TOURNAMENT INFORMATION
All tournament information will be maintained on the Tournament Website: http://www.hcyp.org/Default.aspx?tabid=596872. Check the website regularly for weather and other tournament related information, including rules updates. Additionally, weather related alerts will be sent via RainedOut.com. There are no designated smoking areas at KWP. The woods surrounding the ball fields are considered part of the park. 2
PLAYER AND TEAM INFORMATION a) Players age cutoff date is May 1st of the tournament year. Younger players may play up in the higher age bracket. b) All teams must complete and submit the Waiver and Release of Liability document prior to the first game of the tournament. This document also contains player birth date certification and it will serve as your team’s official roster. c) A manager / coach must have a copy of the official team roster (see above); and a copy of each player’s birth certificate at every game. d) Teams may be comprised of a maximum of 14 players. e) Players, coaches, managers, parents, spectators, and umpires are not permitted to use alcohol, non-prescription drugs of any kind or profanity during the game. Penalty is ejection from the game. f) No smoking is permitted in the park. g) Only the head coach from a team is permitted approach an umpire or league official to discuss ruling calls. Arguing of judgment calls (e.g. balls/strikes, out/safe etc.) will not be tolerated and will be considered poor sportsmanship. h) Only players and coaches will be permitted on the field of play. SPORTSMANSHIP a) Poor sportsmanship will not be tolerated. This includes roughness on the part of any player during a game; unsportsmanlike gestures, talk, language or profanity by a manager/coach, player or spectator; and bickering or complaining about the umpire’s decisions. Managers/coaches are responsible for the behavior of assistant coaches, players, parents and other spectators. A warning will be issued by the umpire to the manager/coach of the offending player’s team. A second offense by that team results in immediate ejection of the offender from the game. b) If a player, manager, coach, scorekeeper, parent or fan is ejected from a game, they will be suspended from participating in the next game, and possible expulsion from entire tournament, including Championship Series. All ejections must be reported to Tournament Director to determine eligibility. c) Any acts of aggression towards any official, player or opposing manager coaches will result in immediate ejection from the premises for the remainder of the tournament.

PLAYING CONDITIONS a) The Tournament Director (or designee) makes all decisions concerning the conditions of playing fields prior to a game. The Tournament Director (or designee) will determine if fields are in playable condition. Teams will be notified as soon as possible, if a game is postponed due to inclement weather. b) The umpire will determine if a game must stop after a game has started. Lightning and/or thunder will result in an immediate stoppage of all games for a duration of 30 minutes from the time of the most recent detection. c) Weather related make-ups or continuations will be rescheduled by the Tournament Director.

TOURNAMENT RULES
5.1 General a) (8U – 14U) MLB Official Rules are in effect, unless modified as per below. b) No infield practice will be allowed prior to a game. Warm-up is permitted in the outfield grass only or fields not being used for tournaments. c) All participating teams must wear matching hats and numbered shirts/jerseys with no duplicate numbers. 5.2 Reporting Game Results a) Both teams will provide an official score keeper. b) The winning team must submit a Game Summary Sheet to the onsite coordinator, within one hour following a game. Game Summary Sheets can be downloaded from the Tournament Website, a copy of which can be found at the end of these rules. Any scores not turned in within one hour will be recorded as a tie and each team will be assessed 1 run per inning for the purpose of runs allowed and 0 runs for all other tie breaker and seeding rules. Onsite coordinator information will be available at the Pavilion. For any games that are off-site, a coordinator will be easily identifiable. c) The losing team must sign the Game Summary Sheet. Failure to do so may result in both the game in question and / or the next game being declared a loss at the discretion of the Tournament Director. Page 3 of 10

