Honorable James L. Noble, Jr. President/Alderman-at-Large Kingston Common Council 420 Broadway Kingston, NY 12401 Dear President Noble, I would like to express my support for the Municipal Consolidation and Efficiency Competition (MCEC) resolution, pertaining to the Citi Bus/UCAT consolidation. Governor Cuomo, through the New York State Department of State, has issued a request for applications for a Municipal Consolidation and Efficiency Competition (MCEC) grant. The grant offers the winning applicants a total grant not to exceed $19,700,000 to facilitate the implementation of the consolidation and efficiency plan. Ulster County has qualified to apply for Phase II of the MCEC. As you know, I want to explore consolidation and shared services, as I strongly believe it will benefit the taxpayers and improve access to public transportation. At this time, the County is still in the development phase of the application, but this resolution will support their request. I respectfully ask the Common Council to approve the attached proposed resolution, and because of the turnaround time for the county’s grant, to please allow for a special finance committee meeting to be held, prior to caucus.
