1. The general economic situation in the country (GDP growth rate, inflation unemployment, external trade balance, political and economical topics no more than 5‐6 lines) 1‐ Iran’s General Economical Situation Economical vice‐president of Central Bank, has announced the economic growth of 3 percent for Iran, considering the International Monetary Fund’s (IMF) forecast. Due to the oil price increase in last 4 decades, the inflation rate was diminishing in last decade in the way that in November and December (Azar) of 2009 the price growth was in its lowest level of 7.4, although from the January to March of the next year, it has amounted 10.3. Iranian Statistics Center has reported the rate 14.6% for unemployment. The director general of commercial planning department of Trade Promotion Organization of Iran expressed that Iranian foreign business in last year was USD 153 billion, that shows the economical power growth of the country. According to the WTO, foreign business of Iran is USD 173 billion. 2. Summary of The economic trend in The textile sector(no more than 5‐6 lines) Due to lack of proper attention and needed supports, Iran’s Textile Industry has encountered serious problems, which has clear and visible effects on textile products. Hence, we hope that the following affairs can be useful and make a new horizon for this industry. 1‐ Replacing old and timeworn machineries with new and modern ones and maximum usage of the installed machines. 2‐ Optimum using of labors and eliminating extra ones, continuous training related to the job, and making proper relationship between industry and universities. 3‐ Financial support of factories for providing good raw materials and solving monetary problems. 4‐ Converting non‐generating assets to usable ones. 5‐ Making efforts for providing proper raw materials in order to produce high quality products. 6‐ Proper control and supervision on production for monitoring quality in three levels of raw material, production process and final product. 7‐ Optimum using of Information Technology and caring about design and R&D departments. 8‐ Effective utilizing of scientific systems of marketing and sale benefiting from suitable advertising methods. 9‐ Providing bank loans with lower interest for textile industry 10‐ Eliminating economical abuses and making equality in all enterprises 11‐ Revision in laws and regulations related to commercial and exporting, and reduction in taxes in the industries specially textile industry 12‐ Rectification and improvement of working and insurance for the industries with high rate of employment such as textile

13‐ Preventing goods smuggling and irregular import, and make fabric import official and certified 14‐ More cooperation between chambers of commerce and NGOs in textile field in order to provide useful information for production and export 15‐ Making proper culture for removal negative thoughts on Iranian industries specially textile industry, in order to encourage people to use domestic products

It is reported that some Italian companies used UAE as an intermediate for export to Iran, so it is estimated that the difference between Germany and Italy exports to Iran is less than the amount shown in the table. 4.1 Textile machinery market dynamic during last decade Table 3.1. According to the Iranian customs administration data, UAE has a considerable role (as a re‐exporter) and is necessary to be included in the International comparison. However, this report consists of exporting countries data from UNSD (united nation statistic

division) for world export to Iran and has mainly analyzed exports of 14 major textile machinery exporters to Iran. Both SITC 724 and HS systems are used to reach better approach and analysis of the market. Countries are sorted in their amount of their export to Iran in 2009. Table 3.2. For the finishing period, in 2008 Italy was the second textile machinery exporter to Iran, above Germany and narrowly after chine, who has shown great growth in his export to Iran in last 5 years. Meanwhile in 2009, while total Iran’s import of textile machinery has decreased by 4.5%, Italian export to Iran shows an important decrease of more that 33%, and Germany (known traditionally as the first exporter of textile machinery to Iran) has increased its export by 14.7%. The other fact is that Iran’s import from Italy has the share of 1.88 of total Italian textile machinery export, whilst this number is 1.32 for Germany. This shows that Italy has had a better market penetration in Iran compare to Germany, while still away from China as the biggest textile machinery exporter with the share of 2.62. There are also some other countries that Iran has higher share than average (1.78) in their total export such as Australia (6.76), Turkey (7.81), Korea (2.63), Belgium (2.03).

4.2. Textile machinery market dynamics by categories in details (2005) Information for the next years is not uploaded in the UN website. So the Iran’s customs data are used. Therefore, Iranian year is used in the following statistics, which starts from March 21 and ends in March 20.

