Present: Chair Mickey Grames, Commissioner Julie Keyes, Commissioner John Barclay, Commissioner Jill Jacobson, Planner Kristie Bair, Secretary Susan Moses, Public Works Director Luke Thomas Not Present: Commissioner Byron Ames Call Meeting to Order Chair Grames called meeting to order at 7:05 pm Arbor Day – Update – Luke Thomas Luke Thomas stated we had about 20 people show up to help. We were able to plant 29 of the 34 trees. We have the irrigation in to most of the trees; the mulch to the trees is done. In the next couple of week we should have everything wrapped up with the Eagle Projects. Thomas stated with part of the grant money we received we are updated to drip tube to the trees up by the rodeo grounds so it is more water-wise. Luke Thomas stated that Arborist Jason Barto has secured 200 seedlings for next year that he would like Francis to be part of. Mayor Snelgrove and Jason suggest plant some of the seedling in the Wild Willow park to start growing and when bigger plant the trees in the City Park and the Wild Willow Park and possible have a tree sale. Jason Barto will help us get a grant to put in a watering system. Chair Grames stated she would like to see that get underway because the Wild Willow Park space is becoming a disagreement between neighbors over the use of that space, between four-wheelers and motorcycles and snowmobiles. Grames commented she would like to see some trees to start building some shade areas in the park area. Julie Keyes commented if we can raise some of our own trees instead of putting so much money out to buy them it would be a win win for us and we need to start utilizing that property so people will realize who the true owner of the property is and we can contain what goes on there and the appearance. Jill Jacobson asked would it be irrigated with water that is already there. Luke said we would tie into the water lines that are closest to the park.

Francis City Planning Commission Meeting May 28, 2014 Jill Jacobson commented it would be beneficial to have some trees and it will add to having privacy. Jill Jacobson stated she has spoken with a gentleman who lives in Kamas and goes all over the Country developing bike trails and bike parks and he has written grants and gotten grants to do these things at no cost to the Cities. Suggested we could talk with him about ideas. Jill Jacobson motioned to instruct Luke to pursue the Grant for the Tree Project for next year. John Barclay seconded the motion. Motioned passed unanimously. Chair Grames recommends come winter time we talk to different individuals about developing the park. Recommendation on What to Put in Area Vacated by Trailer – Luke Thomas Chair Grames stated Mayor Snelgrove would like the Planning Commission to come up with some recommendations for the area vacated by the old office trailer. Luke Thomas stated he would like to save most of the bushes and the trees. Suggested a pavilion with 2 small tables, a place to use when the building and pavilion are rented out. Julie Keyes suggested a gazebo or pergola to offer shade and picnic tables. Meeting paused at 7:22 pm to walk outside and look at area vacated by trailer at 7:22 Meeting resumed at 7:30 pm Jill Jacobson suggested water fountain, water feature or splash pad Julie Keyes suggested two pavilion or pergolas with picnic tables divided by hop scotch or some sort of games painted on the cement between the two or have pavers between the two areas. Chair Grames stated the consensus is we would like to add to the park some additional seating, covered areas, bike racks, and a water feature in hopes that we can then apply for a grant that would help offset the cost. Chair Grames stated one of the tasks the Mayor has assigned to the Planning Commission is to focus on coming up with ideas for Commercial Development in Francis; 1. What types of Commercial Development would we recommend that the City could look into? 2. Look into the areas zoned commercial. 3. Make recommendations as to possible changing or enhancing the commercial zones or potentially annexing areas that are open pastureland. Planner Bair stated she had talked with Mountainlands about coming to the Planning Commission to help with what kind of commercial can we attract and what kind of zoning would we need.

Set Date and Time for City Tour with Luke Thomas Chair Grames commented before we meet with Mountainlands the Planning Commission needs to take of tour so we all understand what the boundaries are for Francis. Planning Commission set June 10th at 6:00 pm for City tour, will meet at the City Office.
Approval of Minutes: April 23, 2014 Julie Keyes motioned to approve April 23, 2014 minutes as outline. Jill Jacobson seconded the motioned. Motion passed unanimously.
Planning Commission Bylaws – Discussion and Approval for Posting Planner Bair stated she talked with Attorney Powell he stated we need to leave C7 as 14 day. Julie Keyes recommends the City Council set up Planning Commission terms and a rotation schedule similar to the City Council. Could be extended for a term. Suggested term is for 2 years. Chair Grames suggested Planning Commission terms expire on the off year of elections. Also likes the idea of the Council having the option of asking a Planning Commissioner to stay on for one more term. Julie Keyes moved to take the By-Laws as they are now constituted and add in the term limits and term specifications, they will be posted for comments and approved at the next Planning Commission meeting. John Barclay seconded the motion. Motion passed unanimously.
