Consolidation – conversion of an agency-owned Fleet to a GSA Fleet-leased fleet. An agency’s vehicles are “assimilated” into GSA’s leased fleet to benefit from the cost per mile savings Consolidated Vehicle – a vehicle that is owned by a customer agency one day and GSA Fleet the next
