Galway Football League - Committee Structure. Honorary Chairman of the League. [email protected]. Honorary Secretary of the League. [email protected]. Honorary Treasurer of the League. [email protected]. The Officers serve with the League Committee as its board of management. Nine individual committee members representing all clubs on the league committee. The traditional sub-committees which are made up of the main committee members are: (i) Disciplinary Sub-committee (for red and yellow cards and other disciplinary offences). (ii) Football Sub-committee (Advisory group for running football. Makes recommendations to committee). (iii) Girls Committee. (iv) Rules Committee. 7. All positions up for election at each AGM. Reference GFL Rulebook for dates to apply for all positions. 8. Each league is entitled to the following positions on national bodies: (i) Two SFAI representatives. (This is dependent on the number of teams entered in SFAI Cups). (ii) Two FAI representatives. (iii) Two WFAI representatives. (iv) Two Connacht Junior Council members. (v) Two Connacht Youth Council members. 9. No more than two members from any one club can be on GFL Committee (inclusive of Officers) at any one time. 10. Club Secretary Meetings: 1-3 meetings held each season for information on running of leagues etc. Fines for non-attendance (no apologies) are applied. B) Galway Football League – League Structures. 1. Competitive leagues run from U12 (9-a-side), U13, U14, U15, U16, U17 (Youths), U18 (Minor), right up to junior (Adult) levels. 2. Non-Competitive Leagues run throughout the city and county at U9-10 (small sided games not GFL run), and U11 non-competitive (9-a-side). 3. The Galway Football League runs an Academy from U12, U13, & U14. 4. This academy highlights the elite players in each age category and helps them improve. 5. The Galway Football League enters Representative/Inter-league/County teams in a range of national competitions: (i) U12. (ii) U13. (iii) U14 – Kennedy Cup* (reference below SFAI). (iv) U15. (v) U16. (vi) U18. (vii) Oscar Traynor Cup – Junior Level. 6. Managers and Coaches are advertised by the GFL on its website and in the Galway Sentinel July/August of each season. 7. Minimum qualification on application for each position is Youth Certificate. 8. There is an Academy Head Coach who has remit over coaches. His remit is to ensure the Academy runs properly for the league. His email address is [email protected]. 9. The Football sub-committee (& Girls Committee) makes the final recommendations to the main committee before any managerial/coach appointments. 10. U12 Girls is 7-a-side. 11. Girls Leagues are U10, U12, U14, U16, U17 competitions.

All Girls leagues and league cups have unlimited subs (roll on/off). WFAI Connacht & National Competitions rules define the number of substitutes (5) allowed. Girls Interleague U14, U16 Gaynor competitions. Girls Interleague U18 being run as a blitz this year. U12 WFAI is blitz format run in October each year. Women’ Juniors League & League cups. Eamonn Deacy Park – Office Structures. The Galway Football League owns Eamonn Deacy Park, and operates on behalf of all the clubs in the league. All cup finals (where possible) are played in Eamonn Deacy Park. The office runs the daily business of the league. This is completed through the Administrator who is employed full time by the GFL Committee. The Administrator’s phone number is (087) 2465330. Email contact is on [email protected] or [email protected]. The Administrator reports to the officers in the first instance and also the committee at each committee meeting. The office business incorporates the entire logistics of running the league. The Office hours are 10am-3pm Monday to Friday. The Administrator through the office is the point of contact for referees and clubs on match days.

