NATIONAL LETTER OF INTENT

NLI GUIDELINES  Any NLI sent to a PSA must be accompanied

by a multi-year financial aid agreement.

 The parents of the PSA must sign the NLI, if

the PSA is under the age of 21.

 Walk-ons cannot sign a NLI, fake NLI or

anything else created by CU for them to sign. Walk-ons can ‘sign’ their confirmation of their intent to enroll or anything else that they’ve created on their own. CU can only announce them if they’ve submitted their enrollment deposit.

NLI GUIDELINES  PSA must be registered with the NCAA

Eligibility Center in order to receive a NLI.

 PSA must receive sport supervisor

approval to be issued a NLI (have core eval completed, CCHE index, admissions).

 Rick George signs each NLI and the

financial aid office signs each financial aid agreement PRIOR to the PSA signing.

NLI GUIDELINES

 The initial signing date for the November period is

November 9-16, 2016.

 A PSA has seven days to sign their NLI.

 If a NLI is issued on the 9th, they must sign by the 15th.  If a NLI is issued on the 15th, they must sign by the 16th.

 PSAs not receiving an NLI (FAA only) may only sign

during the NLI signing periods (Nov or April). Example: 4 year Transfers

 CU then has 14 days from the date of signing to

submit the NLI to the Eligibility Center.

NLI GUIDELINES  Once a PSA signs a NLI, the recruiting ban

is in effect. CU cannot contact a PSA who has signed with another institution.

 You may provide a note to congratulate the PSA

but it must be timely and only congratulatory in nature.

 Once a PSA enrolls at another institution,

the recruiting ban is lifted, but you must have permission to contact.

NLI GUIDELINES How to satisfy the provisions of the NLI:  Attend the signing institution for one year.  Attend and graduate from a 2-year

institution.

NLI GUIDELINES What happens if the PSA does not satisfy the provisions of the NLI:  Must serve one year in residence at the

second NLI institution (can still practice and receive aid), AND

 Will lose one season of competition in ALL

sports.

NLI GUIDELINES Can a PSA appeal the penalty?  Yes—PSA can request a NLI release from

the institution. This is an online form that the PSA must complete.

 The institution can then lift the recruiting

ban and give a ‘complete’ or ‘no release’. The institution has 30 days to respond to the request.

NLI GUIDELINES  If the institution does not grant the release,

the student-athlete can appeal to the NLI committee. This must be done within 30 days.

 There must be extenuating circumstances to

request the release. A coaching change is not an extenuating circumstance.

 The institution can still lift the recruiting ban

if they are not granting the complete release.

NLI GUIDELINES  When a PSA is signing, CU cannot offer

any type of written ‘release agreement’ such as promising a complete release if there is a coaching change.

 No additions to or deletions from the NLI,

but you can put reasonable nonathletically related conditions on the financial aid agreement (i.e., must meet academic standards).

NLI GUIDELINES Example 1:  PSA signs NLI with CSU. PSA attends CSU

for the fall, but decides to transfer to CU and wants to be immediately eligible.

 What has to happen for this to be possible?

NLI GUIDELINES Example 1:  CU should have permission to contact prior to

talking to the PSA.

 PSA must request a release from their NLI and

it must be granted.

 PSA must meet all other NCAA, Pac-12 and CU

transfer regulations (one-time transfer, PTD, etc.)

NLI GUIDELINES Example 2:  PSA signs financial aid agreement with

Nebraska November 2016. PSA then signs NLI and financial aid agreement with CU in April 2017.

 Which signing is valid?

NLI GUIDELINES Example 2:  The NLI and FAA with CU is valid.  A financial aid agreement is not binding to

the student, but is binding for the institution.

NLI GUIDELINES Example 3:  PSA signs NLI with Texas A&M, attends

summer school and receives financial aid. PSA wants to transfer to CU for the fall semester.

 Is the NLI still valid?

NLI GUIDELINES Example 3:  The NLI is still valid and the PSA must

request a release from Texas A&M.

