BEEBE PUBLIC SCHOOL DISTRICT BOARD OF EDUCATION MINUTES Special Meeting September 19, 2016 MEMBERS PRESENT Ms. Brenda McKown, President Mr. Clay Goff, Vice President Mr. Harold Davis, Secretary Ms. Janet Hines, Member Mr. Robert Jenkins, Member ALSO PRESENT Dr. Belinda Shook, Superintendent Dr. Scott Embrey, Assistant Superintendent for Curriculum and Instruction/Transportation Dr. Rick Duff, Assistant Superintendent for Business/Maintenance and Custodians Ms. Theresa Gilliam, Director of PreK-12 Instruction/ACSIP/Data Analysis Ms. Brandy Dillin, Principal, Beebe Middle School/Director of Special Programs The Beebe Board of Education met in special session on Monday, September 19, 2016, in the Beebe School Board Meeting Room.

CALL TO ORDER Ms. Brenda McKown, President, called the meeting to order at 5:30 p.m.
II.
ACTION ITEMS A.
The Budget was presented for 2016-17. The operating budget has a projected ending balance of $2,491,086. Mr. Harold Davis made a motion to approve the budget as presented, seconded by Ms. Janet Hines. VOTE: For – 5 Against – 0
B.
The AFR for 2015-16 was presented for approval. The ending balance for the 2015-16 budget is $2,602,816. Mr. Clay Goff made a motion to approve the AFR as presented, seconded by Ms. Janet Hines. VOTE: For – 5 Against - 0

C.
Athletic Expenditures for 2015-16 – Athletic expenditures for 2015-16 were presented to the board. The total expenditures were $1,008,763. Mr. Harold Davis made a motion to approve 2015-16 athletic expenditures. Seconded by Ms. Janet Hines. VOTE: For – 5 Against – 0
D.
Athletic Budget for 2016-17 – The total athletic budget for 2016-17 was presented with a total of $938,841.04. Ms. Janet Hines made a motion to approve the athletic budget for 2016-17 as presented, seconded by Mr. Robert Jenkins. VOTE: For – 5 Against – 0
E.
Federal Budget – Ms. Theresa Gilliam and Ms. Brandy Dillin shared federal budget information. Mr. Harold Davis made a motion to approve the Federal Budget as presented for 2016-17, seconded by Mr. Clay Goff. VOTE: For – 5 Against - 0
F.
ACSIP – Dr. Embrey presented copies of the ACSIP information and assurances for 2016-17. Ms. Janet Hines made a motion to approve the ACSIP assurances as presented, seconded by Mr. Clay Goff. VOTE: For – 5 Against – 0
G.
Property Offers – Dr. Shook recommended approval to purchase two pieces of property: 1. Wallace Property – Mr. Harold Davis made the motion to purchase the Wallace property at 208 South Holly for $52,885 and Mr. Clay Goff seconded the motion. VOTE: For – 5 Against – 0 2. FSB Property at 5421 Hwy 367 Beebe – Mr. Clay Goff exited the room at 6:30 p.m. while Dr. Shook discussed the appraisal on the property. RGB Appraisals LLC, assigned a market value of $162,000 to the property. Ms. Janet Hines made the motion to purchase the property for $139,000 and Mr. Robert Jenkins seconded the motion. VOTE: For – 4 Against – 0 Mr. Clay Goff rejoined the meeting at 6:35 p.m.

Employee 1599 Approval – Dr. Shook presented information regarding the 1599 resolution and informed that Doreen Mellon had submitted a form after the last board meeting. Ms. Janet Hines made a motion to approve the updated 1599 resolution for employees, seconded by Mr. Harold Davis. VOTE: For – 5 Against – 0

ADJOURN Mr. Harold Davis made a motion to adjourn the meeting at 6:39 p.m., seconded by Ms. Janet Hines. VOTE: For – 5 Against - 0