d) Game results and standings will be maintained on the Tournament Website. 5.3 Games a) Home team is determined by a coin toss for pool play, and by higher seed for elimination and Championship games. b) Dugout assignment will be on a first come first serve bases. c) Teams must have at least eight players (nine for 8U) to start a game. A forfeit will be declared if a team has less than eight players, in which case the winning team will be awarded one run per inning. d) (8U-12U) Six innings will constitute an official regulation game. e) (14U Only) Seven innings will constitute an official regulation game. 5.4 Infield Fly a) (8U Only) Infield fly rule is NOT in effect. b) (10U - 14U) Infield fly rule is in effect. 5.5 Dropped third strike c) (8U – 10U) Dropped third strike rule does NOT apply. d) (12U – 14U) Dropped third strike rule does apply. 5.6 Run Limit a) (8U Only) A team can score a maximum of 5 runs in an inning. In the sixth inning and all subsequent innings there is no maximum run limit. b) (10U – 14U) Unlimited. 5.7 Mercy Rule c) d) e) f)
15 runs after 3 innings, 12 runs after 4 innings, 10 runs after 5 innings. Home team does not bat if ahead by mercy.
5.8 Time Limits a) The head umpire’s watch is the official game clock. b) Pool play games Games longer than two hours will constitute an official game regardless of the innings played. No new inning may begin after two hours. An inning begins at the final out of a preceding inning. Page 4 of 10

An inning started must be completed unless the home team is leading or takes the lead during its final at bat. A game halted in progress due to inclement weather shall be official after four innings (3 ½ innings if the home team is leading). An official game that has a tied score at the end of the last completed inning shall be recorded as a tied game. Each team will be awarded ½ a point for the purpose of tie breaker and seeding rules. If a game is stopped for any reason (e.g., inclement weather) at any time in the game and BEFORE it becomes official, the game will be considered suspended and will be resumed from the point of curtailment at a time scheduled by the Tournament Director. The elapsed time will be recorded at the time of curtailment, and the resumed game will be given the balance of two hours less the recorded elapsed time. c) Semi-final games Semi-final game will be played to completion with no time limit imposed, however mercy rules will be imposed. d) Championship game The Championship game will be played to completion. No time limit or mercy rules will be imposed in a Championship game. e) At the discretion of the Tournament Director, any game may be shortened due to inclement weather, including heat. All attempts will be made to ensure that semifinal and championship games are played to completion. 5.9 Championship Game a) Top two teams from pool play will play in the Championship game. b) One pitch in an inning constitutes one inning pitched. c) Intentional walks may be declared before the first pitch is thrown, without having to throw four balls. d) (8U – 10U) No pitcher shall intentionally throw a curve ball requiring a twisting of the parts of the arm. Intentionally thrown curves will be called balls. e) A player who is removed from the pitcher position may not return to the pitcher position during that game. f) A manager/coach is allowed one conference per pitcher per inning to confer with his pitcher. The pitcher must be removed as a pitcher on the 2nd conference in the same inning. 5.11 Batting 5.11.1 (8U – 10U) Batting Rules a) Must bat all players in lineup for each game. Free defensive substitution are allowed, except for the pitcher (see Pitching). b) If and a player is ejected, an out will be recorded each time the ejected player's spot in the lineup is reached c) A late arriving player may be added to the lineup in the last position in the batting order. d) A player leaving the game early, for any reason other than ejection, can be deleted from the line-up without penalty of an out. e) No bunting is permitted.

