About Us Norris Square Civic Association (NSCA) is a community development corporation founded in 1983 by a group of community women who desired to take control of their neighborhood and provide a healthy and safe environment for their children. NSCA serves the predominately Latino community residing on the blocks surrounding Norris Square Park in Philadelphia, PA. Norris Square residents are active at every level of the organization, serving on the staff and board.

NSCA Programs and Services Norris Square Civic Association offers multiple programs to address the needs of at-risk youth and families in need of support services. NSCA also offers Head Start for early childhood education, after-school and summer programming for children in grades K-8, and an open-access computer lab for members of the community.
Case Management >>
Out of School Time Programs (Grades K-8) The NSCA Out-of-School Time (OST) program offers both after-school and summer camp programs for students in grades Kindergarten through 8th grade at Hunter and McKinley Elementary Schools. OST offers the following programs year-round:

NSCA’s Case Management program provides comprehensive case management services for families in need of support. With the help of licensed Case Managers, services include:

Intensive Prevention Services >> The Intensive Prevention Services (IPS) program is funded by the Philadelphia Department of Human Services. IPS offers services to at-risk youth between the ages of 10-17 including:
Case management; Counseling and mentorship programs; Academic enrichment and tutoring; Extracurricular activities and field trips; Work-readiness training.
To be eligible for this program, youth must have experienced a history of excessive school absences, suspension, or running away. For more information, call (215) 426-8723.
Community Outreach>> The Community Outreach program ensures that local residents are given a voice in their neighborhood and in the planning and implementation of NSCA’s programs. The Community Outreach
program also manages the Norris Square Neighborhood Advisory Committee (NAC), which connects residents with information on public services for lower -income residents such as programs from the City’s Office of Housing and Community Development. For more information, call (215)717-1482
¡Oiga! Youth Media Program (Grades 6-8) ¡Oiga! is a digital media leadership program for students in grades 6-8. Students learn to use the Internet and other digital technologies to learn about journalism, film, and digital media; conduct online research and create blogs to showcase their work; create and edit short films; and develop digital literacy and youth leadership skills.
BTOP Computer Lab for Public Use The BTOP Computer Lab is open to the public and offers 20 computers with Internet access. NSCA also offers classes and workshops at the computer lab. The computer lab is located at this NSCA office at 174 West Diamond Street (former St. Boniface Church Rectory). For more information on public access hours and classes, call (215) 717-1482 .
Head Start @ NSCA NSCA’s Head Start program provides early childhood education and Head Start services for children ages 1-5 years old. The program is a full-immersion, dual language program that instructs children in both English and Spanish and prepares them for future success in elementary school. NSCA’s Head Start program is offered at four sites throughout lower northeast Philadelphia and serves over 600 children annually.