 Again, CU must have permission to contact

because the PSA triggered SA status.

 We can check the EC to see if they have that

release.

NLI GUIDELINES Example 4:  PSA signs NLI with CU. PSA then decides to

defer enrollment for 2 years. The NLI will remain valid for this time.

 What has to happen for this to be possible?

NLI GUIDELINES Example 4:  PSA must apply and be accepted to CU.  PSA must choose to defer enrollment on own

accord.

One-Year Absence Request – if the PSA does not enroll after one year they can apply for the One-Year absence to null and void their NLI. Must have participated in active military or official church mission for up to 12 months and AD must sign off that their original amount of aid is no longer available.

 We are all digital this year!  You will receive a PDF copy of a PSA’s NLI emailed to you once it has been signed and

approved.

 Please send this NLI to the PSA via email.  We are encouraging all PSAs to sign using DocuSign (a very easy app) to sign their

NLI. This app allows you to sign your smart phone screen and add it to the PDF. {They

may also use any other similar app if they have it: SignNow, SignEasy, etc.}

 PSAs will then email their NLI back to coaches & compliance!  No more faxing or printing or envelope mailing 

FINANCIAL AID

 Offers cannot be put in writing to a PSA until

August 1 of their senior year.

 All new scholarships for incoming students have

to be multi-year offers.

 Any new scholarship for a continuing student,

after 1 year of attendance, can be for just one year.

 Nonrenewal/reduction process goes through your

sport supervisor and Rick.

 If nonrenewal or cancellation is approved, coach

AND sport supervisor must sit down with student for a meeting. Compliance does not tell the student their aid has been nonrenewed or reduced.

 SAs must be given the opportunity to appeal.

Sitting down with coach and sport supervisor does not waive opportunity to appeal.

Scholarships that include 0% during one (or more) years. It is permissible to have a PSA sign a financial aid agreement that has a year of 0%, provided it is not the first or last year of the deal. Year 1: 50% Year 2: 20%

Year 3: 0%

Year 4: 100%

Could also be a five-year deal, with 0% in year 2, 3 and/or 4. *There is an autonomy proposal to disallow the 0% years – stay tuned.

 Increases are always permitted.

 Adjustment in deals are permitted, provided there is an overall

increase (and sport supervisor approval). Original Offer

INITIAL ELIGIBILITY

Three possible outcomes:  Qualifier

Qualifier – Eligible for Practice, Athletics Aid and Competition  HS Graduate,  Earns 16 core courses in four years of high school,  10 of the 16 core must be earned prior to senior year (7 of the 10 much be Eng/Math/Sci),  Corresponding GPA and Test Score on Sliding Scale, AND  Minimum 2.30 GPA

NonQualifier – Not eligible to enroll at a Pac-12 Institution  Does not earns 16 core courses in four years of high school,  Does not graduate HS,  Does not meet corresponding GPA and Test Score on Sliding Scale OR  Less than 2.00 GPA.

Academic Redshirt– Eligible for Athletics Aid. Can practice during first term, but must earn 9 credit hours in fall to be eligible to practice in spring. Cannot compete for CU Athletics, CU Club teams or outside competition. Intramurals is permissible provided a CU Athletics Staff Member is not the coach.  HS Graduate.  16 core courses.  Corresponding GPA and Test Score on Sliding Scale.  Minimum 2.00 GPA.

Early Academic Qualifier  Earns 14 core courses in six semesters with a 3.00 GPA.  Of the 14: 3 English, 2 Math, 2 Natural/Physical Science, 2 additional Eng/Math/Sci, 5

additional core.  Minimum ACT sum of 75.  Minimum SAT combined score 900 (prior to March 2016).  Minimum SAT combined score 980 (after March 2016)

 This is per the concordance table, may change when NCAA updates sliding scale.

 Early academic qualifiers must submit final HS transcript by February 1 of their first year

in a four-year institution.

promote non-athletically related personal business ventures

 Instead of legislation, NCAA agreed to “process waivers

expeditiously”