5.11.2 (12U – 14U) Batting Rules a) There are four options available in regard to the designated hitter (DH). One of these options must be selected prior to the start of the game. Once selected, the option cannot be changed during the game. Each team may select an option that is different from each other and must declare it to the other team prior to starting. Option #1 - No DH. Start nine ball players in the field and bat same nine. Option #2 - A DH. May be used for any of the nine fielders. The DH and the fielder, for whom the DH is batting, are locked in to the same batting position. If the DH goes into a fielding position the DH is lost for the remainder of the game. Option #3 - A team is allowed to bat ten (10) players. The additional player is an extra hitter and may bat in any position in the batting order. At the beginning of an inning and at any time during the inning, the manager may choose any nine (9) of the ten (10) players in the batting order to play any position in the field, except for the pitcher. Option #4 - Bat your entire roster and field nine (9). You would have free substitution for all players, except pitcher. b) Should a team decide to bat nine or ten players at the beginning of the game and the team and has fewer eligible players remaining than it started with, the open position(s) will be skipped without penalty every time they come to bat (except ejection rule). c) For Options #1, #2, and #3: The nine (9) or ten (10) starting players may be reentered once. They must be re-entered in the same position in the batting order that they started. Players not in the original line-up may not be re-entered once removed from the lineup. However, if a player is injured after all eligible players have been used, the team may re-enter another team member, including a substitute that has been removed (Injury Only). d) If a team is not batting the lineup and a player is ejected and no substitution is available, an out will be recorded each time the ejected player's spot in the lineup is reached. If a team is batting the lineup and a player is ejected, an out will be recorded each time the ejected player's spot in the lineup is reached. e) If batting the lineup, a late arriving player may be added to the lineup in the last position in the batting order. f) A player leaving the game early, for any reason other than ejection, can be deleted from the line-up without penalty of an out. g) If not batting the lineup and a player leaves early, the team must use an available substitute in place of the player who left the game. 5.12 Injury a) If a player is injured, that spot in the lineup will be skipped with no penalty of an out. b) (14U Only) Once a player misses an entire at bat due to an injury, that player is not eligible to return to the game in any capacity. c) If an injury occurs during an at-bat and the player cannot continue the at-bat, the next batter will take over that at-bat and assume the count. d) (14U Only) An injured batter/player cannot return to the game if he does not do so by his next at bat. e) If an injury occurs while on the base paths, the player that made the last recorded out will take the place of the injured player on the bases. f) If not batting the lineup, a team may chose to make a player substitution in place of an injured player, where re-entry rules will apply. 5.13 Runners a) (8U) Leading is not permitted. Stealing is not permitted. Advancing bases is only permitted as a result of a batted ball b) (10U) Leading is not permitted. Stealing is permitted after the pitch crosses home plate. If a base runner leaves a base early, the play will continue until the umpire calls time. The defensive team will have the option to accept the outcome of the play or to replay the pitch (i.e. deem the pitch a no-pitch). First offense is a team warning, and for any subsequent offense(s), the base runner is out; all other base runners must return to the base previously occupied; and a batter/runner must return to batter’s box. c) (12U-14U) Leading and stealing are permitted any time the ball is in play. d) A courtesy runner may be used for the pitcher and catcher at any time during an inning. e) A courtesy runner must be used for the catcher when there are two outs. f) If batting the lineup, runners are the player(s) who made the most recent out(s). g) If not batting the lineup, the runners are the player(s) that are not in the current batting order. No runner can run more than once in a given at bat. The runner making the last out will be used if necessary. h) There is no must slide rule. However, a runner MUST avoid contact when a play is being made at a base or home plate. A runner will be called out, if a collision occurs with a defensive player on a close play when a runner does not slide, or if in the opinion of the umpire, such action is an attempt to deliberately interfere with a play being made. i) Head first slides are permitted. 5.14 Protests a) NO protests will be permitted on any umpire judgment calls. b) All disputed rules shall be resolved immediately before play continues. c) If there is a valid dispute over a rules issue, the decision of the Tournament Director (or designee) will be final. d) If a manager/coach questions the eligibility of a particular player(s), he may do so privately with the Tournament Director (or designee). All such inquiries will be investigated and eligibility questions resolved immediately. 5.15 Ineligible Player a) If it is determined that an ineligible player has participated in any game(s), including an ongoing game, the offending team will forfeit any such game(s). If it is determined that a winning team used an ineligible player(s), the score for the opposing team will be either the number of runs that team scored, or one run per scheduled inning, whichever is greater. The offending team will record a score of zero for any such game(s).
