Present: Co-Chair Trent Handsaker, Commissioner Mark Littleford, Commissioner Amy Mortell, Commissioner Jason Averett, Planner Marcy Burrell, Engineer Kettle and Planning Secretary Susan Moses Excused: Chair Casey Vorwaller Other Present: Bob Allen, Jill Gawreluk, Craig Gawreluk, Morgan Cox, Marion Wheaton, and Collen Madsen Call Meeting to Order Co-Chair Trent Handsaker called meeting to order at 7:04 p.m. Planner Update Planner Burrell stated Francis City was awarded a $35,000 grant from the RAP tax Grant to fix up our community center. Burrell stated Frontier Days is coming up and she asked the Planning Commission if they know of anyone who might be willing to Sponsor please talk to them and give them a packet (which she handed out) General Plan Discussion with Bob Allen from Mountainland Association of Governments Bob Allen stated at the last census Francis had a little over 1,000 people in town. It is projected to be 6,000 people by 2050. On average households are 3.1. This is just a benchmark to work with. It could be more or it could be less.
Bob Allen showed current zoning as it is now. Allen commented it is spread out, kind of spider leggy, but it is not horrible. Allen stated we are not changing zoning we are creating a future land use map. Allen showed the master street plan and explained it shows the current streets in addition these are streets we think we are going to need, so when you do development you need to take these into account. Allen stated currently Francis doesn’t have a future land use plan. Allen explained Page 1 of 3
Francis City Planning Commission Meeting March 23, 2017 you already have your current zoning and then you have a future land use map and it is just a guild, it is just to say these are things you want to consider when you talk about rezones or developments and things like that. Bob Allen showed on the map the annexation declaration area and stated you should be planning this in your future land use map. Discussion on future land use Bob Allen suggested that in the future changing the light industrial zone (location of current gravel pit) to AG-1, commenting that location has one of the best views Talked about Commercial being at the cross roads. Bob Allen commented that 2 acre lots take a special sliver of people that will take 2 acres and do a good job with it, one reason is 2 acres is too big to mow but too small to farm. Discussion about not having 1 or 2 acre lots but having 5 or 6 acre lots Bob Allen cautioned not to zone everything 1 to 6 acre lots. Planner Burrell talked about conservation subdivisions where you take the homes and cluster them and you leave on big parcel for 1 owner who can farm it or leave it as open space that cannot be subdivided again. There was a discussion about light industrial, where should it be and what do we want in light industrial. Bob Allen talked about having 2 types of commercial like Kamas, highway commercial and then commercial on main street. Next Planning Commission Meeting was rescheduled for April 27, 2017. Adjourn: Commissioner Averett motioned to adjourn. Commissioner Littleford seconded the motion. All voting in favor. Motioned passed. Adjourned at 8:56 p.m.