D) FÁS. 1. Through FÁS the up keep of the Ground is maintained by the grounds-man. 2. The current grounds-man is Noel Connolly. His contact email for pitch maintenance/advice is [email protected]. 3. Each season courses are run for clubs to learn how to maintain and improve pitches from Eamonn Deacy Park. 4. Two members of FÁS Staff assist with the daily business of the Office under the management of the Administrator. 5. Work duties would include items such as player registrations and general office duties. E) Connacht Football Association. 1. F) School Boys Football Association of Ireland (SFAI). 1. SFAI Council is made up of representative's according to numbers of affiliated teams per leagues (plus 3 rep's from the FAI). 2. SFAI Executive Committee: (i) Honorary Officers, General Secretary, and the officers plus 1 representative from the FAI. (ii) 1 representative from each of the 5 Leagues with the largest number of teams affiliated, plus 1 representative from each Province. (iii) This Provincial representative cannot be from a League with a direct seat as one of the 5 largest Leagues. 3. SFAI Competitions: inter-League U12, U13, U15, and U/16. SFAI Cups at U12, U13, U14, U15 to U16. 4. Kennedy Cup. This U14 competition is held circa second week of June of every year. It is the SFAI flagship competition. 5. It is held on the UL Campus in Limerick. Each schoolboy league is represented. The Scouts from all the top clubs scout players from this competition G) Football Association of Ireland. 1. The FAI Council is made up of 60 members from across the Irish football family. Council elects the FAI's President, a number of committee members and also pass major decisions. 2. The Board of Management comprises of ten members: the President (Paddy McCaul), Vice President (Tony Fitzgerald), Honorary Secretary (Michael Cody), Honorary Treasurer (Eddie Murray), Chief Executive (John Delaney), and the six chairpersons of the Development, International (Milo Corcoran), Domestic (Jim

McConnell), League of Ireland (Eamon Naughton), Legal/Corporate (Padraic Treanor) and Underage (Donal Conway) committees. The Finance committee is represented by the Honorary Treasurer rather than selecting a chairperson. 3. The FAI's Management team is made up of executive staff who report directly to Chief Executive Officer, John Delaney, and Assistant Chief Executive Officer, Sarah O’Shea. Fran Gavin

4. FAI Competitions, U17, U18, & FAI Junior Cup. 5. The WFAI are the branch that run ladies and girls football nationally. H) Rule Books. 1. GFL Rulebook on Website (Reference GFA Website). 2. CFA Rulebook (Reference CFA Website). 3. FAI Rule book (Reference GFA Website). 4. SFAI Rule book & Competition Rule book (not on any website, hard copy can be requested from SFAI). 5. FIFA/UEFA is the Rulebook at international level. 6. Laws of the Game – Referees Rulebook. I) Club Details. 1. New Club Committees are to email on their inception; phone numbers, and postal address of their club officers, in particular their Club Secretaries. 2. [email protected] is the official email address for all club business in and out of the league. It is the most transparent method for the league to communicate with each club. 3. The Secretary of each club should be the main user of this address. 4. Communications in and out to the GFL is through the Club Secretary, not coaches or managers. J. Referees (& ISRS) 1. Referees officiate at all competitive games. Referees are supplied with match cards for each game. 2. Referee Fees are confirmed at the start of every season. 3. Referees fees are to be paid prior to kick-off. 4. Referees are graded from Grade 4 up to Grade 1. Grade 1 being the highest standard. 5. This grading of Referees is carried out by independently appointed FAI Referees Assessors/Observers. 6. Referees can become members of the ISRS – Society for Referees. 7. The benefit of being a member in ISRS would be having first refusal on higher end quality games (finals) etc. 8. Each society has its branch. The Galway branch meet and review with all their members’ weekly/fortnightly. 9. Non-Society referees also officiate at games. 10. On completion of each game, Referees return that match card (and match report where applicable) to the GFL Office. 11. It is on these referees’ reports disciplinary action is taken by the GFL Disciplinary Committee. 12. The GFL have no jurisdiction over referees. Referees reports are final. 13. Where a club has serious issue with a referee’s report, they can communicate it with the GFL.

14. The League Committee (through the Office/Secretary) has recourse to appeal to the following bodies; (i) The local branch of the Society (if the referee is a Society Referee). (ii) The local observer/assessor (who should then monitor the referee in question). (iii) The Connacht/Ulster Regional Referees’ Committee (CU-RRC). Body of Referees who investigate complaints. (iv) The FAI Chairman of Referees.