The last column shows the statistics of first 5 month of the Iranian year and cannot be compared to the others. Table 4.1. shows a serious decrease in total Iran’s import of textile machinery in the last period (2009‐2010) by 43%. (from US$ 426 million to 241 million). In spinning section, we observe a significant reduction in machinery import, 49% in 2008 and another 27% in 2009. Comparing to total textile machinery import, spinning section shows reduction and have the share of 20%, while it used to be half of the textile machinery import in last periods. Meanwhile, the share of spinning in world export in textile machinery has also reduced from 19.9% in last period (1997‐ 2003) to 13.8%. For weaving section, we see a similar trend, with a important difference, that it has experienced a great increase (more than double) in 2008 and a significant decrease after that (about 30%), and also another slight reduction in the last year (5.8%). Since these two sections (spinning and weaving) have always played important roles in textile machinery import, the considerable reduction in total import is mainly caused by them.

In knitting and finishing, any important and significant rise or fall cannot be seen, although there’s a high increase in texturizing and drawing of synthetic yarns in 2009 and then returning to normal. Iran’s knitting and finishing import has lower share in total than in the world. In non‐woven section, although we observed good investment up to 2006, in recent years it has significantly decreased and has remained in low level, with slight up and down.

Whilst Iran used to be among 20 first importers in 2005, now does not possess any place in the list of 2008 and 2009. This can be justified in two points of view. One is the world situation and the investment of other countries such as Pakistan, which have invested largely in this industry. The other point is the investment condition in Iran that has somehow reduced due to some economical problems and the lack stability in situation and safety of investment. In 2009, Italy had less than 20% of total Iran’s spinning machinery import that shows a reduction compare to last periods. Germany, Italy and recently China play the main roles in spinning machinery import.

Germany, Italy and Austria benefited from Iran are weaving machinery market in 2009 (87% of total market). But, Japan as biggest weaving M/C exporters of the world had an insignificant share in Iran market. Italy has got higher percentage compare to last periods, and Germany, as the top exporter to Iran, has got stronger. Due to investment in Polypropylene bags circular weaving machinery, Austria weaving machinery exports to Iran is significant. Belgium exported weaving machinery to Iran mainly for making woven carpets, and due to carpet market in Iran that doesn’t spend good times (specially there’s no need for new investment), its export is too low. Although China has improved in world export market and also in other parts (rather than weaving) in Iran, it doesn’t have a good share in Iran’s market. Italian rapier weaving machines are very famous in Iran, but Iranian weavers (mainly small units) import second‐hand Italian rapier weaving machinery from Italy.

4.2.3 Knitting category In 2009, Germany is still the top knitting machinery exporter to Iran, although its share has a great reduction from 77% in 2005 to 25.6% in 2009. In this period, Italy has increased its share more than 4 times to 11.6%. The most important change is China that has reached to 30% of Iranian market. The main reason is their low price. Iran’s imports of accessories for textile machinery in 2009 shows a 47% decrease compare to 2005. Germany and Switzerland are again the most important exporters, while their share has reduced and Italy and China are now two other main providers. Italy’s export in this part shows a good improve compare to last periods.

Compare to 2005, Iran’s import of non‐woven machinery has a great reduction of 86%, from more that US$ 39 million to 5.3 million. Germany plays the main role in Iran, and Italy and China has a small share in Iran’s market. Other countries do not have significant share in Iran’s market.

4.2.6. Finishing category Italian Finishing machineries are strong in the world. Although Italy was second in Iran’s market before (Germany was the first), in 2009 Italy has significantly higher share and reached over 36% of Iranian market. The figures show a considerable reduction for Germany and Switzerland, and China and Turkey has got high share.

