LAYAC Basketball Rules Participation LAYAC basketball is based on grade levels (not age) and will be divided into the following classifications: Kindergarten: co-ed instructional Boys: Grades 1, 2, 3, 4, 5, 6, (7/8) Girls: Grades (1/2), (3/4), (5/6), (7/8) If needed, grade levels can be combined to fill rosters but those teams have to compete at the higher grade level. Any player can play up a grade without board approval. All requests to play down have to be presented and approved by the LAYAC board.

Registrations and Fees Each participating organization will be responsible for setting their own dates for registration and establishing their fee schedules. There will be no gate admission for the games. All expenses are to be paid by LAYAC and charged back to each individual participating organization based on number of teams.

Season Dates for the start of practices and the start of the season will be established by the basketball directors with LAYAC board approval each year. If possible, practices will start on or about the second week of November with the season starting the first or second week of December. Weather and schedule permitting, one or two games will be played before the Christmas break. The season will consist of 8 regular season games before playoffs. The season will end no later than the second week of March.

Practices No more than two practices a week are allowed per team with a maximum time per practice of 1 ½ hours. Each participating organization will schedule and monitor their practices and locations. Any violation of practice amounts will result in coach suspension and possible team forfeit as determined by the LAYAC board and the basketball directors. Kindergarten teams are allowed (1) one hour practice per week, not including the game day instruction.

Coaches Each team is allowed a maximum of three coaches on their bench. No parents, except for the three coaches are allowed to sit behind a team’s bench. Only one coach is allowed to stand during play. All other coaches must remain seated on the bench. With the exception for the first two games in Grades 1-2, the coaches must remain in the coaching box.

Team Rosters All team rosters will be submitted to the LAYAC board no later than one week prior to the season start. Each participating organization will maintain roster copies as well.

Game Day Rosters Teams are to submit full and complete team rosters to the scorekeeper no later than 5 minutes prior to the start of their game. No player can be added to the roster after the start of the game. If a player is on the roster at the start of the game and does not show up, the coach is to notify the scorekeeper to remove the player from the roster no later than half time of the game. If a late arriving player shows up prior to half time, the player is expected to comply with the approved playing time guidelines.

Game Starts All teams are expected to be warmed up and ready to play at their designated game time. If possible, all teams will be given a minimum five minute warm-up prior to game start. No game will start earlier than the scheduled time. All teams must start the game with a minimum of five players to avoid forfeit. A team can continue with less than five on the floor due to injury, foul elimination, or ejection. If a team has only 4 players when their game is scheduled to start, the game will be recorded as a 2-0 forfeit. If coaches from both teams are in agreement, a game can still be played; however, the results of the game will not be recorded.

Playing Time With the exception of the co-ed Kindergarten instructional league, the following playing time rules apply to all games in all grades: 



 



All players must play a full quarter before the start of the 4th quarter. The definition of a full quarter is that the player starts a quarter and finishes the same quarter, without substitution. If a player, who has not fulfilled their full quarter requirement, enters the game at some point during a quarter, that player must still play an entire additional quarter before the 4th quarter. Two halves, or portions of multiple quarters, do not equal the full quarter requirement. The scorekeeper will notify the coach at half time regarding any player who has not fulfilled the full quarter requirement by halftime and those players will have to start the 3rd quarter and remain on the court the entire 3rd quarter. If a player enters the game for an injured player during a quarter, the replacement player must still play another full quarter before the start of the 4th quarter. If a player commits 3 fouls in the first half and has not yet completed their full quarter requirement, a coach may substitute for the player to save him/her for later in the game. The player must then complete his/her full quarter requirement by starting and playing the entire 3rd quarter. If a player has completed their quarter requirement, they can be substituted at any time for another player that has completed the quarter requirement. Substitution Examples o

If you have 10 players 5 play in the 1st quarter and 5 the next. In the 2nd half you can sub at will.

An 11th player would have to play the whole 3rd quarter.

o

With 7 players, 2 players would play the entire 2nd Quarter and can't be subbed out.

Kindergarten Co-ed Instructional 

         

All time slots for games will consist of one hour. The first 20-30 minutes will be allotted for instruction. The last 30-40 minutes will consist of playing the game against the scheduled opponent. A single coach, per team, is allowed on the floor at all times as long as they do not interfere with play. Goal Height 8’ 27” Junior ball Man-to-man defense only No press No Full court Defense. No Full court Defense. Free Throw line 12’ Defenses can defend starting after the ball crosses the time line (Volleyball) as marked. After passing half court, the ball has to cross the defensive boundary (volleyball line) within 5 seconds via dribble, shot, or pass (which will be counted by the referee) or the defense can release from the boundary and defend the entire court. Any shot beyond the 3 pt line will only count as 2 pts. No fast breaks Lane Violation will be 5 seconds 2 Timeout per team each half Overtime 2:00, 1 addt’l Timeout. No remaining timeouts from the game are allowed to carry over to overtime. A maximum of (2) overtimes will occur. If a third overtime is needed, the game will be decided by sudden death (first team that scores). Jump balls will occur at the start of each overtime.

A coach from each team will be allowed on the court during the first two games for instructional purposes as long as they do not hinder play. Starting in game 3, coaches must remain in their coaching box.

Boys and Girls 3-8        





 

Press o Full-court press is allowed the entire 4th quarter. No press is allowed when leading by 10+ points. Once the deficit is under 10 points, you may resume press. If the defending team violates this rule, the game clock will stop and they will be issued a warning. One warning per game. On the second violation and any additional violations, the game clock will stop and the defending team will be charged with a technical foul. 2 Timeouts per team each half Lane Violation o Boys 3-4 and Girls 3/4 5 sec. o Grades 5-8 3 sec. Overtime 2:00, 1 addt’l Timeout. No remaining timeouts from the game are allowed to carry over to overtime. A maximum of (2) overtimes will occur. If a third overtime is needed, the game will be decided by sudden death (first team that scores). Jump balls will occur at the start of each overtime.

Running Clock A running clock will occur, in all age groups, if a team is ahead by more than 20 pts. Once the deficit is under 10, normal stoppage of clock per rules will occur.

Playoffs Weather permitting, playoffs and grade level championships will be played over two weekends at the end of the regular season. Tournament seedings will be determined by: (1) overall records; (2) head-tohead results; (3) blind selection or coin toss if two or more teams are tied and cannot be determined by records or head-to-head results. Trophies will be awarded to first place champions in each age group.

Conduct It is expected that all players, coaches, and fans will conduct themselves in an appropriate manner during all games per the LAYAC Code of Conduct. Game referees have authorization to penalize, remove, or eject any player or coach for conduct in violation of the code of conduct. If a fan becomes disruptive during a game, the referee can stop the game and the following will occur: (1) Referee to ask coach to talk with disruptive fan and issues a warning to the team; (2) if fan continues to be disruptive, the referee will issue the coach a technical foul and eject the fan from the game. All ejections will be reviewed by the LAYAC board, basketball directors, and possible Resolution Committee for subsequent punishment or suspension.
