Voting Opportunities

Why did ICC modify their code development process to include-

Over the years, ICC has worked to reduce the length of code hearings, which sometimes would go on for several weeks. ICC members and code officials requested a remote participation and voting option for the code development process. cdpACCESS reduces the need for them to take time away from the office or drain their annual budgets.

Who Can Vote? 2.1.1 Governmental Member - A Governmental Member shall be a governmental unit, department or agency engaged in the administration, formulation, implementation or enforcement of laws, ordinances, rules or regulations relating to the public health, safety and welfare. Each Governmental Member shall designate its Primary Representative who will receive benefits of membership in the Council on behalf of the Governmental Member as determined by the Board of Directors from time to time. The deadline for Governmental Membership was March 18, 2016 for the 2018 Code to get the voting entity registered. Primary Representative is the person listed on the application— typically the department head or a government official. Complete application with payment naming the Primary Representative.

Each Governmental Member must designate who their Voting Representatives are by name to ICC by September 19, 2016.

Estimated Voting Members 2014 – Group C (IgCC) • Largest cdpACCESS vote count was less than 300 (4,500 validated voters) 2015 – Group A • 5,100 validated voters for 2015 (actual vote count not yet available) • Roughly 75% Building officials, 25% Fire Officials 2016 – Group B • Higher voting numbers expected for Group B (IRC-B, IBC-S, IECC, IFC) • Will also include state energy offices • APGA could have a significant influence in process (700*4=2,800 potential votes) • Other organizations will also figure out their potential influence in the process (e.g. electric municipal utilities)

Proposal Examples Proposals have been submitted for Group B (2016) to do the following: Remove the requirement to have an isolated room for combustion appliances Remove an Appendix that details the Combustion Appliance Zone test These proposals may need the help of gas utilities to pass.

Advocate for Support of Industry Positions Ask your representatives to use an industry Voting Guide when casting their votes using cdpACCESS.

What can we do going forward??? Create a “Codes Group” - Include APGA members and strategic partners Meet 1 or 2 times a year Develop industry positions on proposals Share position list with ICC validated APGA members Remind them when to vote
