OLL Minor League Rules CONSULT THE LITTLE LEAGUE RULEBOOK FOR FURTHER RULE CLARIFICATIONS.
1. Baseball ages for Minor Baseball: 9-11. ● Eight year old 3rd graders may play up if evaluations deem appropriate. 2. All players to be placed on a team must go through evaluations and remain eligible for the entire season. 3. Games are played with 9 or 10 players on the field. 3 or 4 in the outfield. No short outfielder or rover allowed. ● All players must play at least 4 innings in the field. 4. Duration of games will be 6 innings. No new innings started after 1:30. No new innings to start after the 90 minute limit. Innings started should be completed unless darkness sets in, then the score will revert to last complete inning. (Darkness factor is up to the umpires and coaches’ discretion). Three outs or 5 runs scored ends an inning. 5. Batting will be continuous. No lineup changes are allowed after the start of the game, except due to illness or injury. Managers are responsible to exchange lineup cards prior to the game. 6. Players must notify their coach when going on vacation, to hockey camp, basketball camp, etc., one week prior to leaving. 7. From the beginning of the season until May 31, no stealing is allowed. A runner may advance on a passed ball (a pitched ball that gets behind the catcher) at the runner’s risk up to one base (home is limited to one attempt per team per inning). After one base is attempted, time is called. From June 1 to the end of the season, a runner may steal 2nd base, 3rd base, or home (home is limited to one attempt per team per inning). The runner may not leave the base before the pitched ball crosses home plate. One advanced base maximum on attempted steal. 7a. One base may be attempted on an overthrow, then the play is called dead. 7b. No stealing on an overthrow from catcher to pitcher. The runner must have left the base prior to the throw. 7c. No stealing if a team is ahead by 10 or more runs. 8. Unsportsmanlike conduct will not be tolerated. All incidents reported to and reviewed by the OLL Board. 9. Opposing teams and coaches will shake hands with each other and with the umpire after the game 10. The home team is responsible for working with the Otsego Little League board to assure bases and umpires are available for games. 11. Pitching: Any player on a regular season team may try pitching in practice. Coaches will determine readiness for games, keeping in mind the opportunity for the player’s success and confidence. A player may not pitch in more than one game in a day. Regardless of the number of batters faced, a player cannot pitch more than 75/85 pitches in a game. The manager must remove the pitcher when said pitcher reaches daily maximum (at the completion of the at-bat), but the pitcher may remain in the game at another position or than catcher. The withdrawal of an ineligible pitcher after the pitcher is announced, or after a warm-up pitch is delivered, but before that player has pitched a ball to a batter, shall not be considered a violation. Little League officials are urged to take precautions to prevent protests. When a protest situation is imminent, the potential offender should be notified immediately. Pitches delivered in games declared “Regulation Tie Games” or “Suspended Games” shall be charged against pitcher’s eligibility. In suspended games resumed on another day, the pitcher of record at the time the game was halted may continue to pitch to the extent of their eligibility for that day, provided said pitcher has observed the required days of rest. A player who has been removed as a pitcher and has 41 or more pitches in a game is prohibited from playing the position of catcher for the remainder of that day. 11a. Home teams are the official pitch counters for each game. Visiting team should check with home team to confirm pitch count at the end of each inning. 12. Base coaches may be two adults. 13. Bats must meet the Little League specifications and standards as noted in this rule. It shall be a smooth, rounded stick and made of wood or of material and color tested and proved acceptable to Little League standards. Little League (Majors) and below: it shall not be more than thirty- three (33) inches in length nor more than two and one-quarter (2 1/4) inches in diameter. Non-wood bats shall be labeled with a BPF (bat performance factor) of 1.15 or less. EXCEPTION: For the 2013-2014 Little League (Majors) and below, for regular season play and Tournament, composite bats are prohibited unless approved by Little League International. Use of the traditional batting donut is not permissible. 15. Catching: Each player may catch only 4 innings per game. 16. End of Game: If a team is ahead by 10 or more runs after the end of the fourth inning, the game shall be considered final. In the event of a rainout or inclement weather, a game is considered complete after 4 innings, 3-1/2 innings if the home team is winning. 17. Home teams are the official pitch counters for each game. Visiting team should check with home team to confirm pitch count at the end of each inning. 18. Use of the traditional batting donut is not permissible. 19. An illegal bat must be removed. Any bat that has been altered shall be removed from play. An ILLEGAL BAT is a bat that has been altered or a bat that is not approved for play because it does not meet specifications with regard to length, weight, barrel diameter, labeling or performance standard for the division in which it is used. 20. A batter is out when a third strike is legally caught by the catcher; a third strike is not caught by the catcher when first base is occupied before two are out. 21. Players are not allowed to wear jewelry during games or practices, including earrings. The only exception to this rule is for medical alert jewelry.
