Francis City Planning Commission Meeting Thursday March 19, 2015 Francis City Community Center 7:00 p.m. 2317 South Spring Hollow Road Francis, Utah 84036

Present: Co-Chair Kevin Cannon, Commissioner Loraine Flygare, Commissioner Shauna Bushman, Commissioner Trent Handsaker, Planner Marcy Burrell, Secretary Susan Moses, City Engineer Scott Kettle, City Attorney Kraig Powell Not Present: Chair Jill Jacobson, excused Call Meeting to Order Co-Chair Kevin Cannon called meeting to order at 7:05 pm General Plan Review (Summary-History) Planner Burrell quizzed the Planning Commission on the General Plan/Summary –History Planner Burrell passed out State of Utah 2013 Census Estimates. Planner Burrell stated that it is good for the Planning Commission to understand the general census Francis represents. Attorney Powell commented under Utah Code you are a Town until you reach 1000 and then you become a City. We became a City in 2011. Subdivision Process Review Planner Burrell passed out copies of the Subdivision process. Engineer Kettle explained the process. (see handout) 1. Meet with City Planner and Staff. Planner will explain the codes, zoning and what they can and cannot do. 2. Will come back with Concept Plan. Meet with Planning Commission. Planning Commission will give comments and recommendations. 3. Preliminary Review: Have property surveyed by a licensed surveyor, and preliminary plat drawn. Hold a Public Hearing. Send to City Council with recommendations. City Council holds a Public Hearing and approves or makes recommendations. 4. Final Plat Review: Planning Commission reviews the final plat for the requirements and conditions made at Preliminary Plat review. Planning commission sends to City council with approval or recommendation. City Council reviews final plat and approves. 5. Record final Plat with County Recorder’s office. 6. Apply for building permits, pending installation of any infrastructure. Page 1 of 3

Francis City Planning Commission March 19, 2015 Commissioner Cannon asked is there a time frame they have to complete the project. Engineer Kettle answered the code allows one year to complete infrastructure or come back to the City Council for an extension. Planner Burrell stated there are three possible developments coming up. One is Tifton Hills, which is east of Foothill Drive. Planner Burrell stated this was started in 2007, it is 106 acres, and Preliminary approval has been given. The City has an annexation agreement. The Developer was killed in a plane crash and his daughters have inherited the property. Planner Flygare asked where the ingress and egress are. Engineer Kettle answered one entrance is off of SR 35 at the bend, that has been one of the biggest hurdles, getting UDOT approval, the other entrance is off Foothill Drive, there is a house that will be torn down and the lot turned into a road. Planner Burrell stated they also have to create their own well and the City will not let them tap into the same aquifer as our city well. Planner Flygare asked when they will come to the Planning Commission. Engineer Kettle answered we just heard from their Engineer, it could be in two to three months or it could be in six months. Engineer Kettle stated they are operating under the old code because it was started under the old code. Commissioner Handsaker asked if they have already been to the Planning Commission and City Council, now do they need to come back to the Planning Commission? Engineer Kettle answered yes. Commissioner Bushman asked for the reason they have to put in a separate well. Engineer Kettle explained the City has two wells and tanks, those wells and tanks cannot provide the required water pressure to that subdivision because it is on the back side of the hill. They have to drill their own well and have their own tank to provide water for that subdivision. Engineer Kettle added they also have to run a sewer line from Foothill to SR 32 because the City did not want to add more homes to the Foothill lift station because it is too small and lift stations are a pain in the butt. Planner Flygare asked if Francis City will take care of the road. Engineer Kettle answered yes, Francis City agreed they would be public roads.

Francis City Planning Commission March 19, 2015 Fire Code Ordinance Planner Burrell passed out a Draft of the Utah Wild Land Urban Interface Code for Francis City. Planner Burrell asked the Planning Commission to read the handout and come prepared to discuss it next month. Arbor Day Update Planner Burrell gave handout of Arbor Day. Planner Burrell stated Francis City is recognized as a “Tree City USA” and the Planning Commission is the Tree Board. Arbor Day will be May 9, 2015 at 8:30 am in the City Park. Planner Burrell encouraged the Planning Commission to come and bring their families and friends. Approval of Minutes Commissioner Flygare motioned to approve the February 19, 2015 minutes. Planner Bushman seconded the motion. All voted in favor, motion passed. Close Session Commissioner Handsaker motioned to go into a closed executive session. Commissioner Flygare seconded the motion. All voted in favor, motion passed. Adjourn Commissioner Bushman motioned to adjourn. Commissioner Handsaker seconded the motion. All voted in favor, motion passed. Adjourned at 8:25 p.m.
