Red Land Little League 2016 Minor AAA League Rules OFFICIAL LITTLE LEAGUE BASEBALL REGULATIONS SHALL GOVERN PLAY WITH THE FOLLOWING MODIFICATIONS: Section 1: Manager/Coach Selection Process a) President, with approval from the Board of Directors, shall appoint managers annually. Section 2: Requirements for consideration for a Team Manager a) Submit a letter requesting consideration for team manager position to league. b) Submit volunteer application and copy of driver’s license to league. (Also required for assistant coaches) c) Consent to mandatory child protection background check. d) Attend scheduled "Fundamentals Training". (Assistant Coaches also encouraged to participate) e) Attend scheduled "First Aid / Safety Clinic" (Assistant Coaches also encouraged to participate) Section 3: Formation of the Teams
a) The Pool of players for the AAA division will consist of all registered 9 & 10 year olds. 8 year olds requesting to tryout for the AAA Division and any 11 year old not selected in the majors division. b) A tryout for evaluation purposes will be scheduled. Players will be scheduled and notified of their tryout date and time. The tryout will be implemented by Division Coordinator and Player Agent. c) Players will be evaluated on skills to include; fielding, throwing, batting, bunting and running. d) An evaluation team will rate the players at the tryouts and provide the division coordinator with a listing of players eligible to be drafted in the AAA division. This list will include the number of players required to fill each team’s roster of 12 players plus a minimum of 12 additional players. Any player at the tryout that is not identified by the evaluation team for the AAA division, as well as any player not drafted from the evaluation teams list, will become the pool of players for the AA division. e) Managers will be require to attend a draft shortly after the tryout; in the event an approved manager is unable to attend the draft, the player agent and division coordinator will select his team throughthe draft process. All proceedings including draft positions and trades will be “confidential” and all attending managers are to respect the rule of the draft. f) Managers to pick Draft order by picking number out of hat and draft proceeds from low number to high number and alternates every other round (ex. 6 teams in Draft and Manager picks #1 position so his Draft picks will be #1, # 12, #13, #24, #25 etc.); children of Manager’s will be slotted in round #4. Siblings must be picked in consecutive rounds.
g) The draft will consist of 12 rounds. Each team will draft 12 players. Each team will be allotted 2 minutes to make the selection. h) At the conclusion of the Draft there will be time allotted for trading of players. At the end of set period all teams are finalized and no other player transactions may take place. Section 4: Practice Schedule a) All practice schedules will be released by the League Scheduler for pre-season practice. Scheduled pre-season practices shall not begin on school district fields prior to April 1. Coaches are encouraged to practice as much as possible. The batting cages, and practice pitching mounds are available during the week and on weekends during the regular season. Coaches are expected to utilize practices to teach both individual and team baseball skills, promote sportsmanship, and help players develop confidence in a positive manner. All in-season practices on league fields should be coordinated through the League Scheduler. Section 5: Team Responsibilities – Game Day Home team: a) b) c) d) e) f) g) h) i) j) k)

Has the field until 5:25 pm or 35 minutes before the start of the game Is responsible for preparing the playing field for the game dragging/ raking field lining field putting bases in place preparing the pitchers mound preparing the home plate area Supply two (2) new game balls per game Pay the umpires prior to the start of the game (Umpire money obtained from concession stand) Provide an Official Scorekeeper and a volunteer to maintain Pitch Count requirements Can take up a “Pass the Hat” collection. Money should be counted by two responsible adults and noted in the team scorebook. The funds collected are to be used to do something special for the players such as ice cream, pizza or an end of the season team party. Responsible for repairing the field AFTER the game a. dragging/ raking field b. putting bases away c. repairing the pitchers mound d. repairing the home plate area e. repair high traffic areas of the infield- first and second base
Note: Use water and tamp the pitchers mound area and batters boxes/ catchers box areas. Simply raking dust into a hole looks ok but in reality is not much better than doing nothing.
Visiting Team: a) Has the field until 10 minutes before the scheduled start of the game. (weeknights (5:25 till 5:50) b) Responsible for operating the scoreboard c) Responsible for taking the trash cans and taking the trash up to the dumpster and returning the empty cans to their place on the field d) Share duties to repair the field after the game (item 7 of Home team) All Teams: a) Winning team is responsible for calling in the score to the AAA Coordinator after EVERY game. You must report, the final score of each team. The pitchers for each team and how many pitches each pitcher threw. b) Verify and initial the opposing teams pitching log. c) All managers are required to keep, maintain, and carry their pitchers log to all games. On this log, the date, the name of each pitcher used, the number of pitches thrown by each pitcher must be recorded. The AAA Coordinator, the Player Agent, League President and other AAA team managers may request to see your log at any time, for any reason. Section 6: Game Rules a) All Managers are required to abide by the pitching rules and regulations as outlined in the 2010 Little League Baseball Official Regulations and Playing Rules. b) Managers must abide by the MANDATORY PLAY RULE. It is recommended by Redland Little League that all managers take appropriate steps to ensure that each player’s actual playing time exceeds the minimum playing time ( 6 consecutives outs in the field) as outlined in the mandatory play rule. c) In accordance with Little League rules a continuous batting order (all players, whether in the field or not, will be in the batting order) will be used. Exception is an injured player where it is agreed upon that he can sit in the dugout but will not be participating in the game. d) There will be a 2 hour time limit on all Saturday games e) There is a 10 run mercy rule after the 5th inning f) The league observes the Little League “Dropped 3rd Strike” rule. Section 7: Conduct of Players, Managers, Coaches, Parents and Spectators a) Managers are responsible for the conduct of their players, coaches, parents and fans. If an individual is behaving in an inappropriate manner you may ask them to leave. If the umpire asks them to leave, and they will not leave, the game will be suspended until they do leave. Do not allow things to get out of hand. This is about kids playing baseball. Teaching and learning good sportsmanship is a large part of what the Red Land Little League experience is about. b) Attend the league's monthly "General Meetings" on the 2nd Wednesday of each month. (All teams must have representation at these meetings; an assistant coach or other team representative is required if team manager is unable to attend). c) Know and follow the "Coaches Code of Ethics". d) Obtain parent support for, and ensure compliance of all "Building / Field Maintenance" requirements assigned specifically to his/her team. e) Ensure all team "Concession Stand" requirements are fulfilled. Section 8: Regular Season Schedule Points of Emphasis: a) The ten run rule will be waived for all weeknight games. b) The ten run rule will only be in effect for Saturday games in which a game is scheduled to be played on the same field and scheduled to start immediately after the conclusion of the current game. c) The game schedule will consist of a minimum of 12 regular season games. Section 9: Game Cancellation Procedure 1. Both managers must agree to cancel the game due to inclement weather. Please make efforts to play the games as scheduled. Make up games will be scheduled as soon as possible and may lead to playing games on consecutive days. 2.

