Standing Orders of Marlow Youth FC The following Standing Orders of Marlow Youth FC (“Club”) form a part of each AGM for each season and are adjusted from time to time by the members at an EGM or AGM in line with the Constitution and Club Rules. These Standing Orders replace all other commitments and arrangements made by the Club.
Marlow FC One Club The Club operates in close cooperation with the main club Marlow FC. Marlow Youth FC shall adopt the same branding as Marlow FC including changing the logo/badge to be the same as Marlow FC. Marlow FC and Marlow Youth FC benefit from a mutual set of objectives with regard to football within the Marlow community and from ages Under 7 to the full first team. Communications with Wycombe District Council, parents, the FA and other bodies make it clear that the two constitutional clubs act in a cooperative and mutually beneficial way. The benefits of sharing a common brand ‘Marlow FC’ is that; • •
Increased participation across both constitutional clubs from players, coaches, spectators, parent helpers, officials and Club Officers Common objectives for the Oak Tree Road relocation are clearly communicated It is therefore logical that the same logo and brand ‘Marlow FC’ is used by both Clubs.
To increase the collaboration and form closer ties with Marlow Football Club, the Club wishes two or three individuals apply for membership of the main club per season. The purpose of this is to continue the gradual process of aligning the goals of Marlow FC and Marlow Youth FC Youth whilst maintaining the necessary separation of entities. •
Marlow Youth FC will cover 50% the costs of the £10 a year membership for all years that the individual is actively involved with Marlow Youth FC in a committee, manager or coaching role etc.
Sovereignty of Clubs The two Clubs act a sovereign Clubs, that is to say that they have their own Constitutional and legal boundaries that define their own Chairman and Committee structures. This has operated satisfactorily and reflects the different nature of Youth and Men’s football. However, where they chose to co‐operate there needs to be a document to clarify this co‐operation. Further clarification maybe needed from time to time and the Club Committee is tasked with obtaining that clarification.

Aims of Marlow FC – Colts and Youth Sections The aim of the Club is to improve the lives of young people from 6 to 18 years by giving all footballers the chance to make the most of the opportunities that football can bring. We encourage all young people including those with disabilities, boys and girls to thrive through football participation. Our aims are to: ¾ ¾ ¾ ¾
FA Community Charter Standard club Provide structured training and league match experience for boys and girls aged 6 to 18 Ensure all youth football complies with FA guidelines on Child protection Create an environment of continual improvement towards best practice in coaching, facilities, pitches and support for both children and managers. ¾ Feed Marlow Football Club with skilled young adults with a positive attitude towards their local club
Members Members are registered as players with the team managers and fully paid up with the Club Treasurer who will inform the Club Secretary of the same and any additional members as registered with the Club Secretary. Membership of Marlow Youth FC is made up of: a. b. c. d. e. f.
All parents/guardians/carers of a registered player All coaches and managers Marlow FC Secretary – Honorary member. Marlow Sports Club nominated committee member All the previous Chairmen of the Club Anybody accepted as a member by the Club Committee

Therefore these Standing Orders to not repeat those documents provided by the FA under the Charter Standard as these have been adopted without alteration. The only exception to this is the following two documents to which Marlow Youth FC have attached an addendum; • •

Club Committee The aims of the Club Committee are; ¾ Develop facilities and pitches ¾ Allocate the pitches to teams ¾ Maintain a written understanding of the co‐operation between Marlow Youth FC and Marlow FC Committees. ¾ Provide insurance ¾ Provide managers and assistants with guidance and support in terms of fund‐raising, training, insurance and templates for team administration ¾ Maintain a succession plan for committee members. ¾ Present a professional and unified image to players, parents and other clubs ¾ Ensure compliance with affiliation requirements of the FA and the local leagues. ¾ Organise the Marlow tournaments ¾ Provide backup when teams fail

Club Committee The terms of reference for the Club Committee are the Constitution and these Standing Orders. The Custodians of the Club are; • • •

Marlow FC – Youth Football Committee The terms of reference of the Marlow FC – Youth Football Committee are the Constitution and these Standing Orders and the following specific terms of reference; The Club Committee hereby establishes a sub committee (Marlow FC – Youth Football Committee) for the purposes of organising the Marlow FC – Youth section football for players from Under 12 to Under 16. The objectives are; • • •
Organise the pitches and coaches needed to support the programme of football for the year Undertake the liaison role for the respective league on behalf of all teams in the section Organise social events for the section
The Marlow FC – Youth Football Committee shall consist of; • •
A Chairman Any member of the Club at Youth level

