PD1.1
Ms. Pasierb gave an overview of the Rock Creek Center project. Mr Barnes also added 3 key items to consider during the feasibility process as part of the introduction. 1. Economizing the project should be considered and the team should be cognizant of budget. 2. The Feasibility Team can deviate from the Educational Specifications in order to encourage the group to think creatively. This is the first building of its type, not a prototype. 3. The Team should look at the students at Rock Creek School and keep them in mind throughout the process. The core mission is to serve the students.
PD1.2
The Consultant Team (Grimm + Parker) introduced themselves and gave a description of the Ed Spec and Feasibility process. They also explained the relationship between the Educational Specifications and the Feasibility Study.
PD1.3
The Consultant Team defined the roles and responsibilities for all parties involved in the Feasibility Study phase. They also commented on the inclusive process and community engagement component.
PD1.4
The Consultant Team gave an overview of the New Educational Specifications and the process for creating the final document. Highlights include: • Review of the overall size of the building and the major components of the overall building organization. • Explanation of what components are Base Bid in the project and what pieces are an Add Alternate. • Review of the Guiding Principles for the project. • Review of the Educational Specifications process. Showed images from the model play exercise. It was noted during the discussion on current and future enrollments that we need to consider that families may move to Frederick County for their child to attend Rock Creek when it is renovated/reconstructed
PD1.5
The Consultant Team gave an overview of what a Feasibility Study is. They defined its parameters and talked about State Requirements. The Consultant Team also shared one example of a Feasibility Study done for William Wirt Middle School. This example showed graphic conventions for a modernization, modernization + addition, and a new building for William Wirt.
PD1.6
The Consultant Team then described in general the work that has been done to this point on the Feasibility Study. Over the summer the Consultant Team, including all of the engineers, did a building assessment. The Consultant Team shared photos and explained the different elements of the buildings that were analyzed and the criteria used.

The Consultant Team asked for feedback from the group after listening in on the presentation and the explanation of the new Educational Specifications. 1. Question #1: What came out of the Guiding Principles that “spoke to you” the most and why? • Student Engagement: maximizing involvement in daily life while meeting academic needs and instilling a feeling of accomplishment in the students. • Having the best, newest, cutting edge school for our students in order to give them more opportunities to shine in the areas of communication and independence. • The addition of the sensory room and sensory components to each classroom cluster, etc. • An educational program created with students as a priority that provide inclusive opportunities and independence with focus on academics as well as life skills. • Movement is really important- the ease of circulating through the building, getting onto the site as a pedestrian or vehicle, being able to connect with other school/student communities. • The overall principles provide clear vision to move forward- having options within the overall vision • Having a well-organized building to allow most educational opportunities • A common/safe area for each cluster where students can move freely and interact with other students, etc. Allowing for room to grow. • The Guiding Principles continue to lead the vision- components/design implement the need for the new RCS to foster champions of excellence academically, socially, and functionally. • Designing a school to meet the needs of the most medically challenging students. Designing a place for students, staff, and parents to learn and grow. • Create pervasive opportunities for communication which are integrated throughout the school day. Communication skills are critical to all guiding skills and key to success for all students and particularly for our RCS population. • The ability to provide inclusive opportunities to students in an environment that is stimulating. • The independence guiding principle really stood out as important • Inclusive Opportunities: having opportunities for students to be included is very important. • To focus on students and community involvement- to focus on the #1 goal of offering students the best program possible. 2. Question #2: At the end of the study what would you like to say to the Board of Education that is the best thing about this project? What made it a success? • The school meets the needs of the students, parents, staff, and community. It provides a sense of pride that shows that FCPS values all students and ensures students with disabilities have every opportunity to be included, to have their academic needs met and to be prepared to succeed in life with their time in school is complete. • To tell the Board of Ed that we accomplished all of the objectives of the project. • The identification of a site that is centrally located and close to community opportunities (stores, restaurants, work opportunities) • A recommendation that meets the needs of the Rock Creek Students and community while also being good stewards of community resources • To think creatively about a number of different options to incorporate all the priorities we set in Phase 1 in a location and layout that really makes sense for the school community. • Creating inclusive opportunities to foster independence. regular students. • Budget- something that we can produce now. • The new facility will emulate that Education is our priority so students are community and career ready when they leave RCS. Never underestimate the potential our students and what every student possesses when authentic inclusive, communication based learning occurs. • That we focused on the Guiding Principles, especially student engagement, independence, and inclusive opportunities. • The facility provides more than education during the school day- life skills/quality of life should be included. And understanding “college & career ready” and what that means for this group of students. • We can walk through the school and see those varied and numerous opportunities for students to communicate their wants, needs, and thoughts. • We have provided teachers/staff the ability to use a wide variety of multi-sensory approaches to teach our most challenging students so they can be contributing members of society. In their communities. • A facility that is truly the least restrictive to students, allowing for freedom of movement and learning. • Very excited to be part of the “adventure” and in the end would like to accomplish an environment that will allow the students of FCPS to be freely engaged in their learning environment. • A learning environment that meets the unique needs of every student as possible in a safe facility. • Very proud to see the Rock Creek community come together during the Board of Ed presentation for the Educational Specifications and hopes the same will happen for the Feasibility Study phase. PD1.5 The Consultant Team concluded the meeting by discussing the future meeting schedule and the next steps involved in the Feasibility Study development. The next couple of meetings will evaluate the existing site and other potential sites for an option to replace the existing school. NEXT MEETING: 1. 2.
