Extensively used over the last 12 months as a source of factual information Referenced in a number of reports including LGNSW and NRMA Reports the annual funding gap for regional and local roads in NSW Data collection for the next report has been postponed for 12 months Five sets of reports back to 2006 will continue to be available on the R&TD website

IPWEA (NSW) Regional Forum Outcomes 11 one day forums held in February and March 2016 Covered both Regional and Metropolitan NSW providing a medium for 2 -way communication Specifically provided feedback on the status of knowledge of:  Road Design  Pavement Design  Road Construction  Road Maintenance  Road Safety

Road Design

Road Design Limited knowledge of the basic geometric road design principles Shared design process Limited end-to-end overview of projects Detailed information to assist designers is readily available

Pavement Design Only basic understanding of the principles of pavement Shared design process Limited end-to-end overview of projects Detailed information to assist designers is readily available

Road Construction There is not adequate testing and certification of road materials being delivered to site Understanding of the need to comply with specifications is limited Consideration of the cost of testing against the improvement in road performance needs attention

Road Maintenance The use of improved design and construction methods to reduce maintenance costs is in its infancy Limited funding for reconstruction is resulting in less than optimum outcomes Research into the performance of products and techniques in not being funded

Road Safety During calendar year 2015 there were 348 deaths on NSW roads 60% of deaths were on regional or local roads under the care of Local Government That is 209 deaths on our roads Of the 451 delegates that attended the 2016 Regional Forums only 2 councils indicated that an adopted Strategic Road Safety plan is part of their council’s Integrated Planning and Reporting

Funding Programmes Increased funding provided to NSW Councils since the last Congress has included: $50 million from the NSW Government through Round 2 of the Fixing Country Roads Programme $40.58 million from the Australian Government for 55 projects through the Bridges Renewal Round 2 Programme $52.44 million for 25 projects under Round 4 of the Heavy Vehicle Safety and Productivity Programme $53.5 million from the Australian Government under the Black Spot Programme in 2015 -16 $225.1 million from the Australian Government for NSW Councils in 2016-17 under the Roads to Recovery Programme.

Other Projects Practice Note 9 Condition Assessment & Asset Performance Guidelines was completed in conjunction with Peter Way for NAMS and was released in 2015 The Easement Guidelines document prepared by the Water Directorate and the Roads & Transport Directorate was published in mid 2015 Road Hierarchy for use by Local Government developed The IPWEA (NSW) Road Safety Panel was re-established in late 2015 and has continued to meet on a regular basis

Country Bridge Solutions Over the past 2 years the R&TD Bridge Working Party has assisted RMS in the development of the Country Bridge Solutions Project. Specific involvement has been through: Discussion and review of the project concept Review of the initial Suitability and investigation guide documentation Precast deck units for the assessment site in Tenterfield were lifted into place last Wednesday

R&TD Advocacy The Roads & Transport Directorate represents members interests the involvement in: The Grain Harvest Management Scheme The Livestock Loading Scheme RMCC Steering Committee Fixing Country Roads Technical review Panel Australian Government Bridges Renewal Programme Technical Review Panel The Austroads Assets Taskforce

National Heavy Vehicle Regulator The National Heavy Vehicle Regulator continues to be active in opening up freight routes across Australia. Currently the regulator is in the process of implementing: o Performance Based Standards (PBS) access o Special Vehicle Permits o Pre approved routes Detailed information to assist councils is available on the NHVR website Transport for NSW is currently working with NHVR and ARRB to develop a Route Assessment Tool (RAT) to assist councils in making assessments

A Final Comment We had initially invited Rod Hannifey with his TRUCKRIGHT Industry Vehicle to be part of this year’s Congress. We had anticipated parking his display vehicle showcasing the Safety Features of Heavy Vehicles in Macquarie Street. This was not to be as approval could not be obtained to close one lane of Macquarie Street during the day due to the recent closure of George Street.