The Development Committee Objective The Development Committee has been established as a sub committee under the Marlow Youth FC constitution to assist with development projects that will; • • • •
Increase the pitches and resources available to the club Increase the coaching and quality of football at the club Carry out specific development projects Increase the “Club Buzz”
Finance Policies Club Cash Reserves The following policies apply to the maintenance of a cash reserve; • • • •
We will always have a balance of £5,000 in the bank to cover short term needs We will have £10,000 in the bank at the end of the season Over a three year cycle we will make an operational surplus We will establish a ‘£25,000 war chest’ to secure long term tenure for pitches and training a charge of £12 per member shall be made in the Club Fees until the war chest has been filled

Club Membership Fees As One Club we charge parents one fee at the start of each season to cover the major costs of the teams for the season. The one fee is made up of four parts. The following fees payable by each playing Member are charged by the Club and collected via the Treasurer/Manager of each respective team. All fees must be received by the Club Treasurer before half term in October. • • • •
Club Fees; Admin, insurance, kit fund and FA registration War chest; £12 per member Pitch Fees; charges for use of Marlow Sports Club, Great Marlow, Foxes Piece, Riley Park or Gossmore pitches for matches and/or training Team Fees; set by the individual team
CASC Donation Once the Club has a CASC accreditation each member will be asked to donate £20. At the same time the Club Fees shall be reduced by £20 (£10 from the Team Fees, and £10 from the War Chest).
Capital Expenditure Capital expenditure of up to £5,000 per annum can be authorised by the Club Committee
Club Secretary The role of club secretary has significant administrative duties. The Club Committee shall agree a suitable commission for the Club Secretary.
Insurance The Club holds insurance to cover the policy covers for all registered players typically; • • • •
Death or injury while taking part in; matches, travel to away matches, training and social activities (2010 policy £2,500 ‐ £5,000) Employers liability (2010 policy ‐ £10m) Public liability (2010 policy‐ £1m) Legal defence costs (2010 policy ‐ £1m)
Marlow Sports Club Tea bar The Club Committee shall agree each season with the operator of the tea bar a cost sharing arrangement whereby; • •
The operator receives a minimum fee for each day they operate the tea bar The Club Committee shall agree with the operator the prices

65% of the remaining profits from the tea bar (after the minimum fee) will be contributed to Club funds and 35% as an additional incentive payment to the tea bar operator
The Colts The colts training held at Marlow Sports Club on Saturdays requires a budget set by the Club Committee from time to time to cover the following • •
Contribution for use of the Marlow Sports Club Equipment, balls, bibs and goals etc
Club Grants Hardship Fund It is understood that not all players will be able to afford the Club Membership Fees. A hardship fund is established to help these players. Hardship Fund request should be sent to the Chairman.
Coaching Grants The Club provides coaching grants as follows; •

100 percent of the fees for: • FA Enhanced CRB checks • First Aid courses • Referee qualifications • Child Protection Workshops 50 percent of all FA Coaching qualifications up to Level 3 (UEFA B)
Marlow FC – Membership Grants •
50 percent of the costs of the £10 a year membership of Marlow FC, for all years that the individual is actively involved with Marlow Youth FC in a committee, officer, manager or coaching role etc
School Grants •
The Club will purchase £200 of Football Equipment for Great Marlow School every two years
Marlow FC Payments The Club will make payments either centrally of by teams for the following; • • •
Use of the pen at cost Use of Oak Tree Road for the Tournament £1,500 Use of Oak Tree Road by Under 16 £1,000

Kit The Club will purchase a new team strip (either home or away) for all teams when they start the new season as Under 7, Under 11 and Under 14 or as the Club Committee shall determine from time to time. All kit, purchased by the Club remains the property of the Club.
Team Support Grant Each team may apply for a grant of £100 not more than once every two years towards football equipment.
Primary School Support Grant Each year at the discretion of the Club Committee a donation is made to a primary school in Marlow to support football at the school. The grant is between £200‐ £300.
