Ms. Thorsen explained that Commissioners Haughey, McKee, Maccoun, and Chair Reynolds must recuse themselves from the item, leaving a minority of Commissioners, which is not a quorum. Ms. Thorsen asked these commissioners to draw cards from one suit of playing cards to determine who would participate, with Ace low. Commissioner Haughey drew the low card and remained in the meeting; Commissioners McKee, Maccoun, and Chair Reynolds left the meeting. Ms. Thorsen provided a presentation. Commissioners asked clarifying questions about the order of when plans were submitted, and a building permit pulled for the window replacement. Ms. Thorsen answered their questions and explained that the design review application is on the consent calendar because it is a non-contributing structure and is expected to be a non-controversial application. Ms. Anthony, applicant, explained the progression of the home improvements and the process by which permits were obtained and inspected for installation of replacement windows. Ms. Thorsen provided further clarification and explained that the permit was issued in error without design review. PUBLIC COMMENT: Donald Dean, 257 West I Street, stated his concern with the existing sewer easement across his lot and the extension of her deck where the easement is located. He would want public easement and would like some assurance that the deck will not interfere with the easement. Ms. Anthony agreed that the easement should be public to ensure that the City has access to the line. Commissioner Delgado said the Commission could make that a condition. PUBLIC COMMENT CLOSED Referring to correspondence received, the Commission asked clarifying questions about the regulations of animals. Ms. Thorsen said animal keeping is not under the commission’s purview. She said the floor plan for the addition is residential in nature, showing only a bedroom and a bathroom. Commissioners recessed the meeting so that city staff could research permit records and provide a copy of permit drawings for review. Meeting Recess: 7:16pm Meeting Continued: 7:23pm 3
Following some additional discussion regarding window replacement and the location of the sewer line, Commissioner Delgado made a motion to approve the design review as submitted, with an additional condition that the easement is verified with the understanding that the City is satisfied. Commissioners McKee, Maccoun and Chair Reynolds returned to the meeting at 7:40pm. 7B. APPROVAL OF DESIGN REVIEW TO REPLACE THE ROOF AND ALTER THE ROOFLINE ON THE REAR ADDITION AND REMOVE NON-HISTORIC ASBESTOS SIDING AT 260 WEST H STREET; AFTER A DETERMINATION THAT THE PROJECT IS EXEMPT FROM CEQA Staff Report 1- Draft Resolution.pdf 2- DPR Form 523A 3- Plans 09112017 Commissioner Maccoun and Chair Reynolds were excused from the meeting. Ms. Thorsen provided a presentation. Mr. Reynolds (Chair) addressed the Commission regarding the scope of work. He read a letter written of support by a neighbor to the Commission. 4

Chair Reynolds returned to the dais and Commissioner Maccoun returned to the meeting. 8. Ms. Thorsen explained the process working with the consultants and an announcement would be made shortly. Ms. Thorsen reported that the update to the Downtown Historic District Design Guidelines will be agendized for discussion at future meetings. The Ad Hoc Advisory Group is in place and staff will post the meeting notice and provide information on the City website. 9. COMMUNICATIONS FROM COMMISSIONERS Commissioner Haughey asked staff for an update on the mural painting on historic buildings. Ms. Thorsen said she would provide an update for the Commission. 10.
