INTRODUCTION
L The annual report of the Secretary-ceneral on the conposition of the secretariat is sub'nilted in accordance with a nunber of resorutions of lhe ceneral Assembly, the latest of whi.ch are resolutions 33/L43 of 20 Decenber L978, 35/ 2IO of 17 December 1980 and 37/235 ot 21 December 1982. The nain purpose of the presenr report is Co presene to the Assenbly conprehensive infornation on the situation of the staff of the Secretariat as a! 30 June 1983, as cornpared with previous years. rhis information, which is contained nainly in the statiscical tables in the annex of the report, / perrnit.s an assessnent of the distribution of the staff by nationality' sex and type of appointment, in the light of the principles contained I'n the charter of the uniled Nacions and the guiderines set forEh by the ceneral AssenbLy.

Pursuant to section rr of the annex to cenerar Assembly resolution 35/210, an annual work pLan of recruitment has been dravrn up for the calendar year I9g3. The inpact of the rneasures taken during this perioal is expected to be felt in the half of 1984. A report on the inplementation of the plan will be made to the first General Assenbly at its thirty-ninth session, in L9g4,

5, 'Ihe princ j.ples contained in Article Lol, paragraph 3. of the Charter apply to all lhe staff of the Secretariat of the United Nations and to Che staff of lhe secretariats of United Nations organs nith special status in matters of appointment (see pa!a. 4 above) . The system of desirable ranges for llenber States, however, has been established by the ceneral Assernbly as a guideline for the geographical distribution of only a group of staff in the Secretaria! of the United Nations who are aII appointed lry the secret ary-cf,neral, knol^,n as slaff in ,'posts subject !o geograPhical distribution". This group consists of staff of the Secretariat in the Professional calegory and above hotdj,ng appointments for one year or nore. &cluded fron it are staff in posts i{ith special language requirementst staff specificalty appointed for nission servicel staff specifically appointed for service with the United Natj.ons Environnent Programe ([JNEP), staff specifically appointed after inter-agency consultation to posts financed on an inter-agency basis, technical co-operation projec! personnelt staff of the secreeariats ot' the Unieed Nations organs lrith special status in matEers of appointmentt staff who have pernanent resident status in, but not Che nationality of, the country of their duty station, and staft in the ceneral Service and related cateqories. The representation of Memb€r States in posts subject Co geographical distribution in the secretariae is assessed in relation to the desirable ranges calculated for each state and their midpoints, The ranges and nidpoints are s hor4n in lhe statistical tabtes contained in the annex to the present report. Table B shows the nunber of staff frorn each region in posts subject to geographicaldistribution and bhe nurnber of Menber States in each region which are unrepreseneed, u nder-repr esented, within lheir desirable range or a bove it on 30 June 1983, as compared with the situatioh in previous years. 7. on 30 .'u ne 1982, there were 17 M€nber States that were unrepresenled in posts subject to geographj.cal distribufion in the Secretariat. The appoinenen! of nationars of EquaLoriar cuinea, samoa and suriname r€suleed in these Member states ceasing to b€ unrepresented in Che Secretariat. In addition, one national of l.lanibia and one national of S1'ritzerland ' both noft-Member States, were appointed to these posts. 10. rn ils resotution 3'1/235, the General Assenbly reiteraEed the princiPle of wide geographical distribution throughout the Secretariat and welcotned the intention of the Secreta ry- cenera I to nonitor proqress towards that objectj've in departnents and nain offices. Procedures for noniloring their progress have been established. D. Staff at the senior level 11. The distribution of staff in posts at the senior level (D-I and above) subject to geographical distribuCion is shown in table C (a) according to the groups of Member states established by the ceneral Assenbly in resolulion 2152 (xxl) of l? l.lovernber 1966, These groups consist of developing countries ln Africa, Asia and the Middle East (croup A) , countries with developed narket econonies (Group B), developing countries in Iatin America and the Caribbean (Group C) and countrles ' for the vrith c entrally-p lanned econornies (croup D). The table shows the situalion years 1979 to 1983, ind.tcating the number of Menber States in each group ' the sun of the midpoints of their desirabte ranges, a ranqe for each group and both the lotal nunber of their nationals in posls subject to geoqraFhical dlstribution and in posts at the senior level. The table includes in brackets the number and percentage of female staff menbers. 12. This table has been prepared in response to a concern of the General Assembly, which, in its resolution 35/2]!O' reaffirmed the need to increase the representation of developing countries 1n senior and pollcy-fornulating posts while safeguardinq the principle of equitab!-e geogratrfiical distribution in accordance with the relevant resolutions of the Assembly. 13. In its resolution 31/235. the ceneral Assenbly stressed the inporcance of having the largest possib.l-e number of Member States represented at the higher levels of the Secretariat, that is, the D-2 level and abover and requesCed the Secreta ry- ceneral to include in his annua.l- reports on the conposition of the secretariat infornation on the progress nade in respect of lhe inprovement of geoqraFhical distribution 1n the Secretariat, particularly at the higher levels. The nunber of Member Slates with nationals occupying posts subjecC to geographical distribution at the D-2 level or above is 61 as at 30 June 1983. on 30 June 1982' the nunber of such Member states lras 57. slnce the annual number of appointments to posts subject to geogratr*rica1 distribution at these levels is few, and only six such appointnents have been granted in the slx and a half months between the establishment of this objective and 30 June I983, the aclievenent of tbe objective cannot be expected to be rapid. The distribulion of posts at the D-2 level and above by region and nationality on 30 June 1983 is shown in table 9 of the annex. The number of Menber Slates in each region which have none, one, !no, Ehree, four' five or nore of their nationals at these levels is shown in table C (b) '
