NON-BINDING LETTER OF INTENT DONALDSON RUN STREAM RESTORATION PROJECT IN THE VICINITY OF 2412 NORTH WOODROW STREET October 22, 2004 Mr. Bruce Fried 2412 North Woodrow Street Arlington, VA 22207 Dear Mr. Fried: The purpose of this letter is to document a common understanding of the terms and conditions of a proposed collaborative stream restoration project to be jointly funded by you and Arlington County You have concluded that severe and ongoing stream erosion is threatening the foundation of your house at 2412 North Woodrow Street. The stream in this area is located on private property. However, the continued stream erosion, incision, and widening has also exposed and damaged several County sanitary sewer lines. The proposed collaborative project would involve establishing a stable dimension, pattern, and profile for approximately 350 linear feet of Donaldson Run upstream, adjacent to, and downstream from your property. The stream would be shifted away from the house foundation, and the exposed sanitary sewer lines would be buried. The stream restoration project would also include streamside plantings consisting of trees, shrubs, and ground cover. The terms and conditions of the proposed project would be as follows: • Arlington County will provide 70 percent of the funding for the design and construction costs of the project, and your share of these costs will be 30 percent. This funding split is based on the proportion of stream frontage to be addressed to protect your foundation relative to the total linear feet of stream to be restored to achieve the full goals of the project. Your 30 percent share of the total project costs would be capped at a maximum contribution of $35,000.
