Francis City Planning Commission Meeting Thursday October 16, 2014 Recreational Building 2319 South Spring Hollow Road Francis, UT Planning Commission Field Trip of City Boundaries Present: Chair Mickey Grames, Commissioner John Barclay, Commissioner Jill Jacobson, Commissioner Kevin Cannon, Planner Marcy Burrell, Public Works Director Luke Thomas. Planning Commission meet at the City Building at 6pm. All present rode with Planner Marcy Burrell and returned to the recreational building at 6:45.
Planning Commission Meeting Present: Chair Mickey Grames, Commissioner John Barclay, Commissioner Jill Jacobson, Commissioner Kevin Cannon, Planner Marcy Burrell, Secretary Susan Moses Call Meeting to Order: Chair Grames called meeting to order at 7:00 pm Welcome New Planning Commissioner: Chair Mickey Grames welcomed Kevin Cannon to the Planning Commission Approval of Minutes: September 25, 2014 Commissioner Jacobson pointed out the date on the heading was incorrect should be September 25. Commissioner Jill Jacobson motioned to approve the minutes with Date change. Commissioner John Barclay seconded the motion. Voting in favor Mickey Grames, Jill Jacobson, and John Barclay. Motion Passed. Discussion on Regulations for Wild Fire Protection Plan for Francis City Planner Marcy Burrell explained the Mayor has asked the Planning Commission to work on putting together a Fire Protection Plan. Marcy stated she has talked with Summit District Fire Warden Bryce Boyer, he is willing to help. The goal is to finish the plan in six months. Planner Marcy Burrell handed out the Community Fire Planning Workbook. Started on page 8 Part 1 Community Description. Marcy read “A community description identifies community resources that can be used to complete the goals of the plan, as well as a physical description of the community that can help impact wildfire preparation and response decisions.” Marcy Page 1 of 3
Francis City Planning Commission Meeting October 16, 2014 handed out Contact Information and asked for help with some of the numbers and suggestions of other numbers that should be included. Chair Mickey Grames stated Wild Willow does not have a Homeowners Association; they have a Horse Owners Association. Mickey suggested adding the number for search and rescue. Chair Mickey Grames commented our risk here is primarily brush fires, which are generally put out fairly quickly. Suggested after we complete this we take the information and use it for the event of an earth quake. Commissioner Kevin Cannon suggested having a CERT booth at Frontier Days and show what a 72 hour pack looks like, information where to buy or make your own. Commissioner John Barclay commented if you have an emergency the only people you can call is 911. Planner Marcy Burrell stated there are a couple of ways we can notify our citizens: Social Media – face book, twitter or reverse 911 Susan Moses stated on our website we can have a reverse 911, citizens go on the website and type in their own information and they can put in cell phone numbers. Planner Marcy Burrell stated she would like to have CERT training and have representatives from all parts of Francis. Commissioner Kevin Cannon volunteered to do (Community Emergency Response Team) CERT training for the City Staff, City Council, Planning Commission and interested community members. It is a six week training course. Kevin is a certified CERT trainer. Commissioner Kevin Cannon explained you take the community and set up zones, and you get people from each of those zones to take CERT training and once they are certified they can become block captains. Planner Marcy Burrell stated she would draft a letter of interest for CERT Training to send out to residents. Chair Mickey Grames proposed we map out the City and establish zones, and find at least one person from each zone to take CERT training. Mickey offered to make phone call. Planner Marcy Burrell stated we don’t all have assignment tonight, but she will call, when we are at a point and needs help. Marcy reminded everyone it was important that we have open communication.

Find out if Uintah Shadows and Summit Haven have a Homeowners Association if so get contact information. 4. Draft a letter of interest to be sent out for CERT Training 5. Work on establishing zones in City Boundaries. Chair Mickey Grames – 1. Get contact information for Wild Willow Horse Owners Association 2. Find out if Search and Rescue has a direct number Commissioner Kevin Cannon – teach CERT class Commissioner – Come up with names of people who could do CERT Training. Planner Marcy Burrell asked the Planning Commission to review Part II Community Prescription for next month’s meeting. Adjourn Commissioner Jill Jacobson motioned to adjourn. Commissioner John Barclay seconded the motion. Motioned passed unanimously. Adjourned at 7:55 pm.
