Introduction • The Ventura County Sheriff’s Office has proudly provided police services to the City of Fillmore since 1987. • Prior to 1987 the City had a turbulent history of gang violence and corruption by members of the Fillmore Police Department • Contracting with the Sheriff’s Office for law enforcement services allows Fillmore the ability to deploy first class law enforcement resources at a reasonable cost, while at the same time maintaining local control.

Benefits of Contracting with VCSO • Cost & Management work significantly reduced for the city of Fillmore • Sheriff’s Office shares those responsibilities with the county and other contract cities, some of those areas include, but are not limited to: – – – – – – – – –

Municipality is held harmless for all civil litigation Recruitment, hiring, and processing applicants Equipment evaluation, acquisition, and maintenance Labor negotiations and relations Fiscal processing of payroll and benefits Performance auditing and internal investigations Discipline and grievance procedures Risk management Worker’s compensation

VCSO History in Fillmore • June 28, 1987 – City of Fillmore began contract for Police Services with the VCSO – Contract consisted of • ½ of 1 Lieutenant • 1 40-hour Patrol Sergeant (without relief) • ½ of 1 Senior Deputy (Detective) • 9 Deputy Sheriff’s • 1 40-hour Communications Dispatcher II • Pop was approximately 11,000 in ‘87

Workload Statistics • The population of Fillmore has increased from approximately 11,000 in 1987 to over 15,500 in 2015. – A 29% increase over 18 years. – A School Resource Officer (SRO) is the only addition to the contract to address this rise in population and demand for services. – Contract reduced one sergeant from origin. – Three deputies from our peak.

VCSO Major Crimes Unit • VCSO Major Crimes Unit workload (Since 2012) in City of Fillmore • 6000 hours of investigation time handling homicides, serious assaults, sexual violent events, child crimes, and embezzlement by a city official. • The total salary compensation of these investigative hours exceeds $500,000.

VCSO West County Gang Unit (01/14 – 07/15) – Investigated 51 gang related assault cases. – Led to 85 arrests – Seizure of 50 guns. – The total number of hours dedicated to these investigations approximate to 6500 hours. These hours also equate to salaries estimated over $500,000.

Fillmore has its roots in agriculture, and the local economy remains largely centered on farming. With about 15,000 residents, Fillmore is on the small side but it's convenient to larger metro areas like Santa Clarita. It's also a fairly short drive to the beaches of Ventura.