CVU Coordinator should be called no later than 5:00 pm on weeknights or 8:00 am on Saturday
b. CVU Coordinator should be told to cancel umpires for the Red Land Little League game, the date, the time and the field. Be specific regarding which field is being cancelled (Giant, etc) c.
CVU Coordinator will alert the scheduled umpires regarding the cancellation

Home team manager must notify the Concession Stand coordinator regarding cancellation.

Home team manager must notify the Red Land Little League Scheduler regarding cancellation.

Home team manager must notify the AAA Coordinator.
Additional Points of Emphasis: When you need to reschedule a game due to rain or other reasons please follow the steps below: a) “Home Team” manager is responsible for contacting the League Scheduler to reschedule a game due to rainout or for other justifiable reasons.
b) The Game #, the date of originally scheduled game, and opponent, should all be provided. c) “Home Team” manager should coordinate with the “Opposing Team” manager a few agreed upon reschedule dates prior to contacting the League Scheduler. If only 1 option is provided and is unavailable, then you'll be back to square 1. Please prioritize the reschedule dates for the League Scheduler and he/she will provide you the 1st choice that can be satisfied. d) All games should be rescheduled as early as possible in the season. Picking a date late in the season could result in playing 5 games in a week or not playing games at all due to lack of fields. Open fields are available most Fridays. Managers are encouraged to use these dates for makeups. Please re-schedule make-up games within 2 days of the game being cancelled and play the game within 1-2 weeks of the original game date. e) We would like to continue to give you the flexibility of picking your game dates. If we see all the games being pushed out late in the season we will have to start assigning the games for teams. Don't look at the gap in your schedule 4 weeks down the road for your make up game. You'll probably have 2 more games to reschedule by then and you will have missed the open field dates prior to that date. Section 10: Accidents/Injury Reports a) The league requires a written report to be filed within 24 hours of an accident to a Red Land player coach or fan. The report is to be filed with the Leagues Safety Officer. Blank copies of the Accident Injury Report form will be provided to all managers. Section 11: Field Maintenance Responsibility a) Each team will be assigned a specific week to maintain the field (grass mowing trimming, dragging and repairing the field). Further guidance to field maintenance responsibilities will be inserted here as provided by the League’s Maintenance Committee. Section 12: Equipment Each manager is responsible for the equipment issued to the team. If you have broken equipment or equipment is in disrepair, it represents a safety hazard to the players. Don’t just stuff it in the bag and leave it, I’ll guarantee you eventually some kid, maybe your own, will use it and may get hurt. Contact the League’s Equipment Manager for replacement equipment, if you have trouble reaching him or he is not responsive to your request, contact me. Managers, coaches and players are expected to treat equipment with respect and care. Refrain from dragging the bags across the parking lot, bouncing it down the steps and into the dugout. Remove the equipment item by item instead of picking up the bottom of the bag over your head and just dumping it so that the helmets and bats all bounce across the concrete dugout floors. A little extra care helps keep the equipment in proper condition and could be a factor in preventing an injury that could have been avoided. It will also help the bottom line on the equipment operating budget. Division playing rules approved by RLLL Board on 12/02/2013.
