Loudoun South Little League Local Rules – Fall 2012

Interleague Rules and Regulations The 2012 Little League Baseball Official Regulations and Playing Rules (the “Green Book”) will govern all play not specified below.

Mandatory Play A continuous batting lineup shall be used for all games. Free substitution is permitted for all defensive positions. No player shall sit out two (2) consecutive innings, nor shall any player sit out a second inning prior to all eligible players sitting out an inning. No player shall sit out a third inning prior to all eligible players sitting out two (2) innings. If circumstances arise whereby a team cannot field the required nine (9) players before or during a game, replacement player(s) shall be used:   



A replacement player may not pitch. Replacement player(s) may be from the same league as the team, or from the opposing team. If a replacement player is from the same league – o When a Manager knows in advance that his team will have fewer than nine (9) players present at the start of a game, or will have fewer than nine (9) players after the game starts, then the Player Agent from the same league shall assign replacement player(s) per Green Book Regulation V(c); such replacement players provided shall play at least nine (9) consecutive defensive outs and bat once, per Regulation V(c)(1). If a replacement player is from the opposing team – o If a team has fewer than nine (9) rostered players present at the start of a game, the opposing Manager shall select replacement player(s) to be provided to the team to enable the game to proceed. o If, during the course of the game, a team subsequently has nine (9) or more rostered players present (late arrival, etc.), AND at the Manager’s discretion the late-arriving player(s) will be inserted into the game – subject to meeting ALL mandatory play requirements – then the replacement player(s) shall be returned to the opposing team, who shall insert the returning player(s) at the end of their batting lineup without penalty. o If, during the course of the game, a team shall fall below the required nine (9) players, the opposing Manager shall select replacement player(s), who shall be inserted at the end of that team’s lineup without penalty. o Any mandatory play accumulated by a replacement player from the opposing team shall be credited to the player based on participation on either team. o A replacement player from the opposing team may be used for a maximum of three (3) complete innings (Junior League – four [4] complete innings), at which time a second replacement player shall be used. A second replacement player, when necessary, shall bat in the same position as the prior replacement player.

The Pitcher Each pitcher may pitch a maximum of three (3) innings per game (Junior League – four [4] innings per game). All other Little League rules and regulations regarding the pitcher shall be in force for the Fall season.

The Runner Courtesy runners are encouraged for both the current pitcher and catcher of record, or for a pitcher or catcher entering the game at that position in the next ½ inning, for purposes of speeding the game along. A courtesy runner shall be the player who made the most recent out. As a continuous batting order shall be used, Rule 7.14 (“Special Pinch Runner”) shall not be used.

The Offense A maximum of five (5) runs per team per ½ inning shall be allowed. EXCEPTION 1: during the 6th inning or later (Junior League – 7th inning or later), each team may score an unlimited number of runs before three outs are recorded OR bat a maximum of two (2) times through the entire batting lineup. EXCEPTION 2: in each game of a double-header, during the 5th inning or later (Junior League – 6th inning or later), each team may score an unlimited number of runs before three outs are recorded OR bat a maximum of two (2) times through the entire batting lineup.

The Umpire The host league shall supply two (2) umpires. The guest league may provide additional umpires for training or learning experience. NOTE: in some situations the host league may not be the Home team due to scheduling constraints. If host league umpires are not available, the Home team shall be responsible for providing a home plate umpire, and the Visiting team shall be responsible for providing a field umpire. NOTE: all games MUST have a minimum of two (2) umpires.

Starting and Ending the Game The host league shall be responsible for all field preparation and tear down, and the guest league shall assist with field tear down, to include garbage collection and disposal. NOTE 1: in some situations the host league may not be the Home team due to scheduling constraints. NOTE 2: in the event that both teams are from the same league, then that league’s field preparation and teardown responsibilities shall apply. The Home team shall occupy the first base dugout. The Home team shall provide two (2) new game balls for each game. Additional game balls in good condition shall be provided by the Home team as needed during the course of the game. For double-headers, each complete game shall consist of only six [6] innings . No new inning may start after two (2) hours (2 hours and 15 mins for Juniors). An inning begins immediately upon the end of bottom of the preceding inning. Time permitting, extra innings shall be played, if necessary. The game will end and there will be no pitch after two-and-one-half (2½) hours [2 ¾ hours for Juniors]. The results from the end of the previously completed full inning shall stand. Games may end in a tie.