5.Positive qualities of Italian textile machinery production and trade Italian textile machinery is generally accepted as high quality and simultaneously with proper price in Iran. In some sections such as semi–worsted spinning, rapier weaving machinery and finishing, Italian machinery are very well–known in the market and generally accepted as the best ones. It must be mentioned that with regard to investment trends in Iran’s textile industry, investment in finishing has grown considerably and regarding the tendency toward high quality finished fabric, this trend will continue and Italian machinery manufacturers will have good opportunity in this segment. In short staple spinning part, Italian Machines have a long experience in Iran with good background, but needs to regain investors’ reliance. Totally, having good background in both quality and price, Italian manufacturers have great opportunity in Iran’s market. A new competitor rather than well‐known European Manufacturer is China. With the low price that China has presented its products, one should give a competitive advantages and price, and extra advantages in functionality and quality.
6. Shortcomings of Italian textile machinery production and trade As seen in this study, Italian textile machinery manufacturers have had a good growth in Iran market share compare to last five years. However, there is still good potentials for getting larger share, as well as the opportunities of expanding the market itself. The fact about Iranian market is that there are still lots factories with old machinery which need rehabilitation, and also many existing processes of garment production from fiber to cloth are done traditionally and can be modernized with brand new machinery and equipments. This is more sensible specially in finishing section. There are still many traditional fabric finishing in different sections, especially in knitting products that finishing is being done in small enterprises and workshops without proper machinery. Some other reasons that have negative effect on Italian machinery sell in Iran can be mentioned as follow: ‐ ‐ ‐ ‐ ‐
Iranian tendency toward the famous names of manufacturers Lack of enough ability of representatives for marketing and services Low knowledge and information of some investors Difference between high quality machinery and low quality ones cannot be easily distinguished Decrease in new investment in Iran Industry

Iran’s industry situation has got somehow complicated. There are different negative and positive points. In recent years, Iran has encountered some international sanctions. Regardless the reasons, this will cause some problems for investment consist of Monetary and Banking problems, restrictions in providing some chemicals and technologies, effects on domestic economical situation, etc. Moreover, political and economical conditions, concludes in instability of investment and might affect the opinions of investors. Besides, the factors mentioned, will affect on the price of raw materials, and by adding to their price, the final products cannot be competitive with products of other countries and especially Chinese ones. That’s while the import of garments cannot be thoroughly

controlled and producers will face challenging market competition. Hence, investment in Iran might be low in the coming years. On the other hand, as mentioned before, there are many old machinery in Iran that have to be changed or repaired, so it is e good opportunity for machine manufacturers to sell. Moreover, the viewpoint of textile consumers in Iran has changed, and needs for high technology for variety in design and high quality is felt. This will result in requirement for production of fine and different middle and final products, and among the processes, finishing has an important role for changing the product to fashionable and innovative requirement of market, while there is not enough good finishing facilities for different products in Iran. Expected changes The most important changes that might affect textile investment and production, is the elimination of subsidies in Iran that will cause in a significant increase in the price of energy and related materials. So far, electricity, water, gas and other kinds of energy had large amount of governmental subsidy, and that was why investors didn’t pay much

attention to the machinery consumption. By making the rule of eliminating subsidies practical, this factor will show its importance to Iranian. 12. New laws and regulation for the textile industry enacted in the period taken into consideration As mentioned above, one of the most important changes in laws and regulations is the elimination of governmental subsidies. Another important law changing is about the addition 3% of value added tax which has not been performed till now. Other important law changing that has recently happened is the prohibition of cotton import that has made serious anxiety to yarn producers. Of course these kinds of regulations will face changes in future. 13. Tenders in the period considered (please indicate the details of the tender and briefly illustrate its object) There are not any kind of tenders regarding the textile machinery and material orders. Public section orders are dramatically diminishing and private customers directly negotiate towards purchase of machinery and raw materials. There are some governmental tenders for some textile and closing such as army and police uniforms and also for other public usages. Some governmental old factories have been sold to private or semi0private sections. 14. New joint‐ventures between textile producers or textile machinery manufacturers, if any (specify only partners and objects) There’s in fact no serious case of joint‐venture between foreign textile machinery manufacturers with any Iranian partner. In textile production, there are some investments from Turkey investors, the important one is the case of M/S “Nasaji Mazandaran” which has been bought by a big group from Turkey, but no practical affair has been done yet. In Iran required funding is available and also Iran’s textile industry essentially is not oriented toward export markets, so foreign investments actually were not finalized.
