from the Marion School District. The motion to uphold the superintendent's recommendation was made by Steve A. Sutton, seconded by Daryel Jackson and passed with a 6 - 0 vote. 3. Cortez Brown, 11th grade Alternative School student: No one was present for Mr. Brown and the board members silently read the expulsion documentation without discussion. Mr. Johnston recommended that Cortez Brown be permanently expelled from the Marion School District. Darrylee Arms made a motion to uphold the superintendent's recommendation. Steve A. Sutton seconded the motion, which passed with a 6 - 0 vote. The board then went into executive session. When the board reconvened in public session, the meeting adjourned with a motion from Darrylee Arms, second Brian Proffitt and a unanimous vote.
