PRESENT: Chair Mickey Grames, Commissioner Julie Keyes, Commissioner John Barclay, Commissioner Jill Jacobson, Commissioner Byron Ames, Planner Kristie Bair, Planning Secretary Susan Moses Call Meeting to Order Chair Grames called meeting to order at 7:02. Planning Commission Bylaws Chair Grames stated everyone has a copy of the Bylaws. Chair Grames asked Susan Moses if these were existing Bylaws that we may want to change. Moses answered yes and stated these Bylaws have been around for years and did not know how old they were. Chair Grames commented we need to make a change to the number of Planning Commission member from 7 to 5. Commissioner Keyes stated we need to change B. 9 the number of members that constitute a quorum. Change four to three. Planner Bair stated C.2 talks about field trips and going in a City owned vehicle, we do not have a City owned vehicle to use. Added we need to change Town to City. Byron Ames suggested changing A 4. Consensus was to take out “have a” Planner Bair commented that she has looked at other City and Town ordinances and they were similar to ours. Chair Grames asked about C 7 Notification of Public Hearings. Commissioner Keyes commented if an applicant has to apply within 15 days how can you have a notice out within 14 days. Consensus was change to 14 days to 7 days. Commissioner Keyes asked if it was necessary to have “the written comments submitted at the time of the meeting be limited to one typed page” if someone turns in one and a half pages are we not going to take their comments. Commissioner Ames commented the fear is you get that one person who wants to write a book and they write that book every mouth until either the town ceases to exist or the person ceases to exist. Chair Grames suggested adding or at the discretion of the Chair. Planning Commission agreed.

Commissioner Ames pointed out “Amendment or Rules” should be “Amendment of rules”. Chair Grames suggested adding to Amendment of Rules of Procedure “posted in two public places and on the City website. Planner Update Planner Bair stated we have someone looking at land they want to annex into the City and someone who wants to subdivide their property, no plans have been submitted yet, put they have come in and talked with the Planner and the Public Works Department. Planner Bair stated that she, Mayor Snelgrove and Councilmember Forman met with Summit County Manager Bob Jasper and talked about Economic Development and different ideas how to get people to come to Francis. When Summit County gets their new Director of Economic Development they will meet with us and give us some idea of some industries we can attract to Francis and help with zoning. Planner Bair stated the City Council has changed the Planning Commission from 7 members to 5 members. Today we talked with Commissioner Dorothy Sullivan and she is happy to step down as she has been on the Planning Commission for many years. The Planning Commission needs to decide term limits. Bair suggested we do like the City Council 2 senior members go off then in two years 3 members go off. Chair Grames would like Planner Bair to find out what other Cities do and put it on the Agenda for next month. Commissioner Ames would like clarification about length of time, and term limits. Planner Bair stated Mayor Snelgrove would like the Planning Commission to look at and update the Codes for the Commercial Zone. Arbor Day Update Planner Bair stated Arbor Day is May 17th; we will send a flier out with the billing statement. The sprinkler system will be in place before the 17th. The holes for the trees will be dug. Planner Bair encouraged everyone to come and bring a neighbor to help plant the trees.

Mickey Grames asked whenever the Planning Commission makes changes or recommendations that have to go before the City Council for approval, if possible could we get an update as to what the Council voted, and if they make any changes. Adjourn Byron Ames motioned to adjourn. Jill Jacobson seconded the motion. Adjourned at 7:40 p.m.
